Module 1 – Foundation Training (Greater London & West Midlands)

On Saturday 26th September 2026, both London and West Midlands (Tamworth) successfully delivered Module 1 – Foundation Training, marking a strong step forward in our national volunteer development pathway.

Across both regions, a combined cohort of 30 volunteers took part, including attendance from the Chief Officer and Deputy Chief Officer at our London training hub, who supported and observed the sessions throughout the day.

——

Morning – Classroom & Theory Learning

Volunteers began the day with a structured interactive, classroom‑based session covering responder mindset, core principles of situational awareness, initial safe scene management, scene coordination, responder mindset and operational awareness.

This included focused on incident‑specific learning, covering water incidents, RTCs, and fires, followed by a theory assessment to confirm understanding of key concepts.

Both regions emphasised hazard identification, safe decision‑making, and the foundational knowledge required for practical deployment.

——

Afternoon – Practical, Scenario‑Based Training

Volunteers then transitioned into hands‑on training designed to reinforce the morning’s learning and build operational confidence. Practical modules included:

• Cardiac Arrest Response
• Catastrophic Bleeding Control
• Traffic Management
• Scene Safety
• Drone Observation & Appreciation

These sessions allowed volunteers to apply structured techniques, practise teamwork, and gain exposure to realistic operational challenges in a controlled environment.

——

Debrief & Feedback

Both regions concluded their training days with team debriefs, reflecting on learning outcomes and sharing observations. Feedback from volunteers across London and the West Midlands was excellent, highlighting the professionalism of the training teams and the value of the blended theory‑and‑practical approach.

On Monday in Milton Keynes the Joint Civil Aid Corps launched National Civil Defence Day focusing on civil defence heritage and bringing it up to date for modern Britain. We also launched Britain Ready, the Corps’ civil preparedness initiative, helping individuals, households, workplaces and communities become more confident and capable in responding to everyday disruptions and emerging risks. We do this by providing relevant information, and in time, wider opportunities to build preparedness.

• The Joint Civil Aid Corps provides broad, practical volunteer support to others on the ground during emergencies
• Britain Ready focuses on preparedness, information, and building public confidence

We welcomed Rodney Siebert, Founder and Curator Hack Green Secret Nuclear Bunker who kindly took part in the event.

Officers and Volunteers were joined by invited guests including Paul Trendall - Mayor of Milton Keynes, Karena Thomas - Joint Protective Services (JPS) Assistant Chief Constable, Peter Cheesman - Finance Director of the Emergency Planning Society and Jim Richardson - Assistant Director of Operations – EPRR and Special Operations, East Midlands Ambulance Service

Readiness
ˈrɛdɪnɪs

NOUN

“The state of being ready or prepared, as for use or action.”

At the Joint Civil Aid Corps – National Civil Defence, readiness is not simply a definition — it is a standard we uphold every day. Our uniformed, trained, and disciplined personnel work continuously to ensure they can respond effectively, safely, and without delay whenever the public, partner agencies, or local communities need support.

To maintain this level of preparedness, many of our volunteers carry Emergency Grab Bags: purpose‑organised kits designed to keep essential personal equipment accessible, protected, and ready for immediate deployment. These bags allow volunteers to mobilise quickly while ensuring they have the correct items for safe and effective operations.

What Our Emergency Grab Bags Typically Contain.

• Personal Protective Equipment — including bump caps, helmets, high‑visibility jackets, coveralls, gloves, and eye protection, ensuring volunteers can operate safely in a wide range of environments.

• Operational Clothing — weather‑appropriate layers, waterproofs, and identification garments that maintain professionalism and visibility.

• Documentation & Identification — Corps ID, deployment cards, notebooks, and reference materials for communication and incident structure.

• Lighting & Safety Tools — torches, and other essential equipment for low‑visibility or high‑risk environments.

---

Why This Matters

Maintaining a state of readiness is fundamental to our mission. It ensures that every JCAC volunteer — whether supporting a community event, assisting partner agencies, or responding to an emerging situation — can act with confidence, professionalism, and discipline.

Our approach to readiness reflects the values of the Corps:
service, resilience, pride, and preparedness.

BRITAIN READY – Building a More Resilient UK
Yesterday we shared an important message about why household preparedness matters –
and why now is the time to make resilience a normal part of everyday life in the UK.
The Joint Civil Aid Corps is working to bring modern Civil Defence back into national
awareness: practical skills, community support, trained volunteers, and simple steps every
household can take to be more resilient.
We’re asking for your support.
Please visit the post and share it as widely as you can.
https://www.facebook.com/share/p/1DFA3qh5FF/?mibextid=wwXIfr
Every share helps us reach more households, community groups, businesses, and
organisations who can play a part in strengthening UK resilience.
This isn’t about alarmism or politics – it’s about practical preparedness, community
confidence, and making sure that people across the UK have the knowledge and support
they need should disruptions occur.
Your support helps us:
• raise awareness of household preparedness
• bring resilience into everyday conversation
• attract interest, partners, and future supporters
• strengthen the Corps’ ability to serve communities nationwide
Thank you for helping us spread the word and continue building the UK’s modern Civil
Defence capability.
Onwards & Upwards.
Joint Civil Aid Corps - National Civil Defence

Norway has declared 2026 its national
“Total Defence” year – an all-of-society push
that joins government, municipalities, business,
volunteers and the public into one resilient
system. It’s a confident message: defence and
civil preparedness are inseparable, and
Everyone has a role to play.

Alongside massive investment and a major
allied exercise (Cold Response 2026), Norway is hard-wiring civil-military integration and
citizen preparedness into routine practice – the norm, not the exception.

What about the UK?

The UK’s 2025 Resilience Action Plan points in the same direction: whole-of-society
resilience and stronger integration of voluntary, community and faith groups with responders.
The intent is there – now comes delivery.

Where the Joint Civil Aid Corps can help

At JCAC, we’re building the practical pieces a modern “Total Defence” needs at the
community level:
• Operational doctrine and callout resilience that plug into multi-agency command
and non-digital fallbacks.
• Community-first capability and household preparedness content (our upcoming
Britain Ready booklet), aligned to proven public guidance approaches.
• CitizenAid-aligned first-aid messaging that normalises confident action before
Responders arrive.

Our view:
The UK should match Norway’s ambition with a practical, UK-shaped programme
that:
1. runs an annual national civil-military exercise with public participation;

2. sets a clear public baseline for household preparedness; and

3. fully integrates voluntary organisations into planning, training and response.

If you’re in government, an LRF, a blue-light service, or a national business with critical
functions – let’s talk. JCAC stands ready to help turn policy intent into capability on the
ground.

Onwards & Upwards.
