The STCEP programmes
The technical and vocational education and training in Ghana is being strengthened through the introduction of globally challenging programmes. It is designed for local participation in support of real jobs for the vast majority of the unemployed; out-of-school young people or those extremely disadvantaged in society and suffer from inadequate reach as well as limited benefits
derived from other training and apprenticeship programmes in our communities. When given the needed attention and support by stakeholders especially the Government of Ghana, the STCEP programmes would contribute towards the creation of a different national structure for technical and vocational education and training in Ghana known as Centre for Strategic Skills and Employment (CESSTEP). CESSTEP is a skills development and employment centre that has designed the STCEP programmes with three main components:
a. Information and Communication Technology Skills Training, Capacity Building and Employment Placement (ICT-STCEP) programme
b. Agriculture Skills Training, Capacity Building and Employment Placement (Agric-STCEP) programme
The Centre is building its legal structures and is engaging competent humanitarians who are retired:
Gender specialists;
Social/Home scientists;
Anthropologists;
Developmentalists;
Reverend Ministers of God/Sheiks/Imans;
Experts;
Finance,
Fundraiser,
Programme Manager and
others. These experienced individuals are needed to serve as consultants and to help the less experienced young people in CESSTEP management. ‘As wisdom speaks of age’, the young workers would consult for our day-to-day running of the Centre. Our employment system is designed to absorb about 70% of trainees, and successful place into employment 10% with 10% outsourced whilst others given tools and start-up capital. All of these hold onto our Training and Capacity Building Programme (TCB), Trainers of Trainees Programme (ToT) and Trainees training Trainers Programme (TtT). Since the pipeline into the STCEP programmes focused on the ICT-STCEP programme and has started as a pilot in LEKMA after 3 years of rigorous research; we are working hard and putting all the necessary structures in place: a Documentation Plan has been developed to ensure an orderly gathering of information. Our Strategic Plan is to measure the outputs; outcomes and impact of the LEKMA programme for further research as well
as to identify potential stakeholders/prospects for expansion to all the MMDAs in the Greater-Accra Region by February 2014 and further to all the MMDAs in Ghana by 2015.
