Have your say on South Holland District Council’s Public Space Protection Order (PSPO) 🗣
A PSPO is a legal power available to local authorities that allows them to restrict or require specific behaviours in a designated public area. It is used to address persistent anti-social behaviour that negatively impacts the community’s quality of life.
The current PSPO for Spalding is due to expire in December 2026. The Council is proposing to extend the PSPO for a further three years and we welcome your thoughts on the current conditions.
The PSPO covers the following areas:
📍From St Thomas Road north to West Elloe Avenue
📍From the railway station east to Commercial Road
The following activities are offences within the PSPO:
▪ Failure to comply with an officer’s request to stop drinking alcohol in a public place
▪ Spitting saliva or any other product of the mouth on to the ground
▪ Dropping litter
▪ Urinating or defecating

Minutes of the meeting held on Thursday 7
th May 2026 at The Ruby Hunt Centre.
Present Cllrs: Mark Rollinson, Stuart Harris, Phil Lovell, Jane Stanley, Chris Wray, Kevin
Geaney, David Hawkins, Anna Hodgeson, Gill Lunn, Jane King, Eleanor Stevenson
District Cllrs: Apologies received from Cllr Margaret Geaney
Sarah Phillips (clerk) and 2 members of the public.
County/District Councillors update
Cllr King reported that the district council are still going ahead with wheelie bins.
Cllr King reported that potholes being reported are being repaired. Line markings have
been burnt off in front of the school as they need to be redone so they can be
enforceable.
A query was raised about the speed restriction on the A52. Cllr King has been assured
that it will be happening this year and have gone through the consultation process.
54/26. Election of Chair and completion of Declaration of Office
It was proposed by Cllr Lovell, seconded by Cllr King with all in favour for Cllr Rollinson
to be elected as chair. Declaration of office was signed.
55/26. To receive apologies for absence and acceptance of any reason given
None.
56/26. To receive any declarations of interest in accordance with the
requirements of the Localism Act 2011
None.
57/26. Election of Vice Chair
It was proposed by Cllr Rollinson, seconded by Cllr Hawkins with all in favour for Cllr
Harris to be elected as vice chair.
58/26. Election of Parish Councillor Representatives
- Cowley Foundation – Cllr Stanley, Cllr Stevenson, Cllr King, Nicky Campbell, Lizzie
Wray and Clare Proudfoot, which was proposed by Cllr Rollinson, seconded by Cllr
Stanley with all in favour.

It was RESOLVED to accept the notes of the meeting held on Thursday 2nd April 2026 to
be approved as the minutes with junction off Bicker Road and Church Street to be added
under agenda item 56/26.
61/26. To receive Clerks report on matters outstanding and updates from previous
meetings
- CCTV – It was agreed that the clerk and Cllr Harris will have access to the CCTV once
installed.
- Quotes for Hunters Way and the Cemetery are still to be obtained.
- Councillor Gov.uk email addresses are to be created.
- The internal audit is in progress.
- Cllr Rollinson now has full access to the bank account.
62/26. To receive Chairs update
Cllr Rollinson has been approached by the clerk at Kirton Parish Council to see if they were
able to use the speed camera. Cllr Lunn explained that the speed camera was borrowed
from Pinchbeck Parish Council so written approval would be needed from them.
Total Energy have given assurance that they will be reinstating us £20,000 in the next 5
days. The overpayment came about due to a wrong meter reading and paying estimated
bills.
63/26. Finance
End of Year Accounts
2025/26 accounts have been checked in detail and the following raised.
- It was proposed with all in favour that the market account and community account be
closed and all money moved into the main account.
- Lesley Goodacre has only paid 9 months rent. The clerk to contact her for the
remainder of the rent.
- The clerk to arrange a date for a smart meter to be installed by Valda.
- Subscription to Canva to be cancelled by the clerk.
- There are some inconsistencies with the library account. Cllr Rollinson will be looking
into this next.

65/26. To discuss the toilets
Cllr Harris reported the following works that need doing:
- The toilet block needs a deep clean
- 2 lights are required in the ladies’ toilets and 1 in the disabled as once doors are closed
it is pitch black
- Drains are blocked
- A new tap is required which automatically shuts off
- Electrical testing was completed on 20th November 2023 and will need retesting in
November 2026.
- Decorating is needed internally and externally as well as the ceiling being painted
- Outside area to be weeded and new gravel laid.

- Cllr King to see if LCC will paint the outside of the toilet block
- Clerk to obtain quotes from the cleaner to do a deep clean
- Cllr Harris to obtain electrical quotes
- Clerk to obtain decorating quotes
- Clerk to obtain costs of sanitary bins
- Roller doors to be scrapped
- Cllr Lovell agreed to spray the weeds
66/26. To receive updates of Committees
Cemetery/Allotments – A discussion took place on grass cutting in the church yard as the
grass had been cut but didn’t look like it had been cut.
Work on the cemetery gate for disabled access has been completed but there is an issue
with the old-fashioned hinge which can be dislodged. Cllr Lovell will add two hinges and
a sliding bolt.
The grass cutter to be informed prior to the flower festival next year.
Finance – No further update.

Human Resources – The clerks 3-month probation has come to an end. It was agreed that
the clerk has passed the probation period.
IDEA – The fire department will no longer help with the firework display; Matthew
Flinders firework organisers have been approached but costs were quite high. Grants are
being looked at as this is the best fundraiser and would like for it to continue.
There were issues with the CCTV in the park, but a new system has been installed and
now up and running.
Summer fete will be held on 7th June 12pm-4pm.
A craft session is being held in the library and suggested that something be held in the
park September/October time to raise further funds. There will also be a scarecrow trail
in the park and car boots through the year.
Library – The library is doing well with a steady flow coming in. A craft session is due to
be held. The asset transfer is with the solicitors.
Red Cow Paddock – A meeting was attended with the developers. The architect led us to
believe that the team were willing to push this forward without any expense to us, but
the developer was not aware of this. The developer gave an approximate cost of £25,000
for planning permission but confirmed he would confirm costs. The bare minimum we
need is community parking. The developer will provide costs for purchasing it from us
and we retain the parking, for us to build on it with applying for publics works loan and
maintaining ownership. Once figures have been received, it will be discussed further.
67/26. To receive Members Reports
Cllr Stanley – Moles have been found in the cemetery.
Cllr Lovell – Has taken delivery of plants for Bloom and they have been planted up.
Cllr Hodgeson – Better parking area and disabled space is needed on Bicker Road to make
a safer space to visit the cemetery. This is being looked at already with suggestions made.
Cllr Lunn – Section of the d**e from Church End to the Old Vicarage has not been cleaned
out for a while. It was made clear that this is a half d**e.
Cllr Rollinson – A request has been received from Donington Crochet Club as they can no
longer put their items onto the post box since a solar panel has been placed on top. They
have asked if we could purchase an old post box and place somewhere in the village. Cllr
King is already looking into a disused post box and will provide costs when available.

No further correspondence.

Closed Session
Cllr Harris requested to go into closed session and confirmed that some quotes have
been received for work at Flinders Founders which were based of the ROSPA report.
The quotes have been forwarded to Flinders Founders.

To mark the start of National Volunteers’ Week 2026 from 1 to 7 June – a week dedicated to recognising and celebrating people like you – I wanted to get in touch to offer my heartfelt thanks.
Across Lincolnshire, you generously give your time and skills to help our families, our
communities and our county. Your commitment makes a real difference, and on behalf of
the leadership of Lincolnshire County Council, we are incredibly grateful for everything you
do.
Please know that your contribution matters. The energy, experience and enthusiasm of our
volunteers helps make Lincolnshire a better place to live, work and visit, and really enhances what we provide at the council. I hope you also find volunteering rewarding to yourself, and the benefits it brings to your own life and wellbeing.
To say an extra thank you, this year we are proud to be celebrating our volunteers at the
Lincolnshire Show. We will be hosting a special event as a small way of showing our
appreciation and recognising the huge impact all volunteers have across the county. It’s also our chance to meet some of our volunteers and say thank you in person.

We have been made aware of individuals impersonating South Holland District Council officers and offering driveway cleaning services.
Please be aware of the following:
▪️All South Holland District Council staff and contractors carry official identification and authorisation badges issued by the Council. These can be shown on request.
▪️If you are approached by someone claiming to be from the Council and they refuse to provide valid ID, do not engage.
If you are concerned that someone is not who they claim to be, please report the incident to both the police and the Council. Genuine officers will always be able to verify their identity.
Stay vigilant and help keep our community safe.

Public Forum
- Thanks were given to allow a duck house on Mill Pond.
- There are speeding issues on Church Street.

To receive updates from District Councillors
District Councillor Geaney reported the following:
- New garden waste scheme starts this week.
- The company working on Pinchbeck Road is being charged £2000 a day for the
road being shut and is expected to be for another 7 days. The money is going to
highways and was felt that the funds should be used on surrounding villages.
Further discussions will take place with Cllr King.
- Complaints have been received for mud being on the roads,

Three applications were received for the co-option vacancy. Anna Hodgeson received the
highest number of votes and was duly coopted.

meetings
The clerk confirmed that Cllr Harris now has access to the bank account.

43/26. To receive Chair’s updates
- There are still issues to be sorted with toilet meter readings and total energy
overpayment.
- LALC has been appointed as the internal auditor.
- Permission has been given for a duck house.
44/26. To discuss the maintenance quote for Hunters Way and the Cemetery
It was agreed that a tree survey needs to be completed.
It was proposed by Cllr Wray, seconded by Cllr Harris with all in agreement for works to
be completed on the hedges and trees subject to the lowest quote being received. The
clerk was asked to contact contractors.
45/26. To discuss and agree upgrade of CCTV equipment
It was RESOLVED to purchase the upgraded CCTV equipment and have the old camera
removed off the pole.
The clerk to investigate who can have access to the CCTV.
46/26. To discuss drains in the Market Place
There are issues with the drains. Cllr Rollinson will discuss further with Cllr King.
It was RESOLVED that Cllr Rollinson to get a contractor to deal with the issue.
47/26. To agree a start date for all councillors to use gov.uk email addresses
It was agreed that all councillors would be using by the next meeting in May. It was
requested that the clerk reset the passwords.
48/26. To discuss a donation to Donington Summer Fete
It was RESOLVED to give a £300 donation which was proposed with Cllr Harris, seconded
by Cllr Wray with the majority in favour.
49/26. Planning:

H04-1282-25 - Er****on of self build agricultural - Land at Gibbet Fen Fen
Road (A52) – no comments and recommended for approval.

a) Cemetery/Allotments - Scribe will now be used for allotments so there will
be a digital record.

- Cllr King will be given access to the library accounts.
- The clerk will be applying for a debit card so purchases can be made on Amazon
business account.
- Rent for Red Cow to be checked.
- Lease has now been completed.
- Canva to be removed from payments.
- Toilet cleaner will be added to payroll.
c) Human Resources – no update.
d) IDEA
A car boot sale will be taking place on 4th April on Flinders Park 1pm until
4pm.
e) Library
The asset transfer is progressing well.
The clerk has brought up issues on what has been spent on the library
account.
f) Planning – See item 49/26.
g) Red Cow Paddock - no further action.

52/26. To Receive Members Reports
- Funds of £90.00 were given to the clerk to pay into the bank account for the
market.
- A discussion took place on increasing parking spaces. PL agreed to look into it
further and report back.
- No further information on the gate and being wheelchair accessible.
53/26. To Receive Correspondence
North Drove – Quadring – It was agreed that it was not a matter for the parish council.
A letter has been received from a resident from Church Lane who has shared concerns
about teachers parking over dropped kerbs and illegally. A discussion took place and
agreed a letter will be sent to the school asking for staff not to block access to the house
and also raise concerns for emergency vehicles.
Closed Session
It was requested to go into closed session which was proposed by Cllr Phil Lovell and
seconded by Cllr Kevin Geaney. A meeting is taking place next week with Flinders
Founders and Cllr Harris has spoken to some companies who deal with skate parks.
