๐Ÿ’ง Meet Our Moderator: Dr. Roxanne Graham-Victor
We are pleased to introduce Dr. Roxanne Graham-Victor, Regional Coordinator of the Global Water Partnership-Caribbean (GWP-C), effective May 1, 2025, who will moderate the GWP-C World Water Week 2026 Webinar: Water for People and Progress.

A Grenadian and accomplished environmental specialist, Dr. Graham-Victor brings extensive expertise in marine and water resource management. She holds a Ph.D. in Maritime Affairs, with research focused on marine debris management in the Eastern Caribbean, as well as a Masterโ€™s degree in Marine Affairs, specialising in invasive species and their impacts on marine ecosystems.

In her role as Regional Coordinator, Dr. Graham-Victor leads efforts to advance Integrated Water Resources Management (IWRM) across the Caribbean, while supporting strategic initiatives, cross-sector collaboration, and efforts to mobilise funding and technical support for sustainable water management.

๐Ÿ’ง Meet Our Panelist: Dr. Karl Payne

We are pleased to introduce Dr. Karl Payne, Lecturer and Programme Coordinator for the Water Resources Management stream at the Centre for Resource Management & Environmental Studies (CERMES), The University of the West Indies, Cave Hill.
Dr. Payne holds a Ph.D. in Civil Engineering (Water Resources) from the University of South Florida and brings over 10 years of experience across academia, consulting and industry. His work focuses on developing innovative technologies and approaches to address complex water resources challenges.

His research centres on climate-resilient water resources management, leveraging artificial intelligence and systems thinking to support sound, science-based policies for Small Island Developing States (SIDS).

๐Ÿ’ง Meet Our Panelist: Robekah Lindsey

We are pleased to introduce Robekah Lindsey, Data Analyst at Montserrat Utilities Limited, as a panelist for the GWP-C World Water Week 2026 Webinar: Water for People and Progress.
With 17 years of experience at Montserrat Utilities Limited, Robekah brings extensive expertise in data collection, analysis and interpretation across the water, electricity and sewage departments.

In her current role, she identifies trends and anomalies and provides data-driven recommendations to improve operational efficiency, reduce losses and support informed decision-making. She also works closely with the Water Department to identify areas of water loss, strengthen the distribution system and enhance the reliability and performance of the utility network.

๐Ÿ’ง A major step towards a more water-secure Caribbean.

At the 13th Meeting of the OECS Council of Ministers: Environmental Sustainability (COM:ES-13), Ministers endorsed a series of actions to strengthen and advance water security across the region.

The decisions support:
๐ŸŒฟ Stronger water policies and legal frameworks
๐Ÿค Better coordination across water-related sectors
๐Ÿž๏ธ Ridge-to-reef approaches for ecosystem resilience
๐Ÿ“Š Improved water information systems
โš–๏ธ Equitable water allocation
๐Ÿ’ฆ Climate-resilient and diversified water supply systems

Professor Paulette Bynoe, Chair of GWP-Caribbean, welcomed the endorsement, highlighting that effective water management is essential for resilient economies, healthy ecosystems, and water-secure communities.

Alex Simalabwi, CEO of the Global Water Partnership Organisation, also commended the OECS Ministers for demonstrating the leadership needed to strengthen governance, build resilience, and accelerate progress towards water security for Small Island Developing States.

As the Caribbean faces increasing pressures from climate change, droughts, and growing demands on limited freshwater resources, these commitments represent an important milestone in building a more resilient and sustainable future.
