📣Η Ολλανδία αποτελεί ένα από τα πιο προηγμένα παραδείγματα αποϊδρυματοποίησης παγκοσμίως, έχοντας αναπτύξει ένα εξαιρετικά εύρωστο και οικονομικά καλυμμένο σύστημα μακροχρόνιας φροντίδας. Σε αντίθεση με άλλες χώρες, η Ολλανδία δεν επέβαλε ένα ξαφνικό, κρατικό κλείσιμο των ασύλων. Αντίθετα, επέτρεψε στα ίδια τα ιδρύματα και στους οργανισμούς ασθενών να ηγηθούν, μετατρέποντας τις κλειστές δομές σε ευέλικτες υπηρεσίες γειτονιάς.
Το ολλανδικό μοντέλο βασίζεται στην αρχή του "Aging in Place" (Γήρανση/Διαβίωση στον δικό σου χώρο) και στην απόλυτη εξατομίκευση της χρηματοδότησης.

💰Το «Προσωπικό Μπάτζετ» PGB (Persoonsgebonden Budget):
Η Ολλανδία θεωρείται η «μητέρα» του PGB, ενός θεσμού που άλλαξε ριζικά τα δικαιώματα των ΑμεΑ στην Ευρώπη.
Αντί το κράτος να χρηματοδοτεί ένα ίδρυμα για να φιλοξενήσει ένα ανάπηρο παιδί ή έναν ενήλικα, δίνει ένα προσωπικό χρηματικό μπάτζετ απευθείας στο άτομο ή την οικογένειά του.
Με αυτόν τον τρόπο ο χρήστης έχει το νόμιμο δικαίωμα να επιλέξει πού θα ζήσει και να προσλάβει ο ίδιος τους φροντιστές, τους νοσηλευτές ή τους ανάδοχους ανάπαυλας που επιθυμεί. Αυτό οδήγησε σε μαζική έξοδο από τα ιδρύματα, καθώς οι άνθρωποι απέκτησαν την οικονομική δύναμη να αγοράσουν φροντίδα για το σπίτι τους.
🚜 Φροντίδα "Zorgεν" (Care Farms / Πράσινη Φροντίδα)
Μία παγκόσμια καινοτομία της Ολλανδίας για την απασχόληση και την αποφυγή του εγκλεισμού ατόμων με νοητική αναπηρία ή ψυχικές διαταραχές είναι οι Αγροτικές Δομές Φροντίδας (Zorgboerderijen).
Πρόκειται για κανονικές, λειτουργικές αγροτικές φάρμες (παραγωγή τυριού, φροντίδα ζώων, θερμοκήπια), οι οποίες έχουν μετατραπεί παράλληλα σε κέντρα ημέρας ή και μόνιμης διαβίωσης.
Έτσι αντί τα ανάπηρα άτομα να είναι κλεισμένα σε αστικά θεραπευτήρια, εργάζονται στη φύση, αποκτούν επαγγελματικές δεξιότητες, έρχονται σε επαφή με τους καταναλωτές που αγοράζουν τα προϊόντα και βιώνουν μια υψηλή ποιότητα ζωής που μειώνει τα ψυχιατρικά συμπτώματα.

🌈 Τα ιδρύματα δεν είναι λύση. Κάθε παιδί αξίζει μια οικογένεια, κάθε άνθρωπος ένα σπίτι.

📣 The Netherlands is one of the most advanced examples of deinstitutionalization worldwide, having developed a highly robust and financially covered long-term care system. Unlike other countries, the Netherlands did not impose a sudden, state-mandated closure of asylums. Instead, it allowed institutions and patient organizations to lead the transition, transforming closed facilities into flexible, neighborhood-based services.
The Dutch model is built on the principle of "Aging in Place" (living and growing older in your own environment) and the absolute personalization of funding.

💰 The "Personal Budget" - PGB (Persoonsgebonden Budget):
The Netherlands is considered the pioneer of the PGB, an institution that radically transformed the rights of people with disabilities in Europe.
Instead of funding an institution to house a disabled child or adult, the state provides a personal financial budget directly to the individual or their family.
This grants users the legal right to choose where they live and to directly hire their preferred caregivers, nurses, or respite care providers. This approach led to a massive exit from institutions, as individuals gained the financial power to secure care in their own homes.
🚜 "Zorg" Care (Care Farms / Green Care):
A global Dutch innovation to promote employment and prevent the institutionalization of individuals with intellectual disabilities or mental health conditions is the Care Farms (Zorgboerderijen) model.
These are fully operational, working agricultural farms (producing cheese, caring for animals, operating greenhouses) that simultaneously function as day care or permanent residential facilities.
Instead of being confined to urban clinical settings, individuals work in nature, gain vocational skills, interact with consumers buying their products, and experience a high quality of life that actively reduces psychiatric symptoms.
