DISPLAY OF THE PRESIDENT'S PICTURE IN GOVERNMENT OFFICES IS A WASTE OF STATE RESOURCES AND MUST BE ABOLISHED
1. Democracy as adopted by the Republic of Ghana in 1960 with its current Fourth Republican constitution in 1992 came with some customs and practices which technically are not part of the fundamental principles of Democracy. One of such customs or practices is the display of the President's picture neatly framed in all government offices.
2. When one visits government offices such as the Ministries, Departments and Agencies (MDAs) and Metropolitan, Municipal, District Assemblies (MMDAs) all over the country, one will notice the display of the President's Pictures in these offices all over the country.
3. It is important for us as Citizens to begin subjecting some of these conventions to the litmus test to ascertain as to whether or not they are still relevant with our current Economic predicaments. Just as some cultural practices in Ghana such as the Female Ge***al Mutilation (FGM), Trokosi System, among others have been tackled over time with legislations making them illegal of practice eventhough some of these practices were revered and cherished by our forefathers just as we are also cherishing some of these "useless" democratic conventions.
4. It is on this note that the question of "WHAT IS THE ESSENCE OR IMPORTANCE OR RELAVANCE IN THE DISPLAY OF THE PICTURE OF THE PRESIDENT IN OFFICES OF MDAs and MMDAs"?
5. The next question should be "WHAT WILL BE THE CUMULATIVE COST OF THESE PICTURE FRAMES TO THE STATE COME JANUARY 7, 2025"?
6. WHAT COULD BE THE OPPORTUNITY COST OF NOT CARRYING OUT THESE PRINTING OF PRESIDENT'S PICTURES COME 2025?
7. Now I will try my best answer the questions paragraph 4, 5 and 6 above. In trying to answer the first question, I have not been able to identify or figure out any relevance or usefulness in this practice or convention but could only conclude that, it has been a complete USELESS AND WASTAGE OF STATE RESOURCES. I will however be glad if someone can school me better on its relevance to the STATE and to us as citizens.
8. In trying to answer the second question on paragraph 5 above, I will use an assumed amount of Ghs 150 as the cost per Presidential Picture Frame which I obtained from a friend in the media printing industry.
9. Using the campaign promise of both NDC and NPP Presidential candidates as a yardstick for our cost analysis, that is, The NDC Presidential candidate promised to appoint Not more that 60 ministers and the NPP Presidential candidate promised to appoint maximum of 50 ministers. So lets go for 50 ministers by both candidates because not than 60 ministers could to 50 ministers or even less so as to give both parties an equal leverage.
10. According to my research, Ghana has a total of 261 MMDAs and Over 549 Departments and Agencies all over the country.
11. Now let's do a simple mathematics with 50 ministers, 261 MMDA's and 549 MDAs (50+261+549=860) even though in reality it will be more and over 860 but let's use this for our analysis. Therefore Ghs 150 multiplied by 860 copies (150*860= Ghs 129,000). Therefore as a nation we shall be using an estimated Ghs 129,000 to print the picture of the president and display in offices.
12. Now, let's go to our basics Economics lessons of Senior High School students of "Opportunity Cost" which can be defined as "what you have to give up to buy what you want in terms of other goods or services".
13. As a nation, we are still facing infrastructural challenges in the Education sector such as inadequate classrooms, Student desks, teacher bungalows among others. Using a village in Tano South District with GPS address (HS-0741-1356) as an example, the children in this community share their classrooms with domestic animals as their classrooms are in a very bad state and many others in various regions across the length and breath of the country.
14. The Government of Ghana must abolish this "Backward" perceived democratic custom regardless of when it started. The next President of Ghana must emulate the example from Senegalese President BASSIROU DIAMAYE FAYE where he encouraged Civil and Public offices to use pictures of their children if they so wish so as to remind them that, whatever decision they are taking in these offices are for the future of their own children and generations unborn.
