500MW solar farm plans amended after concerns from residents

Plans for a 500MW solar farm in North Yorkshire could be changed following concerns raised by residents, landowners and other organisations during the examination of the scheme.
Light Valley Solar Limited has outlined nine proposed amendments to its application, including removing solar panels from an area near homes, creating new wildlife habitat and altering construction access routes.
The changes would also affect land rights, access for large vehicles and the layout of electrical infrastructure.
The developer is seeking a development consent order for a network of seven solar farms on 1,020 hectares of land between the villages of Escrick, Monk Fryston, Hambleton, Chapel Haddlesey and South Milford, between York and Selby.
A 500MW battery energy storage system (BESS) is proposed as part of the development, as well as underground cabling to connect the sites to the national grid at Monk Fryston substation.
Among the changes is the proposed removal of solar panels from land south of Milford Lodge and Milford Lodge Cottage.
The land would instead become an area of grassland managed to provide habitat for ground-nesting birds.
The developer says the change follows discussions with North Yorkshire Council about bird habitat provision.
However, it maintains that the additional habitat is not necessary to mitigate the development’s environmental impacts, describing the proposal as a response to the council’s concerns.
The removal of panels would also increase the distance between the development and Milford Lodge Cottage, following representations from residents.
The developer has also been in discussions with Sherburn Aero Club and says removing panels near a proposed emergency landing strip would improve safety for aircraft making emergency landings.
Elsewhere, alternative construction access routes are being considered near Field House Farm following concerns about the potential impact of construction traffic on the farming business.
The developer is examining different routes, including an option involving a temporary crossing over Dam D**e.
Ecological surveys and discussions with North Yorkshire Council, the Environment Agency and drainage authorities are helping determine which option should be taken forward.
Other proposed changes include reducing the amount of land required at one of the solar development sites by approximately 0.24 hectares and enlarging the proposed 275kV substation compound by 0.2 hectares.
Two additional access points are also proposed from Rawfield Lane into the National Grid substation at Monk Fryston.
Further amendments would allow oversized vehicles delivering transformers to access parts of the development, including through changes to land rights and the temporary widening of a culvert over Roe Lane Drain.
Some of the proposals would require additional land or permanent rights over land, bringing them within compulsory acquisition regulations.
The developer says 103 parties have been identified as having legal rights or interests in land affected by the proposed changes.
It has proposed holding public consultation after submitting the formal change application, rather than consulting beforehand.
In its notification to the Planning Inspectorate, the company argues that the amendments are “small in scale” and involve “very minor changes to the Proposed Development that will be of limited interest to the wider community”.
It also maintains that the changes are “not so substantial as to constitute a materially different project”.
Environmental assessments are being undertaken, although the developer says it does not currently expect the amendments to result in materially different adverse environmental effects.
Under the timetable proposed in the September notification, consultation would close on Thursday, December 3, with further hearings, if required, in January 2027.

A VITAL SERVICE HAS BEEN RESTORED WITH HELP FROM THE PARISH COUNCIL

The Community Public Access Defibrillator (CPAD) sited outside the Doctor’s Surgery on Main Street was provided by ‘Heart Sparks’ when it was set up a few years ago after the number of First Responders volunteering with Yorkshire Ambulance Service had dwindled, meaning it could no longer provide comprehensive cover. Since then Yorkshire Ambulance Service has withdrawn support for the group and switched cover to the Sherburn in Elmet group, which naturally slows response times in emergency

The organisation is now down to one dedicated volunteer and because it no longer had funds to replace the expended pads and batteries for the defibrillator it had to be withdrawn, leaving the village without this critical cover. Having learned of this following an approach from Heart Sparks the Parish Council quickly stepped in to provide the necessary pads and battery for the defibrillator and this vital facility has now been returned to operational service to provide this essential cover for the village.

LIGHT VALLEY SOLAR
THE PARISH COUNCIL HAS REGISTERED TO MAKE REPRESENTATIONS TO THE PLANNING INSPECTORATE WHEN THE PROPOSALS ARE EXAMINED IN PUBLIC

The following narrative was registered with the Planning Inspectorate:-

These are items that Monk Fryston Parish Council (MFPC) would like the Planning Inspectorate to consider during the Examination in Public phase. Where possible, MFPC requests to speak at the inquiry on these and any other related topic areas.

1. Scale and Location
a. MFPC’s primary objection to the proposal relates to scale and location insofar as the proposal (when combined with other locally consented energy proposals) encompasses almost every view into and out from the Parish.
b. This proposal when combined with other consented schemes will significantly alter the character of the landscape that surrounds the settlement such that it will no longer be regarded as a rural location.
c. MFPC is additionally concerned over the proximity to dwellings of these proposals.

2. Access roads and highway impact during construction.
a. MFPC wishes to make representations on the roads to be used in the construction of the proposals and in particular the forecast number and times of construction vehicles impacting on the A63 through Monk Fryston and on some of the smaller roads required for direct construction access or emergency routes. For this size of proposed development, significant workforce traffic would also add to the traffic congestion concerns over a protracted period at peak traffic times.
b. There is little information on how this will be mitigated and would ask that the developer expands on proposals for workforce traffic management.
c. MFPC is particularly concerned over adding vehicle numbers to the A63/A162 roundabout which is currently congested at am and pm peak hours.

3. Loss of farmland; quality and timescale.
a. MFPC is concerned over the loss of farmland from the proposal overall.
b. MFPC considers food security to be on an equal footing to energy security with climate change impacting on food production as shown in recent years.
c. MFPC does not consider a 60-year period to be a temporary loss of high-quality farmland.
d. MFPC considers the significant loss of Best and Most Versatile Land could have been reduced through considering land of a lower grade by considering alternative locations and reduced even further through the consideration of alternative technologies (e.g. a combination of solar and wind power).
e. MFPC considers there to be a conflict with Selby CS 2013 Policy SP18.

4. Effect on visual amenity
MFPC is significantly concerned over the landscape and visual impact that arises from this project.
a. In this topic, MFPC’s concerns go beyond the Parish Boundary. The extract below from the projects EIA ’Theoretical Zone of Visibility’ relates only to this project and does not include the ongoing projects of Battery Storage around Monk Fryston Sub-Station and recent significant upgrades, including new transmission towers and extension to Monk Fryston Sub-Station. This aspect also does not include the recently consented Noventum 50MW Solar Farm (PINS Appeal Ref: APP/U2750/W/25/3369368) immediately east and south-east of Monk Fryston and Hillam. Note Monk Fryston and Hillam operate as a combined settlement in Policy SP2 of the Selby CS 2013.
b. Of equal concern is that current proposals and figures do not adequately convey the visual impact of large power transformers and associated substation equipment / civil works including buildings used to connect and step-up the voltage of the solar panels to facilitate connection to the National Grid.
c. Also, there is little information on the proposed temporary compounds and construction laydown areas - including how they will be constructed, what they will look like, how they will be utilised, (main and satellite for example), welfare and emergency provisions, offices and meeting rooms, car parking and transportation facilities,
d. How this is all managed will have a significant impact to the relevant areas during construction. We would ask that the developer expands on these aspects further.
e. MFPC considers the scale and speed of landscape change arising from this proposal when combined with other project to be unacceptable to its residents as they traverse in all directions.
f. MFPC wishes the Inspector to note the remarks of NYC’s Landscape Officer in their Report to Strategic Planning Committee 10th February 2026, para 4.8. The report states: “We (NYC) have concerns about the potential negative cumulative effects on local communities such as Escrick, Monk Fryston, Hillam, Birkin, Hambleton: the major transformative scale of the proposed development in combination with other major development; the significance of the grid connection point at Monk Fryston Substation; the pace of change and the erosion of the landscape and visual baseline around those settlement areas affected.” (underling and bold our emphasis)
g. MFPC echoes the views of the Council’s Landscape Officer and wish to present these opinions at the EiP.
h. MFPC considers the proposal would be of an inappropriate scale in this countryside location, which would result in a prominent development that would detrimentally harm the character and appearance of the area. This would conflict with Policy ENV1 of the LP and Policies SP2, SP13 and SP18 of the Selby 2013 CS

5. Impact on Land Drainage
a. MFPC has concerns over land drainage. MFPC wishes to present their concerns that relate to the low-lying land within and adjoining the Parish to ensure appropriate drainage strategies fully mitigate (with climate change allowances) the impact arising from the development.
b. The developer is also proposing major cable works over significant areas of land as detailed in the cable route corridors. This will inevitably impact the existing land drainage, some of which will be historic and not identifiable on any plans. There is little or no information on how these drains will be identified, designs made and agreed prior to the works and then subsequent monitoring to ensure the surrounding areas are not impacted or compromised.

6. Biodiversity Hedgerows
a. MFPC has concerns over the potential impact on ecology and biodiversity in the Parish and neighbouring areas. In particular, MFPC remains to be satisfied the proposals adequately address the topics of habitat fragmentation or the potential disruption to ecological corridors having regard to the cumulative impacts of other consented proposals.

7. Effect on Green belt
a. MFPC object the impact on the loss of Green belt land take.

8. Impact on heritage assets
a. MFPC objects to the impact on the setting of heritage assets including listed buildings and conservation areas.
