What an inspiring and thought-provoking conference last Tuesday!
Hosted by the Marangopoulos Foundation for Human Rights, the international conference “From Unravelling Commitments to Reinforcing Universality: Reaffirming International Human Rights Law amid Withdrawal and Backsliding” brought together distinguished speakers from academia and international institutions for a timely discussion on the future of international human rights law in an era marked by political polarization, institutional pressure and democratic backsliding.

The opening address was delivered by the President of the MFHR, Professor Linos-Alexandros Sicilianos, who emphasized the importance of multilateral cooperation, dialogue and collective commitment in safeguarding the universality of human rights.

A highlight of the conference was the keynote address by Judge Ivana Jelić, Vice-President of the ECtHR, who reflected on contemporary challenges facing the Convention system, focusing on evolving ECtHR jurisprudence in areas such as migration and asylum, while underscoring the importance of institutional credibility, methodological coherence, and public trust in the protection of human rights across Europe.

Structured around three thematic panels, the conference examined:
- state withdrawal and disengagement from international human rights systems,
- pressures faced by international human rights courts and treaty bodies,
- and future pathways for reinforcing universality, accountability and international cooperation.

We warmly thank all speakers, moderators and participants for contributing to a highly engaging and dynamic academic discussion, as well as the National and Kapodistrian University of Athens for hosting the event.

Με ιδιαίτερη χαρά και υπερηφάνεια ανακοινώνουμε ότι ο Πρόεδρος του ΙΜΔΑ, Καθηγητής Λίνος-Αλέξανδρος Σισιλιάνος, εξελέγη ομόφωνα Πρόεδρος του Curatorium της Ακαδημίας Διεθνούς Δικαίου της Χάγης.

Η Ακαδημία Διεθνούς Δικαίου της Χάγης, που ιδρύθηκε επίσημα στις 14 Ιουλίου 1923 στο Παλάτι της Ειρήνης στη Χάγη, αποτελεί έναν από τους πλέον καταξιωμένους διεθνώς θεσμούς διδασκαλίας και έρευνας στο δημόσιο και ιδιωτικό διεθνές δίκαιο, με σημαντική συμβολή στην ανάπτυξη της επιστημονικής μελέτης των νομικών πτυχών των διεθνών σχέσεων.

Η εκλογή αυτή αποτελεί σημαντική αναγνώριση της μακρόχρονης και ουσιαστικής προσφοράς του Καθηγητή κ. Σισιλιάνου στο διεθνές δίκαιο και την προστασία των ανθρωπίνων δικαιωμάτων, ενώ ταυτόχρονα συνιστά ιδιαίτερη τιμή για το ΙΜΔΑ.

Εκφράζουμε τα θερμότερά μας συγχαρητήρια και του ευχόμαστε κάθε επιτυχία στην άσκηση των νέων του καθηκόντων.

"From Unravelling Commitments to Reinforcing Universality: Reaffirming International Human Rights Law amid Withdrawal and Backsliding"

We are pleased to conclude our panel presentation series for MFHR’s upcoming conference with the introduction of the third and final panel — “Looking forward: Reinforcing universality” — moderated by Linos-Alexandros Sicilianos and featuring esteemed speakers Pierre d'Argent, Makane Moïse Mbengue, Jean-Marc Thouvenin, and Hélène Tigroudja.

Drawing on the preceding discussions on withdrawal and internal contestation within international human rights frameworks, panel 3 will examine a range of forward looking approaches to addressing current challenges, reaffirming the universality of international human rights law, and assessing the extent to which renewed confidence in international human rights institutions remains warranted in light of their continued relevance for the protection of individuals and groups exposed to serious human rights violations. The panel will focus on legal and institutional tools capable of mitigating the effects of disengagement and contestation, while reinforcing accountability within a multilateral legal order, including through the evolution and reform of the UN human rights system.

Particular attention will also be devoted to recent developments in international litigation aimed at addressing serious and systemic human rights violations. In this regard, the panel will highlight the growing use of public-interest litigation and collective enforcement proceedings brought by non-injured States before the International Court of Justice, as well as the significance of the ICJ’s recent advisory opinions. Through these examples, panel 3 will explore the potential of collective enforcement, strategic litigation, and renewed inter-state cooperation as means of resisting backsliding, strengthening accountability, and reinforcing the authority, legitimacy, and credibility of the international human rights system.

We look forward to an engaging and insightful exchange on these pressing questions.

From Unravelling Commitments to Reinforcing Universality: Reaffirming International Human Rights Law amid Withdrawal and Backsliding"

We are pleased to continue our panel presentation series for MFHR’s upcoming conference with the introduction of the second of our three panels — “International Human Rights Bodies under Pressure” — featuring keynote speaker Judge Ivana Jelic, moderator Photini Pazartzis, and distinguished speakers Maria Daniella Marouda, Natasa Mavronicola, and Aikaterini [Katerina] Tsampi.

Panel 2 will examine how political contestation over human rights and sovereignty claims affects the functioning, interpretative authority, and institutional standing of international human rights bodies. It will focus on contexts in which states, while remaining formally committed to international human rights frameworks, exert political and legal pressure that risk constraining the scope and authority of international courts and monitoring bodies, and reshaping their role within multilateral human rights frameworks.

In this regard, the panel will explore practices such as calls to reinterpret Article 3 of the European Convention on Human Rights in the context of migration, including proposals to deploy evolutive interpretation in ways that would narrow, rather than expand, the level of protection afforded. Panel 2 will also address the increasingly expansive invocation of restriction and limitation clauses for purposes extending beyond those for which they were originally designed. It will thus examine how international human rights bodies have responded to such pressures, including the European Court of Human Rights’ evolving jurisprudence under Article 18 of the Convention, and assess the implications of these dynamics for the authority, coherence, and resilience of multilateral human rights adjudication.

Ο Πρόεδρος του Ιδρύματος Μαραγκοπούλου για τα Δικαιώματα του Ανθρώπου, καθηγητής Λίνος-Αλέξανδρος Σισιλιάνος, συμμετείχε, και υπό την ιδιότητά του ως πρώην Προέδρου του Ευρωπαϊκού Δικαστηρίου Δικαιωμάτων του Ανθρώπου (ΕΔΔΑ), σε συνέντευξη Τύπου που διοργάνωσε η Ελληνική Ένωση για τα Δικαιώματα του Ανθρώπου στον Δικηγορικό Σύλλογο Αθηνών. Αντικείμενο της συζήτησης ήταν οι αμφισβητήσεις που διατυπώνονται έναντι του ΕΔΔΑ ενόψει της Υπουργικής Διάσκεψης στο Κισινάου. Στη συνέντευξη συμμετείχαν επίσης οι Χρήστος Ροζάκης, π. Αντιπρόεδρος του ΕΔΔΑ, και Ιωάννης Κτιστάκις, Δικαστής και Πρόεδρος του Γ' Τμήματος του ΕΔΔΑ. Ο κ. Σισιλιάνος επισήμανε ότι ανάλογες πιέσεις είχαν ασκηθεί και στο παρελθόν, ωστόσο οι πρόσφατες παρεμβάσεις κρατών σχετικά με τη νομολογία του Δικαστηρίου στο μεταναστευτικό συνιστούν ευθεία αμφισβήτηση της ανεξαρτησίας του. Παρότι το υπό διαμόρφωση κείμενο θέσεων της Μολδαβίας εμφανίζεται σαφώς ηπιότερο και στηρίζεται στη νομολογία του ΕΔΔΑ, παραμένει ανησυχητική η στόχευση ευάλωτων ομάδων, όπως οι πρόσφυγες και οι αιτούντες άσυλο.
