Bishy Road Traders Association members hand over their detailed report to the City of York Council's independent consultants event this evening, that was organised by ARUP the Council chosen consultants into the the BRTA's " Right to Challenge Review."

The photograph shows Traders from Bishopthorpe Road Traders Association ( BRTA) formally presenting their own 60 plus page report analysing the impact of huge increases in parking charges that were introduced almost 12 months ago by City of York Council on 27th April 2025.

The report was received on behalf of COYC by Richard Bickers from Arup with Ruth Phillips, Todd Lapage and Joe Nasson in the centre handing over the report to be part of their statutory review.

Their report used two seperate surveys to analyse the changes in behaviour and perceptions of Bishopthorpe Road and analysed shopping habits and how people travel to the street and what the impact has actually been on shoppers and for the shops and businesses following the huge increase in parking charges in April 2025.

Lots of people went along to the City of York Council consultation event this evening which was held at Clements Hall with ARUP the Council's chosen consultants who will produced an independent report on how this process was handled. Their comments will be passed onto the Councillors and Council Officers for decision on the future of the parking fees.

The consultation this evening brought together quite a number of locals and traders from the Bishy Road area with a keen interest in the impact on their local shopping street.
Initially the parking charges rose by 500% (80p to £4.85 per hour) then reduced to 275% (£3 per hour) that traders and many locals still thought was far too high.

An independent review was granted to the BRTA under the Traffic Management Act 2004 under guidance in the Act called the "Right to Challenge Parking Policies Review" that was granted by COYC Executive following the 8000 plus petition last April and May 2025. This is a statutory review and Councillors will be asked to vote on their views as to the effocacy of these rises and their impacts.

The BRTA 61 page report has a link below for those that would like to look at their analysis following 6 days of surveys with over 135 respondents and further detailed research into data on parking and transport.

In April 2025 York council increased the car parking charges in the Bishy Road shoppers car park by 500%. After huge support and an 8000 signed petition the prices were reduced to a mere 275% increase whilst an independent review takes place. An in person workshop is the last stage of the review until a final report is completed. If you have been impacted or have noticed any changes to Bishy Road as a result of increased charges please do come along. Tuesday 31st March, Clement’s hall, 5.30-8.00pm.
