Update regarding Wain Estates / Wychford Drive from Cllr Nathan Parsad-Wyatt:

Sawbridgeworth Town Council is aware of the consultation leaflet from Wain Estates currently circulating in Sawbridgeworth regarding their proposed development of around 200 homes on land off Wychford Drive.

As Chair of the Planning Committee, I have written directly to Wain Estates requesting that they attend a Planning Committee meeting to present their proposals before any application is submitted to East Hertfordshire District Council.

We have asked for a full overview of the scheme, their submission timetable, background on them as a developer, and - importantly - their responses to the concerns already being raised by local residents.

Whilst the Town Council is not the decision-making authority, we are a statutory consultee and our views are communicated clearly to EHDC. We take that responsibility seriously.

Following concerns raised by local commuters about the December timetable changes, we’re pleased to see improvements now being delivered after sustained pressure.

Well done to Cllr Salvatore Pagdades for taking the fight directly to Greater Anglia and pushing for better services for our town.

🚝 GREATER ANGLIA TIMETABLE CHANGE 🚨

Following weeks of correspondence from myself with Greater Anglia, they have finally reinstated some trains originating from Stansted Airport and stopping at Sawbridgeworth on the way to Tottenham Hale and Liverpool Street on morning peak services.

💭 Let me know what you think of the new timetable changes?

I am sharing this response from Monday from Greater Anglia following a letter from Sawbridgeworth Town Council (originally sent to them on 25th February):

Thank you for the letter received, dated 25th February 2026 with reference to the impact of the December 2025 timetable changes on commuters travelling from Sawbridgeworth and neighbouring stations on the West Anglia route into London Liverpool Street.

Firstly, please accept my sincere apologies for the lack of response until now. Unfortunately, the correspondence was not passed through to our team to enable us to respond.

We have previously written to Councillor Pagdades with reference to the change of timetable implemented in December 2025. As explained in the correspondence dated 6th February, we undertook a 4-week monitoring period to see exactly how travel patterns had settled down with the new timetable, noting that:

the festive period does not provide an accurate picture, with all the holiday changes and people away from work
it always takes a few weeks for passenger travel patterns to reach a consistent trend after a timetable change
there’s a need to assess how timetable works both in normal periods and the effect or not of any disruption on train capacity patterns

It is also important to note that timetabling over such a busy section of line is extremely complex, and in addition, it is further complicated by the constrained nature and capacity of the West Anglia route. We do our best to try and meet the demands and expectations of all our customers but, unfortunately, those aforementioned constraints mean that in certain circumstances we cannot meet all individual needs.

Turning back, then, to the specifics of the morning peak services from Sawbridgeworth station, in December 2025 the whole of the West Anglia timetable was revised to both further improve performance and to align with the major revision of the East Coast Main Line timetable - while at the same time making provision for services to call at Cambridge South when it opens later this year. As part of this process, we also needed to ensure our train times and those of Great Northern/GTR integrated effectively and operated smoothly together.

In trying to balance all these issues and ensure the timetable was as effective and as robust as possible some of the timings changed, including the withdrawal of stops at Sawbridgeworth on services starting from Stansted Airport, to be replaced by stops on services starting from Cambridge.

Given the need to let services and travel patterns settle, we then undertook a review in late January and much of February of passenger demand and train capacity (as mentioned above) to identify the established demand/patronage profile.

Although in many cases travel patterns had settled and there was seating capacity on almost all trains at Sawbridgeworth, we did feel there was the opportunity to look at some adjustments and respond further to some of the feedback we had received.

We therefore worked on some positive alterations, with several proposed changes as part of a bid to Network Rail (who approve timetables) for December 2026, which was theoretically the earliest major change opportunity.

However, through some effective collaborative work with Network Rail we were able to pull them forward as late notice changes for the May 2026 timetable change but, better still, some proactive short term planning work means these improvements will start from Tuesday 7 April.

The changes will see Sawbridgeworth stops removed from the 'Fast' Cambridge services, and put into some Stansted Airport to Liverpool Street Stansted Express services, calling at Sawbridgeworth at 20 and 50 past the hour, similar to the May 2025 timetable.

We believe these changes should work well for Sawbridgeworth customers. We’re sorry that some of the December 2025 changes weren’t ideal for some passengers, but it is a very difficult balancing act on a very busy, very constrained route where many passengers and locations’ aspirations are conflicting and contradictory, so it is often not possible to devise a timetable that is ideal for absolutely everyone.

Nevertheless, we always listen, monitor service patterns and performance, and look to tweak, if practical and appropriate, to provide the best service balance possible – which is what we are pleased to report we have done in this instance.

In closing, I hope that this reply helps to provide answers as to why the changes were put in place, the monitoring we undertook to assess their impact and the amended plans we are now implementing to improve the situation for Sawbridgeworth passengers, which we think we will address their concerns. 🚨 Only 1 week left to have your say on Local Government Reorganisation...

You may have heard about LGR, or Unitary Authorities, or changing councils; but what does it all mean, and what do you need to do?

📍About LGR: The Government has asked councils across Hertfordshire to explore how local government could be reshaped to better serve our communities. The proposal is that services currently provided separately by Hertfordshire County Council and East Herts Council would be brought together under one Unitary Authority for our area.

🗺️ The proposals: Councils across Hertfordshire have put forward options for the county to be divided into either two, three or four Unitary Authorities. You can view the proposals at: https://www.hertfordshire-lgr.co.uk/proposed-options .

🤔 What do we think? There are pros and cons to each model - larger unitaries may be able to negotiate bigger contracts for services like waste, but in standarding council tax levels, places like East Herts may suffer a jump of up to 20%!

In contrast, smaller unitaries will be built around recognisable local areas, and run from closer to where you live. In Sawbridgeworth, this could be the difference between having decisions about our area made in Stevenage rather than Hertford. For that reason, your local Counservative councillors are supporting the 4 unitary model.

✍️ Ultimately, the UK Government will decide which model we end up with. But they will make their decision in part based on local representation, so it is important that everyone has their say. The consultation is only open for one more week - until 26 March.

Our team were out this morning talking to residents about the petition to stop East Herts splitting Sawbridgeworth into wards.

East Herts say they sent a consultation letter to everyone in Sawbridgeworth, but of the hundreds of residents we’ve spoken to, nobody received it.

We’re calling on East Herts to abandon their current plans, conduct a new Community Governance Review, properly consult residents, and listen to what people in Sawbridgeworth want, rather than imposing something on them that doesn’t work for our community.

🚝 Following concerns raised by residents about the new timetable changes at peak times in Sawbridgeworth, I have written the following to Greater Anglia:

“Prior to the December change, passengers travelling from Sawbridgeworth between approximately 07:00 and 08:00 were generally able to find seats on peak-time services. Since the new timetable was implemented, this is no longer the case. The same services are now consistently overcrowded, with passengers standing almost every day, often for the entirety of their journey.

Residents report that this has become the norm rather than the exception, making journeys uncomfortable, especially for the amount paid. For a commuter town such as Sawbridgeworth, where many residents rely on the railway to get to work on time, this represents a clear deterioration in service quality.

Given that demand has clearly not reduced, it is difficult to understand how the revised timetable adequately reflects passenger numbers from Sawbridgeworth during the morning peak.

I would be grateful if you could respond to the following:

What assessment was undertaken of passenger demand at Sawbridgeworth before the December timetable changes were introduced?

What steps will Greater Anglia now take to address the overcrowding on morning peak services between 07:00 and 08:00?

Will you commit to reviewing the current timetable and capacity on these services, and if so, by when can passengers expect an update?

Residents would welcome a clear explanation and, more importantly, a commitment to tangible improvements.”

I will make sure to share the response once received. I have also shared my complaint to Josh Dean MP so he is aware.

Join us on Bell Street on Monday morning at 10.45am as we pay tribute to our long-serving former Town and District Councillor, Angela Alder, who sadly passed away just before Christmas. Angela was a dedicated public servant who did so much and gave so much for our community.

On Monday, 12 January 2026, the funeral procession for Angela Alder will slowly travel along Bell Street at approximately 10:45 a.m. before heading to Great St Mary’s Church.

We warmly invite the people of Sawbridgeworth to line Bell Street and join together in marking our respect for Angela’s lifetime of dedication to our town.

Angela was at the heart of countless community initiatives – from championing local charities and supporting youth projects to preserving our town’s heritage and organising events that brought people together. Her tireless efforts earned her the Freedom of the Town and recognition for outstanding community achievement.

Alongside her community work, Angela served as a Sawbridgeworth Town Councillor for many years and was elected Mayor of Sawbridgeworth four times, reflecting her deep commitment to public service.

Thank you to the 420 residents who have already signed our petition asking East Herts to properly consult our community rather than splitting our town into wards against local wishes.

But we still need your help. East Herts will only recognise this petition if we have over 800 signatures from residents of Sawbridgeworth and Spellbrook.

❓ What has happened?

East Herts District Council recently conducted a Community Governance Review (CGR) which recommended introducing wards in Sawbridgeworth for future local elections. This means dividing the town into smaller areas where residents could only vote for councillors standing in their specific ward, rather than across the whole town.

Our Town Council opposed this change. Local councillors spoke out against it. Many residents are unaware of it altogether.

🤷🏻‍♂️ What’s the problem?

East Herts claims it consulted the public by delivering a leaflet to every household. Yet nobody we’ve spoken to remembers receiving it. Even if it was delivered, the leaflet included no clear explanation of warding, no call to action, and no obvious way for residents to respond. The process has been rushed, poorly communicated, and has ignored the views of our community.

This isn’t about politics – our Town Council is made up of a mix of political parties and independents. It’s about doing what’s right for our community.

Under the current system, you can vote for any candidate across the town. Under the new system, your choice will be restricted. You may not be able to vote for your preferred councillor if they live in a different ward to you.

➡️ What we want to happen now

We are calling on East Herts District Council to scrap the current proposals and conduct a new CGR – one that listens to residents, follows proper process, and respects community identity.

This petition will be submitted formally to the Council to show the strength of public feeling and request that they reconsider their flawed decision.
