【 | “Safeguarding Alliance Project” New Video Online 🎥 Understanding a new Mandatory Reporting of Child Abuse Ordinance】
Did you know that Hong Kong has a new Mandatory Reporting of Child Abuse Ordinance came into effect on 20 January 2026? As parents and community members, it is our duty to protect our little ones! 👶🏽The Ordinance aiming at early detection of and intervention in serious child abuse cases, is to achieve the policy objective of child protection.
To help our community understand the law, we have created a special short video series! 🎬 Featuring ethnic minority families with multilingual subtitles, this video aims to raise awareness of child protection.
🔴Who is “Mandated Reporter”?
25 categories of specified professionals from the social welfare, education and healthcare sectors are designated as “Mandated Reporters” as set out in Schedule 1 the Ordinance.
1. Social welfare sector: Social workers, Child care workers/ supervisors, Superintendents of residential child care service units
2. Education sector: Registered teachers/ permitted teachers of specified schools, Teachers/ principals of government schools, Teaching staff/ principal of the Youth College of the Vocational training Council, Wardens of boarding schools
3. Healthcare sector: Nurses, Medical practitioners, Dentists, Dental hygienists, Chinese medicine practitioners, Physiotherapists, Occupational therapists, Medical laboratory technologists, Optometrists, Radiographers, Pharmacists, Midwives, Chiropractors, Speech therapists, Dietitians, Audiologists, Clinical psychologists, Educational psychologists
If specified professionals, during the course of their work, have reasonable grounds to suspect that a child is suffering serious harm or is at real risk of suffering serious harm, they must make a report as soon as practicable. [Section 4(1) of the Ordinance]
🔴What counts as “Serious Harm”?
1. Physical harm: Unexplained bruises or burns
2. Psychological harm: Prolonged fear, withdrawal, silence, etc.
3. Sexual abuse: Inappropriate touching or sexual advance
4. Neglect: When children aren’t looked after properly, includes frequent hunger, lack of supervision, lack of medical care, etc.

【 #保護兒童 | 《守護童盟計劃》短片發佈🎥 拆解《強制舉報虐待兒童條例》內容】
隨著《強制舉報虐待兒童條例》於2026年1月20日生效後，守護孩子童年已經係我哋大家嘅共同責任！究竟有咩條件納入《條例》強制舉報嘅範圍🧐？又有邊個需要負責強制舉報？有時情緒化表達；同行為管教方式文化差異，係未覺察嘅狀態下都有可能會影響到兒童嘅成長發展⚠️。
早前我哋機構【香港保護兒童會兒童及家庭服務中心（九龍城）】得到【兒童事務委員會 童行有你】支持，聯同少數族裔家庭成員，特意製作咗一條宣傳短片🎬，講解《強制舉報虐待兒童條例》背後嘅目的、所牽涉嘅範圍，協助提高大家嘅敏感度同家庭功能，及早識別、處理懷疑虐待兒童個案。短片設有多種語言字幕，深入淺出講解條例涵蓋內容👇🏻：
🔴必須舉報的專業人士：
條例規定教育、社福、醫療衛生界別共25類指定專業人員，在工作期間若合理懷疑兒童遭受嚴重傷害或正面臨實際風險，必須立即向當局舉報。
1. 社福界：社工、幼兒工作員及主管、兒童住宿照顧服務院舍院長等。
2. 教育界：學校教員、校長及寄宿學校舍監等。
3. 醫療衞生界：醫生、護士、牙醫、中醫、臨床心理學家及藥劑師等。
🔴虐待兒童指對兒童作出或不作出某行為以致危害或損害兒童的身心健康發展。
🔴虐待兒童行為類別：
1. 身體虐待：對兒童使用暴力或其他方式令兒童身體受傷或痛苦，包括非意外造成的身體傷害，如：瘀傷、燒傷等
2. 心理虐待：危害或損害兒童身心健康，包括兒童的情緒、認知、社交等，如：經常不給予兒童情緒反應/不給予適當的情緒反應、對兒童表現疏離、給予侮辱性說話等
3. 性侵犯：強逼或誘使兒童參與性活動，以對兒童作出性方面的利用或侵犯，而兒童並不同意或因心智發展未成熟而不能完全明白或理解發生在他/她身上的這些性活動。
4. 疏忽照顧：嚴重或重複地忽視兒童的基本需要，以致危害或損害兒童健康或發展，如：兒童營養不良、體重過輕或瘦弱、缺乏看管使兒童重覆發生意外受傷、醫療跟進或治療需要被忽略等
