Why do roads on new housing developments take so long to be adopted?

Many residents ask why new estate roads remain unfinished or why the council hasn’t yet taken over maintenance. The process is often more complex — and longer — than people expect.

Our latest article explains:

✔️ What road adoption means
✔️ Why roads aren’t adopted immediately
✔️ What a Section 38 Agreement is
✔️ Who maintains roads before adoption
✔️ What residents should expect during development

Every month, Darren, our Estates Officer, visits each area of Lightmoor Village to carry out estate inspections. You can view the inspection rota here: https://bvtlightmoorvillage.org.uk/your-home/estatechecks2026.

During these visits, he checks for things such as fly tipping, faulty lampposts, breaches, and any neighbourhood concerns that may need attention. Of course, issues don’t always happen on inspection days, so we encourage all residents to help us keep Lightmoor Village looking its best by reporting any concerns directly to the team when they arise.

If the issue relates to anti-social behaviour, please also report it to the police here: https://www.westmercia.police.uk/ro/report/asb/asb-v3/report-antisocial-behaviour/. Reporting incidents helps build a clearer picture of ongoing issues and can lead to increased police presence in the area where needed.

You can contact the BVT team by emailing [email protected], visiting the BVT office at the Oak Tree Community Centre, or speaking to Fleur or Darren when you see them around the village.

Residents at Bournville House recently came together to celebrate Africa Day with an afternoon full of culture, conversation, music and dancing.

Members of the care team shared stories about their home countries including Nigeria, Ghana and Uganda, giving residents a chance to learn more about African traditions and cultures. The event was such a success that residents are now hoping to hold a future African food tasting event too!
