As the EU has launched its first-ever Anti-Poverty Strategy, we break down what is positive and what still needs to be reinforced.
It is encouraging to see poverty recognised as a multidimensional reality that affects people across their lives, alongside attention to prevention, access to essential services, and the call for Member States to develop National Action Plans against Poverty.
We also value the recognition of the role of civil society, social partners, and people experiencing poverty, as well as the commitment to improve poverty indicators and strengthen links with the European Semester.
However, it lacks a clear roadmap and concrete targets, and remains largely framed through competitiveness and individual responsibility, with limited attention to the structural causes of poverty and inequality.
Important gaps remain, including on homelessness, in-work poverty, the adequacy of social protection in the cost-of-living crisis and the intersectionality of discrimination. Accountability mechanisms and the ways to stablish dialogue with civil society are also unclear.
Still, the strategy opens an important door. With stronger follow-up, clearer commitments and meaningful involvement of those directly affected, it can become a real turning point in how Europe tackles the eradication of poverty.
