Eduwatch is calling for equity-focused reforms to the DACF formula, arguing that deprived districts with the greatest educational infrastructure needs should receive a fairer share of resources.

Our 2025 Education Policy Monitoring Report found that the current DACF distribution pattern is worsening education inequalities between deprived and endowed districts.

Zabzugu, Nabdam, Bongo and Tatale, which recorded some of the country’s highest infrastructure deficits, received an average of only GH¢2 million each from DACF allocations by December 2025.

In contrast, relatively endowed districts such as Adentan, La Nkwantanang-Madina, Ledzokuku and Ga East received average allocations of about GH¢4 million, despite having lower infrastructure deficits.

Eduwatch argues that the current DACF formula does not sufficiently account for school infrastructure gaps.

We are urging government to revise the allocation formula to incorporate need-based indicators, ensuring that resources are directed to districts with the greatest infrastructure challenges.
