🌿 We educated both teachers and students on the importance of source separation.

✨ 🗑️Each school received two dustbins - brown for organic waste and blue for plastic waste.

Empowering The Marginalised: Three-Day Plastic Waste Buy-Back Event

As part of the HORESD Project's commitment to sustainable environmental practices and community development, we embarked on a circular economy activity from September 5 to 7, 2023 in Amanfrom, Duase, and Sokoban. Our three-day Plastic Waste Buy-Back initiative aimed to bridge the gap between waste pickers and waste aggregators, namely WasteCure Ghana and a private buyer.

🌱 Why This Matters:
This initiative is not only about plastic waste; it is also about empowering communities and the marginalised and fostering positive change. By incentivizing responsible waste management, we create a ripple effect of environmental awareness and economic opportunities.

🙌 What We Achieved:
Over the course of three days, our incredible community members and partners collected 2,465 KG of plastic waste. This waste was not only diverted from our landfills and ecosystems but will also become a valuable resource for recycling and upcycling.

The Plastic Waste Buy-Back Event showcased the power of collaboration and the potential for sustainable practices. It is a testament to what we can achieve when we come together for a shared purpose. The waste pickers deserve a standing ovation! Their hard work and dedication not only benefit their livelihoods but also contribute to a cleaner environment for all.

As part of the HORESD Activities to implement source separation in Kumasi, Her Honour Mrs. Jacqueline Avotri, a judge of the Kumasi Circuit Court 4 paid a working visit to the Green Information Point and met with the Environmental Health Officer and his deputy, as well as the Local Project Coordinator.

The meeting afforded opportunities to take note of the following;

* The sanitation cases are handled by the district courts

* Sanitation offenses are charged under the Public Health Act and the KMA by-laws.

* The local team would have to liaise with judges to have two days, and a time range for the adjudication of sanitation cases.

DAY FIVE: MILESTONE IN CARE: CHANGING HABITS

Presentation by the OMCV
The Cape Verde Women's Organization (OMCV) is a Non-Governmental Organization (NGO) that was founded on March 27, 1981, in commemoration of Cape Verde Women's Day. Its goal was to create the conditions necessary for women to engage in society more actively and formally, with legal personality and a degree of administrative, financial, and patrimonial autonomy. The group has representatives on each of the nine islands of Cape Verde.

Intervention Areas

The areas of intervention of the Cape Verde Women's Organization (OMCV) include;
Health, Sexual and Reproductive Health, Gender-Based Violence, Women’s Rights
Professional Education and Training, Legal Advice, Female Entrepreneurship, Microcredit, Craftsmanship and Political Participation.

Projects
According to Dr. Cardoso Goncalve, the president of Cape Verde Women's Organization (OMCV), the organization has implemented several initiatives, notable among them is the microcredit service and loan scheme and Special Regime of Micro and Small Businesses (REMPE).
Through the microcredit service and loan scheme, OMCV awards loans in an organized manner to the citizens of Cape Verde. So far, credits totaling almost €14.5 million have been granted to 22,000 persons by the OMCV. Out of the total beneficiaries, 18,000 have been women, and the remaining 4,000 men.
The Special Regime of Micro and Small Businesses (REMPE) program on the other hand exists to foster competition, productivity, and growth of Cape Verde's micro and small-scale businesses. It exempts these businesses from ancillary requirements while imposing a consistent special tax on companies which are not subjected to thorough accounting. This encourages formal private initiative, which benefits not only financially and economically, but most importantly, social benefits in the form of self-employment.

The delegation inquired about the grounds for the establishment of the OMCV, as well as if the organization's focus is on all women or solely on vulnerable women. During the presentation, the delegation got to know that the organization was working on a lot of projects and sought for insight as to why.
In response, Dr. Cardoso Goncalve said that the Cape Verdean society is patriarchal and that throughout time, women in Cape Verde have not had access to many of the same opportunities as men. Hence the organisation's mission is to help women to develop themselves and participate more in development and decision making. Regarding the organization's target population, it was indicated that vulnerable women, particularly those in rural regions, were the primary focus. Lastly, in response to the number of projects conducted by OMCV, Dr. Cardoso Goncalve indicated that the organization as an NGO relies heavily on external funding, implying that the number of projects would expand. However, to track benefits and improve capacity building, there have been internal discussions about reducing the number of programs.

Presentation by the Directorate of Volunteering

The Directorate was established as part of the Municipality of Praia's organic restructuring, which was authorized in December 2021.

The Directorate seeks to fulfill these missions to achieve the purpose for its establishment;
* To strengthen the community-based development associations in the city of Praia

* To serve as a bridge between the Municipality and the associations

* To provide technical assistance to the associations and informal groups

* To create a volunteer program for the municipality

*To participate in the formulation of youth policies and promote social inclusion in the municipality.

Examples of Good Practices

Since its inception, the Directorate has undertaken two (2) major projects namely; Community Association Funding Program (PFAC) and Municipal Volunteer Body (CVM).

The Community Association Funding Program (PFAC) seeks to encourage the community-based development associations to support development at the local level. It has so far funded activities captured in the plans of 42 community associations in Praia with an amount of CVE 500,000, disbursed into 2 tranches. In addition to the funding amount, 2 volunteers of the associations are paid CVE 15,000 each per month. Furthermore, training programs are organized for the funded associations.

The Municipal Volunteer Body (CVM) program began on December 27, 2021 with the objective of creating a safe space for citizens to participate in the activities and interventions of the municipality. As a result, citizens from different backgrounds and various expertise are enrolled in the CVM.

Impact of the Good Practices

Through the interventions of the directorate, the following outputs have been realized;

A. Community Association Funding Program - PFAC
* 42 associations equipped with the capacity to execute their business plan

* The resilience of the associations has increased

* 100 association leaders trained and more qualified to lead the associations

* Change in the paradigm of association financing

* Dynamization of several neighbourhoods and communities in the city of Praia, with real impact in their lives

B. Municipal Volunteer Body - CVM

* Encouragement of collective work and the work for the common good

* International volunteering

* Summer camp for children from two (2) neighbourhoods in the city

* Training of CVM Members

* Realization of two (2) big cleaning campaigns in the city

* Conduction of several health fairs

Following the presentation, the delegation sought clarification on the source of funding, the duration and the exact purpose of the funds given to the community associations. The delegation also inquired about the involvement of Persons with Disabilities (PWDs) in the community associations.
Responding to the source, the presenter indicated that the municipality is the sole financer of the associations, however they are open to sponsorship from prospective partners. On the duration and purpose of the funds, the presenter stated that, the amount is given annually and is used for the ex*****on of the approved activity plan. Regarding the involvement of PWDs, it was indicated that PWDs work directly with the associations, and they determine their involvement.

Customer Service Office – One-Stop Shop Municipality

The Customer Service office was established in May 2021 with the goal of continuously enhancing municipal assistance and progressing towards the achievement of quality standard of living. This is being done through the provision of excellent and individualized service, institutional information, as well as the receipt of requests from citizens related to issues within the municipal's attributions.

Objectives

The Customer Service Office seeks to achieve the following objectives;
* To ensure delivery of good municipal service to residents in the municipality,

* To reduce the waiting time for the completion of pending cases in the CMP,

* To receive complaints and suggestions from residents and forward them to the appropriate authority, and

* To bridge the gap between residents and the Mayor of Praia.

Achievements of The Customer Service Office

After twenty-one (21) months of operations, some achievements of the customer service office are listed below;

*Organization of 12 hearings with the Mayor of CMP

*Construction of Esperninha Square

* Facilitated the provision of electricity to Palha Sé

* Ensuring the participation of five (5) neighbourhoods in the preparation of the budget

* Strengthening of institutional relations

The delegation sought clarification on the platforms employed by the municipality in reaching out to residents. It was disclosed that through periodic visits by officers from the customer service office of the town hall to the residents, the municipality communicates its plans and activities to the community. However, they are yet to explore digital platforms to reach out to the community.

Closing Session

Concluding the study tour, the President of MANRA expressed his gratitude for the hospitality extended to the team and himself. He also expressed his appreciation for the opportunity to learn how the city of Praia is managing its waste. He acknowledged that the administration of the current Mayor has invested a lot in the development of the city which has yielded a clean environment. Finally, he called for stronger cooperation and cordial relation among the three cities in the management of the project to achieve its set goals.

The President of CREA began his presentation by expressing his gratitude to the host for the kind welcome and hospitality. He revealed how amazed he was about the collaboration between the municipalities of Cape Verde in terms of governance and waste management. He praised the best practices employed by the municipal officials in managing waste and indicated that their knowledge and expertise will contribute to the success of the project.

The Mayor of Kumasi expressed his appreciation for the cordial welcome and provided his thoughts on Praia's waste management system. He stated that the study tour has exposed the Kumasi delegation to a wide range of experiences in waste management. He stated that collaboration between African cities is crucial to the attainment of the Sustainable Development Goals (SDGs), hence, African cities should work to expand their partnerships among themselves.

The Mayor of Praia, Dr. Francisco Carvalho thanked both the high officials and the technicians from MANRA, KMA, and CREA for honoring the invitation to participate in the study tour of his city. He expressed his belief that the delegation’s technical know-how has improved and that the time spent in Praia has been worthwhile. Speaking on a different waste management project between Praia and Madrid, he called on West African cities to initiate collaboration without help from the western world. He concluded by thanking MANRA for bringing Kumasi, Ghana and Praia, Cape Verde together to peer learn.

As a parting gift, the Mayor of Praia presented to each participant a very important traditional pot made from clay which plays a key role in the preparation of the nation’s favorite dish, couscous.

VISIT TO THE CRIOULO GROWER ECOLOGICAL GARDEN IN THE ORLANDO PANTERA SOCIO-EDUCATIONAL CENTRE

The Orlando Pantera Socio-Educational Centre which is located in the city of Praia, is a juvenile centre established by the Ministry of Justice of Cape Verde in 2007. It is a reformation centre for young persons within the age range of 12 – 16 charged with criminal offences. It is the only juvenile centre for all the nine (9) islands of Cape Verde. Although it is for both male and female, the inmates have been only males. At the time of the visit by the delegates, there were 25 inmates. The maximum sentence an inmate can receive is five (5) years.

The center focuses on reforming its inmates, with the aim of equipping them with educational and social skills, as well as emotional maturity to reintegrate them into society. As part of the reformation program, they learn practical skills on farming and crop cultivation. Foodstuff such as bananas, pumpkin, pawpaw, tomatoes, carrots, and okro are cultivated in-house by the detainees and used to feed them as well.
LOCAL VISIT WITH COMMUNITY AGENTS - SHARING EXPERIENCES OF COMMUNITY AWARENESS ON WASTE DISPOSAL AND REUSE - VILA VITÓRIA NEIGHBOURHOOD

The Camara Municipal da Praia (CMP) Community Development Agenda Program, which culminated in the creation of Community Development Agents, emerged from several needs identified in the different neighborhoods by the President Francisco Carvalho of the CMP. The program aims to safeguard the image of the city, protect the environment, public and individual health and promote social inclusion. The creation of Community Development Agents also arose from the need to change paradigms in the approach to solving problems that affect people, neighbourhoods and the city itself.

The City Council, together with the citizens, and in partnership with the Central Power (Government), when necessary, develop assertive public and social policies, capable of responding to the needs that arise and that often greatly affect people, the environment, aesthetics and organisation of the city.

In order for there to be healthy neighbourhoods, the Community Development Agents act as Community Agents, Sanitary Agents and Inspection Agents. They have the functions of bringing local power to the municipalities and, on the other hand, helping the City Council of Praia identify, solve and minimise many constraints in the city as well as negative impacts on people’s lives, aiming at the common good.

PRESENTATION BY THE BUSINESS ANGELS ASSOCIATION OF CAPE VERDE - INVESTMENT OPPORTUNITIES IN THE SOLID WASTE AREA

The Business Angels Association of Cape Verde (ABAC) was established in March 2010, and became a private, non-profit organization in July 2010 with the intention of fostering and overseeing a network of business angels. The network was created to support businesses, primarily youth-owned establishments.

MISSION OF THE BUSINESS ANGELS ASSOCIATION OF CAPE VERDE (ABAC)
The mission of the ABAC is to be profit oriented, to contribute to the development of new enterprises and to also contribute to the creation of more jobs.

SUPPORT PROVIDED BY ABAC TO STARTUPS
The support provided by the ABAC to applicants of their services ranges from provision of capital, mentoring, counseling and networking.

TYPICAL PROCESS OF ANGEL INVESTMENT

Angel investors support businesses in the early stages of their growth. For a startup to benefit from their packages, it must present a proposition as its deal, make a pitch to the prospective investor, after which due diligence is conducted and the terms of investment discussed and agreed upon. If the terms are satisfactory, the ABAC invests, supports the business to grow and exits after the business is well established.

PARTNERS OF ABAC

The following entities are some of its partners; Chamber of Commerce of Sotavento, Djassi Africa, Pró Empresa, Innovation and Enterprise Support, AJEC, Business Incubation Center and Africa Business Angel Network.

Following the presentation, the delegates sought clarification on the challenges faced by applicants when seeking angel investments and whether they do receive applications from players in the waste management sector. From the response, it came out that the major challenge is a lack of information with regard to business valuation. For the applications from players in the waste management sector, they are yet to receive such applications, however, the Association is open to applications from all sectors.

PRESENTATION BY THE CMP ENTREPRENEURSHIP OFFICE

To create an enabling environment for entrepreneurs, the CMP has developed a 2020 - 2024 entrepreneurship promotion strategy program for old, new and upcoming entrepreneurs. This ambitious cross-sectional plan aims to support all sectors of activity. There are sixteen (16) projects and instruments that make up the program and will be implemented during the mandate. Since its inception, the Office has supported a number of startups which include; Baiany and Art Atelier, companies which deal in the production of products using recycled materials.

BAIANY
Baiany is an enterprise which deals in the production of handicrafts made with sustainable, recycled and low-cost materials. It produces baskets, personalized eco-friendly boxes for gifts, decoration items, and other objects. The Entrepreneurship Office is supporting Baiany to digitize Cape Verdean handicrafts.

ART ATELIER
Art Atelier is a handcraft enterprise supported by the CMP Entrepreneurship Office. Located in the Sucupira Market in Praia, it deals in handcrafted souvenirs such as necklaces, keyholders, wall art, tabletop bracelets, and others using recycled materials.

VISIT TO AFROPONICS AEROPONICS

Afroponics is an aeroponics-based farm located on the Santiago Island and is owned by Hélder Silva. The idea for the farm was conceived in 2020, during the COVID-19 lockdown. According to Hélder, the crops cultivated using aeroponics method of farming grow three times faster than the traditional method of farming using the soil. While it takes at most 21 days to harvest most aeroponics crops, crops cultivated in the soil takes not less than 45 days.

According to Helder, aeroponics will be the ideal farming method for Cape Verde due to its limited fertile soil as a result of its topography. The aeroponic technique requires no soil because the crops are grown vertically. Although the country is an island, it has limited access to fresh water for crop cultivation. Aeroponics on the other hand, makes use of a technique which requires little amounts of water to grow crops. He is also of the view that Cape Verde can depend on aeroponics to produce its own crops instead of the over-reliance on importation.

OFFICIAL VISIT TO TARRAFAL CITY HALL

The delegations from MANRA and KMA were welcomed by the staff of Tarrafal Municipality. The Development Projects Manager of Tarrafal expressed his gratitude for having the delegations present to exchange experiences. In his opening statements, he gave a brief history of Cape Verde and the Tarrafal Municipality. According to him, Cape Verde gained its independence from Portugal in 1975. At the initial stages of its independence, the country faced difficulties as an island nation. There was concern that the nation would not be able to support itself due to economic and environmental issues. Notable among them was insufficient rainfall, i.e., 200 mm of rainfall annually. Despite these challenges, the country's leadership was resilient and determined to make things work. This compelled the country’s leadership to implement steps to address these problems. The foremost action was to identify areas on the island with large volumes of safe subterranean water for agriculture and domestic use. The Municipality of Tarrafal located at the Northern part of the Santiago Island happened to have the solution.
Another challenge the country was faced with at the initial stage of post-independence was poor waste management systems. In an attempt to improve upon the environmental sanitation, three axes were employed, namely; education, international partnerships and legislations.

AXIS ONE: EDUCATION
Education is key in every campaign. Recognizing this, the Municipal employed animations in its education campaign to inform and educate children at homes and schools. This impacted positively on the children; thus, young ones were seen correcting and teaching their parents on how to properly dispose off waste. Over time, the streets, and environs of Tarrafal became clean.

AXIS TWO: INTERNATIONAL PARTNERSHIPS
Since its independence, the nation has worked with entities in both Europe and Africa. Built on the foundation of a long-standing collaboration, Cape Verde has enjoyed a positive working relationship with the European Union (EU). Currently, Cape Verde’s collaboration with the EU is based on goals that seek to resolve the development-related issues in the country. As a result, Cape Verde has benefited from a number of EU programs, such as the green economy for decent employment and inclusive growth, and good governance for human development and equity. Due to its membership in ECOWAS, Cape Verde enjoys positive links with other nations that promote commerce, economic cooperation, and social interaction.

AXIS THREE: LEGISLATIONS
The constitution of Cape Verde creates an avenue for integration of international laws, provided these laws are not in conflict with the constitution. These laws protect the land, air, water, and sea and everything within the jurisdiction of the archipelago. In 2020, the state enacted a law on waste management which stipulated that every municipality should have its own landfill site. This posed a challenge to most of the municipalities at the initial stages of the implementation of the law, but with time, this was overcome. Cape Verde currently has twenty-two (22) municipalities, and each has its own landfill site. Most of these landfill sites have no treatment plants hence the waste is dumped. The Santiago Island, which is the biggest, has nine (9) municipalities. One of such municipalities is Tarrafal with a population of approximately 17,000 people. The daily average waste generation in Tarrafal is around 40 metric tons.

Another noteworthy piece of information shared with the delegation is the low carbon footprint by the country. This is attributable to the low presence of industries in Cape Verde.
After the presentation, the delegation inquired about the kind of waste management complaints often received by the municipality, and the penalties imposed on sanitation offences. In response, the presenter stated that inconsistency in waste collection schedules has been the biggest concern for the city, due to inadequate waste collection trucks. In terms of sanitation offences, there is a low rate of such occurrences. However, the cases recorded are normally companies and isolated cases of individual offenders who are made to pay a fine.

VISIT TO THE CAMP OF SLOW DEATH (CAMPO DA MORTE LENTA)

The next stop for the delegations was the Camp of Slow Death. This concentration camp is located in the village of Chão Bom, in the Municipality of Tarrafal on the Santiago Island in Cape Verde. According to the tour guide, the camp was established in 1936, during a reorganization process of the Portuguese Estado Novo prison system, with the goal of incarcerating political and social prisoners. This location was strategically chosen for two reasons. The first reason was to keep the inmates far from the communities to ensure that testimonies are buried and would not come to light. The second reason was to slowly facilitate their death by subjecting them to unhealthy conditions characterized by limited drinking water, exposure to mosquitoes resulting in sickness and death. This was aimed at physically and psychologically annihilating Portuguese and Africans opposing the Salazar dictatorship.

CABOPLAST - INDUSTRIAL SOCIETY FOR THE TRANSFORMATION AND PRODUCTION OF PLASTIC MATERIALS

Caboplast has been operating in the Cape Verdean market for over 20 years, according to the CEO. It is a factory that transforms plastic wastes into plastic products such as Water Reservoirs (HORIZONTAL & VERTICAL); PVC, VD and Polyethylene pipe; Plastic Supermarket Bags, Transparent Bags, Garbage Bags and hygienic products such as Lily Napkins and Kilimpu Soap. Plastic waste, thus, serves as the main source of raw material for the company.
The delegation observed that the city is clean hence they inquired from the CEO the source of their plastic waste for production. Additionally, they sought clarification on what sort of support Caboplast receives from the municipality. From the response the delegation learnt that Caboplast collaborates with some selected stores which serve as collection points for plastic waste from the locals. With regard to support from the municipality, the delegation learnt that Caboplast receives no support from the municipality.

CHAMBER OF COMMERCE OF SOTAVENTO – OPPORTUNITIES INVESTMENT IN SOLID WASTE

The Director of the Chamber of Commerce gave a brief description of the company. He stated that the Chamber of Commerce of Sotavento is a private institution of public interest. The main mission is to serve and protect the interest of its associates by constructively influencing the pursuit of public policies to create a conducive business environment in Cape Verde. It thus promotes business activity, investment and corporate citizenship.
On solid waste, he explained that unsafe disposal of waste adversely affects people’s health and their environment. Vulnerable groups such as children are at high risk of poor health. He commended Caboplast for their contribution in the management of the city’s waste. He explained that there have been cases of individuals and entities dealing with the treatment of plastic waste which helps to generate income and provides employment. Active collection of waste will help keep the environment clean and safe. Thus, people, city and agencies will benefit from the selective collection of waste. The presentation ended with an open invitation to all to submit proposals and recommendations that will help the Chamber to function efficiently.
The delegation inquired about the relationship between the Chamber of Commerce and the City Hall and the size (in terms of numbers) of their membership. From the response, the delegation learnt that the relationship is very positive. The Chamber has good relations with all, whether private or public this is because Cape Verde is a small country with limited resources; therefore, all partnerships are welcome. With regard to the membership, it is not mandatory for all businesses to register with the Chamber according to the Director.

COURTESY VISIT TO THE PRESIDENT OF CAPE VERDE AND THE MAYOR OF RIBERA GRANDE DE SANTIAGO

Led by the Mayor of Praia, Francisco Carvalho, a team of high officials from KMA, MANRA and CREA accompanied by Nadir Delgado, the local project coordinator, visited the President of Cape Verde, H.E Dr Jose Maria Neves and the Mayor of Ribera Grande de Santiago, Dr Jose Reis. After a welcome by the President, the Mayor of Kumasi expressed his appreciation for the pivotal role Cape Verde is playing in the implementation of the project as a peer mentor to guide the Kumasi team in the project ex*****on. As a sign of appreciation, the Mayor of Kumasi presented a miniature Golden Stool, after a brief background and a Kente Stole weaved with black, yellow and green strands which are the colours of the Asante Kingdom.

The delegations were taken to East and North Praia to visit the respective municipal delegations. These municipal delegations were established because of the distance between the communities and the city centre, Praia. The Municipality has a decentralized system whereby all the community needs are provided for to avoid community members from traveling long distances to access such services. The northern municipal delegation offers the same services as the eastern one. Additionally, the north municipal delegation runs a kindergarten, which parents pay €5 per month. The municipal delegations cater for a population of over thousand people. Services provided for the community include; Payment of circulating tax, Issuance of marriage certificate, Renewals, Commercial Licensing, Instalment request, Request for benefits

VISIT TO THE EKONATURA COMPANY: SHARING EXPERIENCES

Ekonatura is a community recycling centre for disposal of recyclable and reusable materials. The centre processes plastic and glass waste to produce products for domestic and construction uses. It has a station for transforming waste into any form. The plastic waste is put into a single shaft shredder machine and shredded into small pieces called Pellets. Glass bottles are also collected and crashed into powder form. These processed wastes are then used to mould products such as flower vases, soap dishes and construction bricks which are sold in the market.

CULTURAL VISIT: HISTORIC CIDADE VELHA - WORLD HERITAGE SITE RECOGNISED BY UNESCO

As part of the study tour, delegates visited the Forte Real de São Filipe. The fort is a 16th-century fortress in the town of Cidade Velha, south of the Santiago Island, Cape Verde. It is 120 meters above sea level, on a plateau above the city centre. This historic centre of Cidade Velha has been a UNESCO World Heritage Site since June 2009. The forts formed part of the city's defensive system and included six smaller forts on the coast and walls along the port. The fort consists of three camps located in the interior (east) of the island. The north and south are protected by steep cliffs. Accessed through the west, the fortress had a military camp, a brick reservoir, the governor's residence, a garrison, prison cells and the Sao Goncalo chapel.
