Meet Priscilla Terkperkie Djaba, a student of Tema Mission Technical Institute who participated in our Kampus Konnect Initiative. For Priscilla, leadership is about creating opportunities and driving change. Her dream is to serve as an Assembly Member and help address youth unemployment by creating jobs and opportunities for young people in her community.

Through Kampus Konnect, we are inspiring the next generation of active citizens, leaders, and changemakers by providing a platform to engage in governance and share their vision for Ghana’s future.

A quorum is the minimum number of Members of Parliament required to be present before official business can be conducted. It helps ensure that parliamentary decisions are made with adequate representation and participation.

These questions were central to discussions at the Global Data Festival & Kenya Space Expo & Conference 2026 in Nairobi, Kenya, which brought together nearly 1,000 participants from over 90 countries.

Representing the African Centre for Parliamentary Affairs- ACEPA, our Project Officer engaged in conversations on human-centred data, AI, innovation, and evidence-informed policymaking. A key highlight was ACEPA’s participation in the African Regional Forum on Statistical Use in Parliament, organised by PARIS21 at the National Assembly of Kenya.

ACEPA shared Ghana’s experience through the DAP project implemented with the Ghana Statistical Service, sparking interest in similar parliamentary data initiatives across Africa.

As Africa prepares to become home to the world's largest youth population over the next two decades, the continent has a unique opportunity and responsibility to lead conversations on data, technology, and innovation that reflect African realities and aspirations.

Implemented by the African Centre for Parliamentary Affairs- ACEPA in collaboration with UNICEF Ghana and the Public Engagement Department of the Parliament of Ghana, the maiden edition focused on the theme: β€œResponsible Use of Technology by Children.”

A quorum call is a parliamentary procedure used to confirm that enough members are present in the chamber to conduct official business. If attendance falls below the required number, members may be summoned to ensure proceedings can continue.

A functioning parliament depends on participation, and a quorum call helps make that possible.

On May 15, 2026, a field visit was organised in the commune of Haho 4 to engage citizens in the legislative process aimed at addressing child marriage in Togo.

The activity brought together citizens, civil society organizations, local development committees, traditional authorities, parliamentarians, women’s groups, and other community stakeholders to discuss the realities, causes, and impacts of child marriage within their communities.

Conducted under the Inclusive Legislatures for Gender-Responsive Policies (ILGRP) Project, the visit provided parliamentarians with an opportunity to gain firsthand insights into the challenges associated with child marriage, while enabling citizens to contribute directly to a legislative process that reflects community realities and experiences. The engagement will help inform the development of proposed legislation to combat child marriage in Togo.

Facilitated by the national consultant and attended by the project team in Togo, the activity forms part of the ILGRP Project, implemented by the African Centre for Parliamentary Affairs- ACEPA in partnership with the Parliamentary Centre and supported by Canada’s International Development – Global Affairs Canada.

The Kenyan Constitution requires that relevant ministries and Parliament solicit public input during the budget-making process, as reflected in Article 118(1)(b) and Standing Order 145(5) of the National Assembly. The review of the FY 2026/27 Finance Bill is central in determining taxable items for the next fiscal year.

Tax revenues remain a major source of funding for the Kenyan annual budget, and the National Assembly may approve additional revenue measures or amendments to vary or waive taxes. Taxation is grounded in Article 209 of the Constitution (2010); it requires that both national and county governments impose taxes, levies, and other charges to citizens. The National Tax Policy (2023) guides tax decisions according to the principles of equity, fairness, efficiency, certainty, and accountability.

On 21–22 May 2026, under the ILGRP project, a two-day working session brought together civil society and women’s rights groups to conduct a gender analysis of the FY 2026/27 Finance Bill; this is being reviewed by the National Assembly Finance and Budget Committee.

The gender analysis from CSOs and WRGs was consolidated into a memorandum and submitted to the Office of the Clerk for consideration as part of the Committee's ongoing review. The memorandum recommends measures for the National Assembly's consideration to ensure gender-differentiated tax outcomes.

The ILGRP Project is funded by Canada’s International Development – Global Affairs Canada and implemented by the African Centre for Parliamentary Affairs- ACEPA in partnership with the Parliamentary Centre.

From 3–6 June 2026, leaders from more than 20 African countries, including Speakers of Parliament, Members of Parliament, policymakers, faith leaders, traditional authorities, and civil society representatives, convened in Accra to reflect on Africa's future through the pillars of Family, Sovereignty, and Values.

The Conference reaffirmed that Africa’s prosperity, dignity, and stability depend on strong families, resilient values, and genuine sovereignty. Delegates emphasized the importance of Health, food, Digital sovereignty, continental cooperation, and legislative frameworks rooted in African traditions and identity.

The African Centre for Parliamentary Affairs- ACEPA was privileged to participate in the Conference, represented by Dr. Gifty Adika and Mr. Issifu Lampo.

The gathering underscored a shared commitment to advancing a united, self-reliant, and culturally confident Africa.
