LARUS Foundation LARUS Foundation aims to raise the public’s awareness of the Internet’s policy development World's No. 1 NGO dedicated to Universal Internet Education.

Established in 2018, LARUS foundation is a Hong Kong-based non-profit organization dedicated to helping the world achieve universal Internet education. In today's society where the Internet is deeply embedded into our lives, many people still lack knowledge on Internet policy development. As a result, we stand at risk of losing the free and fair Internet that we depend on. LARUS foundation is dedi

cated to supporting the Internet community to take an active part in Internet governance. We empower stakeholders, particularly students and academics, with a working knowledge of Internet governance so they can take part in shaping the Internet. We conduct seminars and support their participation in policy-making forums conducted by Regional Internet Registries (RIRs), with the goal of involving more voices in the molding of the Internet. Moreover, we provide expert and technical knowledge on the Internet infrastructure to support continuing education as the Internet evolves. Our advocacy goes beyond helping stakeholders. We aim to educate the Internet community in general, with the ultimate goal of achieving universal Internet education. We believe that the whole Internet has a stake in how policies are made. The internet of today would be almost unrecognizable to someone experiencing it for the first time decades ago.

For one generation, the internet meant connecting a computer to a telephone line. For another, it meant discovering search engines, email, websites, and early social platforms.

Today, many young people are growing up in an environment where smartphones, cloud computing, artificial intelligence, digital classrooms, streaming, and instant global communication are simply part of everyday life.

And the transformation isn't over.

Every generation brings its own expectations and experiences to the digital world. Those experiences influence what people demand from technology, what problems they identify, what solutions they create, and what they believe the internet should become.

This makes education particularly important.

Young people shouldn't only learn how to use digital technologies. They should have opportunities to understand the systems behind them, think critically about how the internet is evolving, and explore how technology, policy, infrastructure, and society interact.

Because the next generation won't simply be users of the internet.

The internet has never stood still.

What began as a relatively small network connecting computers has evolved into a global digital ecosystem that influences education, healthcare, commerce, research, communication, entertainment, governance, and almost every aspect of modern life.

But evolution brings both opportunities and questions.

Most of us eventually log off. The internet doesn't.

While we sleep, networks continue carrying traffic between countries.

Data centres continue processing requests. Online services continue responding to users. Monitoring systems continue watching for failures and security threats.

Network operators and technical teams remain ready to identify problems and keep essential infrastructure functioning.

This constant activity is one reason the internet can feel almost invisible.

We expect a website to load, a message to arrive, or a video call to connect whenever we need it.

But reliability doesn't happen automatically.

The internet is made resilient through layers of infrastructure, redundancy, technical standards, monitoring, maintenance, coordination, and the people who work behind the scenes to keep those systems functioning.
