📢 Update on the Community Governance Review results and next steps

We’re delighted to share that the results of the Community Governance Review (CGR) have been published by Surrey Heath Borough Council (SHBC), following strong engagement from residents across Windlesham.

A total of 1,331 responses were received, representing 38.47% of the electorate, with 96.54% in favour of Windlesham having its own Parish Council. This is an exceptional result and a clear indication of how strongly residents feel about the future representation of our village.

It is in no small part to the many people across our community who contributed time and effort to encourage participation, and that has clearly made a difference.

As a result, the CGR will be an agenda item at the upcoming SHBC Council meeting this week, where councillors will consider the findings and the recommended next steps.

Residents can attend in person to observe, as the Council considers the recommendation to move forward with the creation of a new parish council for Windlesham. Everyone is welcome to watch this important moment in the future of our village.

A resident emailed us this week asking if it is true that their "Council Tax will increase by 16%” if Windlesham forms its own Council.

He was grateful for the clarification and his subsequent comments suggest that he is very unhappy with the current 'Windlesham' Parish Council!!!

This is what we explained to him:

•⁠ ⁠Council Tax depends on the size of our houses and is paid to Surrey Heath
•⁠ ⁠⁠A tiny part of that figure (called the “Precept”) is used to to pay the costs of Parish Councils - the “Precept” for a Band D house in Windlesham is about £65 per year
•⁠ ⁠⁠“Council Tax” for a Band D house is just over £2,500 per year so the “Precept” (at £65) only represents around 2.6% of our “Council Tax”

We agree that the ‘W’PC leaflet is written in such a way that people might easily believe that their "Council Tax will go up 16%”.

That is absolutely UNTRUE.

What ‘W’PC is ACTUALLY claiming is that Windlesham residents’ “Precept” could increase by £10 per year - from £65 to £75 - if it forms its own council.

So, is THAT claim true, or untrue?

It is also UNTRUE.

‘W’PC have made a great deal of assumptions that are intended to scaremonger residents. They have assumed, for example, that a new Windlesham Parish Council would employ a Clerk at a cost of £70k pa and they have made a raft of assumptions on things like the number of councillors, councillor allowances, office costs and so on.

The neighbouring villages of Bisley, Chobham and West End all provide great examples of how a village-specific council can operate with the precept at its current level.

It really is Now or Never!

If you care about preserving the unique character of our lovely village then please support the creation of our own Parish Council.

Our £200k+ share in the valuable site in Hook Mill Lane has been seized and the efforts of our 5 elected councillors to improve our village have been thwarted time and time again.

Windlesham councillors are a tiny minority in what is really "Lightwater Parish Council" in all but name. Money that should be spent in Windlesham can just be voted away from us in the blink of an eye as we have already seen.

As a village - our future is now in our own hands. We now have a straight vote on whether we want our own Parish Council.

Please do three things:

- Submit your own vote
- Ask other adult members of your household to also vote
- "Tell Ten" - please reach out to Ten other Windlesham residents and ask them to cast their votes as well

Your input can help secure a Parish Council that will put Windlesham First, not Third by focusing 100% on providing value-for-money services in our lovely village.

It’s been a while since our last update, however some good things are happening right now with the parish council in Windlesham and we all have a chance to help our village.

For a long time now, Windlesham has been increasingly marginalised in the misleadingly named “Windlesham" Parish Council. We have only 5 out of a huge total of 18 councillors, those 13 can out vote anything we need such as pedestrian crossings and where our money goes!

You’re about to receive a leaflet from the current “Windlesham Parish Council” that is absolutely full of fear, uncertainty and doubt about the future. It’s full of false claims and scaremongering to lead you to think this it’s a bad idea for Windlesham to have its own council.

In short, it’s not. There will be more coming on this in due course but right now, please take just a few minutes to have a read of http://onewindlesham.com

If however, you already feel that Windlesham SHOULD have its own council and spend its own money, you can shortcut things now and go to www.surreyheath.gov.uk/cgr ,answer one simple question (after giving your postcode) and your vote will count. If you're confused as to what to fill in where, then just ask us for help on this thread (or privately message us). An important point to note that this is open to all residents on the electoral register and that ALL eligible residents in a household should vote individually.

We have no doubt that some councillors will appear on social media to tell you that “big is good” but ask yourself why they’d want to do that? Let's have a Parish Council that puts the needs of Windlesham First, not Third!

It’s now or never!

If you care about preserving the unique character of our lovely village then please consider supporting the creation of our own Parish Council.

Our £200k+ share in the valuable site in Hook Mill Lane has been stolen, the efforts of our elected councillors to improve our village have been thwarted time and time again and the 50%+ increase in our tax has been spent on more administrators, more meetings and other nonsense.

We have updated the www.onewindlesham.com web site. Please consider having a read and please, please take the time to respond to the current consultation before it closes on Friday.

Your input can help secure a Parish Council that will focus 100% on providing value-for-money services in our lovely village.
