10 years after the EU–Türkiye Statement: access to rights remains essential in Samos

Ten years ago, on 18 March 2016, the European Union and Türkiye adopted a statement that would profoundly reshape asylum management at Europe’s borders, particularly on the Greek islands.

Ten years on, actual returns to Türkiye have become very limited, but the legal and administrative effects of this policy continue to be felt.

In Samos, people seeking protection face complex procedures, increasingly short deadlines and a constantly evolving legal framework.

This is precisely the context in which the Samos Legal Centre, a project led by Avocats Sans Frontières France, operates:
- legal information and consultations;
- sylum interview preparation;
- support for people in vulnerable situations;
- documentation of barriers to access to rights and advocacy.

Between April and June 2026, 162 asylum seekers took part in our legal information sessions, 53 individual asylum interview preparations were carried out and 42 requests were submitted to the Greek authorities.

Behind these figures are individual journeys, experiences of persecution, violence and displacement — and the need for every person to understand the procedure they face and effectively exercise their rights.

Ensuring access to the law in a context of profound changes in European asylum policies
Between April and June 2026, the asylum landscape in Greece was profoundly shaped by the entry into force of the new European Pact on Migration and Asylum. While the number of arrivals on the island of Samos remains lower than in previous years, asylum procedures have accelerated considerably, reducing the time available to asylum seekers to understand their rights, prepare for their interviews, and present their cases.

In this context, the Samos Legal Center, supported by Avocats Sans Frontières France, continues its mission: to guarantee effective access to justice and to support people seeking international protection throughout their asylum proceedings.

During the second quarter of 2026, our team notably:

*Provided support to 170 new clients;
*Carried out 395 legal assistance interventions;
*Met with 162 people during our legal clinics;
*Prepared 53 people for their asylum interviews;
*Submitted 42 official requests to the Greek authorities.
*Among those we assisted, nearly 10% have specific vulnerabilities, including survivors of sexual violence, human trafficking, or torture.

Beyond providing individual support, the Samos Legal Center helps strengthen procedural safeguards in an ever-changing legal environment, while working closely with other humanitarian organizations on the island.

Because access to a fair and equitable asylum process is a fundamental right, Avocats Sans Frontières France remains fully committed to supporting people in exile.
