In other words, don't expect much. I only have two years in this 20 years, and unless I have an Aladdin wish, I cannot do magic.
In this twenty years, we will borrow 1.5 billion from the World Bank and it's associates. Spend 300 million on sanitation consultancy , another 200 million on party communicators talking about how the problem was the previous government's lack of genius.
And then the rest will be spent on awarding shady deals, that will not be done but will be paid. And finally in the 20th year, we will still be talking about Accra Floods.
