RAGeT-AFRICA was at the just ended National Dialogue on the Office of the Special Prosecutor (OSP), hosted by the Ghana Center for Democratic Development (CDD-Ghana).

The dialogue brought together key stakeholders to reflect on the progress, challenges, and future of Ghana’s anti-corruption efforts. Conversations highlighted the critical role of the OSP in investigating corruption, preventing financial losses, and strengthening accountability within public institutions.

The Special Prosecutor, Kissi Agyebeng, emphasized that the OSP is a product of strong civil society advocacy and called for continued support to build an institution that will stand the test of time. He stressed the importance of sustaining the OSP beyond political influence.

Presentations also pointed to the need for stronger prosecution capacity, improved legal frameworks, and increased public engagement. Lessons from countries such as the UK, South Africa, and Kenya reinforced the importance of independence, asset recovery, and targeted investigations.

While progress has been made, challenges remain, particularly in prosecuting high-level corruption and addressing systemic governance gaps. The dialogue reaffirmed the need to equip the OSP with the tools and autonomy required to effectively deliver on its mandate.

The call to action is clear: strengthening the OSP is essential to promoting transparency, accountability, and good governance in Ghana.

TO:
His Excellency John Dramani Mahama,

Office of the President

November 3, 2025

Your Excellency,
URGENT PETITION FOR IMMEDIATE ACTION AGAINST MPS IMPLICATED IN NAIMOS MOB ATTACK AND LEGISLATION ON STATE OWNERSHIP OF GALAMSEY-RECLAIMED LANDS
Royal Africa Generational Thinkers (RAGeT-AFRICA) is a non-partisan, youth-led organization dedicated to fostering ethical leadership, promoting national development, and driving evidence-based policy advocacy across Africa. It is in this spirit of national stewardship and commitment to the rule of law that we submit this urgent petition.
We address two critical issues that directly undermine public trust, threaten state security, and endanger Ghana's long-term environmental and developmental prospects.

SECTION I: DEMAND FOR JUSTICE AND ACCOUNTABILITY (The NAIMOS Incident)
The recent, widely reported mob attack on NAIMOS, which allegedly involved two sitting Members of Parliament (MPs) and one Regional Defense intelligence operative, represents a profound assault on the constitutional foundations of our Republic and the principle of the rule of law.. Allowing elected officials, who are sworn to uphold the laws of the land, to allegedly instigate or participate in mob violence is an unacceptable erosion of democratic integrity.

RAGeT-AFRICA therefore demands the following immediate actions:
Immediate Arrest, Investigation, and Prosecution: We demand the immediate arrest of the two identified Members of Parliament and the said security operative. This must be followed by a prompt, impartial, and decisive investigation into their roles in the attack on NAIMOS, investigate the said security operative and the DCE of the area. If evidence warrants, they must be prosecuted to the fullest extent of the law, setting a clear precedent that no citizen, regardless of political office, is above the law.
Immediate Withdrawal of State-Sponsored Security: With immediate effect, all state-sponsored security details assigned to these two implicated MPs must be withdrawn, the said security operative suspended. State security resources are mandated to protect the Republic and its law-abiding officials, not to shield individuals under criminal investigation or those alleged to have participated in lawlessness. The continued provision of such resources constitutes tacit approval of their alleged actions.
This swift action is necessary to restore public confidence in our political and judicial system which is at all time low amongst the citizenry especially the Youth, ensure the protection of victims and witnesses, and demonstrate your administration’s unwavering commitment to the Rule of Law.

SECTION II: DEMAND FOR DECISIVE LAND RECLAMATION POLICY
We commend the Environmental Protection Agency (EPA) and all state actors involved in the new initiative to decisively reclaim and restore lands damaged by the devastating actions of Galamsey (illegal mining). However, the success and permanence of this initiative hinge critically on the certainty of land ownership post-reclamation.
The current complex web of traditional, family, and stool ownership rights often leaves reclaimed lands vulnerable to re-entry and further degradation once initial state monitoring subsides. The sacrifice and investment made by the State in remediation must result in permanent security for the environment.
RAGeT-AFRICA therefore demands the following policy legislative action:
State Ownership of Reclaimed Lands: We demand that your government immediately sponsor and enact legislation declaring that every single parcel of land officially deemed environmentally degraded by Galamsey and subsequently reclaimed through state initiatives shall automatically become the permanent property of the State. This policy must explicitly supersede the claims of Chiefs, traditional rulers, family heads, or any other customary or private entities for the purpose of long-term environmental and national security.
These lands must be managed by a competent national land-use authority, focused exclusively on reforestation, environmental restoration, and long-term public good, ensuring they are never again leased or returned for surface-disturbing activities.
CONCLUSION
Your Excellency, these demands are presented not merely as advocacy but as necessities for safeguarding the integrity of our democracy and the sustainability of our national resources. The youth of Ghana, represented by RAGeT-AFRICA, expect decisive action on both accountability for public officials and the protection of our environment.
We anticipate your swift and favorable response to this petition, and look forward to witnessing the immediate implementation of the demanded measures.

Respectfully submitted,

Christopher Wisdom Penu,
Founding President,
