LARUS Foundation

LARUS Foundation LARUS Foundation aims to raise the public’s awareness of the Internet’s policy development World's No. 1 NGO dedicated to Universal Internet Education.

Established in 2018, LARUS foundation is a Hong Kong-based non-profit organization dedicated to helping the world achieve universal Internet education. In today's society where the Internet is deeply embedded into our lives, many people still lack knowledge on Internet policy development. As a result, we stand at risk of losing the free and fair Internet that we depend on. LARUS foundation is dedi

cated to supporting the Internet community to take an active part in Internet governance. We empower stakeholders, particularly students and academics, with a working knowledge of Internet governance so they can take part in shaping the Internet. We conduct seminars and support their participation in policy-making forums conducted by Regional Internet Registries (RIRs), with the goal of involving more voices in the molding of the Internet. Moreover, we provide expert and technical knowledge on the Internet infrastructure to support continuing education as the Internet evolves. Our advocacy goes beyond helping stakeholders. We aim to educate the Internet community in general, with the ultimate goal of achieving universal Internet education. We believe that the whole Internet has a stake in how policies are made. The Internet is for everyone and everyone has the right to take part in its policy-making and governance.

Digital readiness is about more than exposure to technology.

It’s about ensuring young people understand the systems shaping the future so they can confidently participate, contribute, and lead in digital spaces.

03/06/2026

The digital divide isn’t only about who has internet access. It’s also about who can fully benefit from being online.

Closing that divide means investing in both connectivity and the knowledge required to navigate digital environments effectively.

The internet may feel open and borderless, but it is still guided by structures and decisions happening behind the scenes.

Helping more people understand these systems is important for creating a digital future that is more transparent, inclusive, and representative.

Eid al-Adha is a reminder that sacrifice and compassion remain at the heart of strong communities.

It is a time to reflect on generosity, unity, and the importance of supporting those around us.

As families and communities come together in celebration, may this season inspire greater kindness, understanding, and shared progress for all.

Wishing everyone celebrating a peaceful, joyful, and meaningful Eid al-Adha.

Access to the internet increasingly determines who gets to participate in modern life and who gets left behind.

But meaningful inclusion requires more than simply being connected. It involves ensuring that people can use digital access to learn, grow, work, and create opportunities for themselves and their communities.

Closing the digital gap means building a future where access leads to real participation.

22/05/2026

The Internet affects how we work, learn, communicate, and grow, but behind every digital experience are policies quietly shaping your online reality.

From privacy and security to access and freedom, Internet governance plays a critical role in your everyday life.

The challenge? Many people are affected by these policies without ever understanding how they work.

At LARUS Foundation, we believe awareness is the first step toward meaningful participation.

Because the future of the Internet should not be shaped by a few, it should be shaped by all of us.

20/05/2026

Most people use the Internet every day, but far fewer realize they can actively participate in shaping the policies that govern it.

From online access to digital rights, Internet governance impacts us all.

So here’s the question: Have you ever participated in Internet policy discussions?

If not, you’re not alone, and that’s exactly why Universal Internet Education matters.

At , we’re working to close the knowledge gap and empower more voices to help shape the future of the Internet.
