Fiona Duncan, the Independent Strategic Advisor – the promise, is continuing her visits to all 32 local authorities across Scotland, to hear from children, young people, families, and care experienced adults, alongside those working to support them, about progress to keep the promise.

Today, Fiona is visiting West Dunbartonshire Council to learn more about the change happening in their local area and the challenges still getting in the way of further progress.

The Independent Strategic Advisor - the promise, Fiona Duncan, has published her advice note on how Scotland's wider programme of Public Service Reform can help keep the promise by 2030.

Fiona sets out that public service reform underway and planned create an opportunity to remove the structural barriers that prevent Scotland’s public services working together around people’s lives. And keeping the promise provides a practical test of whether reform is working and change is being felt in the lives of children, families, and care experienced adults.

The Oversight Board for the promise reports that progress has been made towards keeping the promise, with improved structures, clearer plans and changes in delivery but that this now needs to be felt much more in real life.

Their recently published Report FOUR finds that the promise remains Scotland’s clearest commitment to changing lives and emphasises that this is the time to move faster, with greater urgency and a determined focus on what changes people’s experiences.

They report that Scotland must move faster, with greater urgency and a determined focus on what changes experiences to deliver the promise in people’s lives, not just on paper.

Fiona Duncan, Independent Strategic Advisor - the promise, had a slightly different catch up with Orkney Islands Council, after her flight was unable to land. So she caught up with teams virtually, hearing about their dedicated work, which is made possible by having straightforward, challenging and honest conversations.

Fiona is now looking at rearranging her visit, so she can meet with the people the promise was made to.

Fiona Duncan, Independent Strategic Advisor - the promise, recently visited West Lothian Council as a part of her series of local catch ups with all 32 local authorities across Scotland.

During her visit, she heard about the need for services to be made to work for people, rather than people having to navigate services. She also had a discussion around how keeping the promise needs to be central to public sector reform.

The Oversight Board for the promise have published their latest report on progress to keep the promise.

They report that where a child can remain safely with their family, care at home should bring whatever practical help, specialist support and trusted relationships are needed to make family life safer, more stable and better able to meet that child’s needs.

But they found that current evidence shows children experiencing care at home cannot yet rely consistently on support identified as necessary, being available when it is needed and sustained for as long as required.
