We are Halt Harnham Housebuilding - a group of ordinary residents coming together to oppose Wiltshire County Council's (WCC) plans to allow the development of 300+ newbuild homes on greenfield farmland – known as Sites 8 and 9 in the WCC Local Plan - land adjacent to the Lime Kiln Nature Reserve in between Odstock Road and Coombe Road south of Harnham. WCC is forcing through these plans without c

onsulting the residents of Harnham and Salisbury. We deserve transparency and meaningful engagement when it comes to matters that will directly impact us and future generations. What we are doing about, what we will continue to do…

* We are mobilising the community through petitions and lobbying activities and collaborating with other groups opposed to WCC's development plan for Salisbury.

* We are preparing to prove WCC’s plans are “unsound” with expert planning and legal advice that will provide compelling evidence to show that WCC has failed to properly consider the environmental, traffic, and infrastructure impacts of development on these sites.

* We will submit evidence to show that WCC has neglected to consider more suitable and sustainable ‘brownfield’ and ‘windfall sites’, and that it has failed to properly assess the housing needs for Salisbury or Salisbury’s own locally developed Neighbourhood Development Plan. What we stand for…

• We are NOT opposed to all development in Harnham on principle, but we DEMAND that the views of residents and the advice of Salisbury City's own experts must be heard above those of the Trowbridge-based planners.

• We insist that all more suitable BROWNFIELD and windfall sites are factored in first (including those owned by WCC) before precious greenfield land and habitats are concreted over and lost forever. WCC must not be allowed to ignore transformative opportunities like the re-development of Churchfields Industrial Estate and vacant city-centre retail sites indefinitely; such sites could provide all the housing that Salisbury needs most urgently without destroying greenfield land.

• We require that the TRAFFIC CHAOS, environmental impact, and the extra demand for crucial services created by these new proposed homes in Harnham be properly addressed and modelled on current and projected data - incorporating the impact of the Harnham sites already in development on Netherhampton Road.

• We seek to protect the unique character and identity of the villages of Harnham and South Salisbury from urban sprawl, and from RAT-RUN rush hour congestion.

• We will hold Wiltshire Council to account and ensure that the site selection and proposed housing allocation for Sites 8 and 9 have been rigorously researched, independently validated, and DEMOCRATICALLY consulted upon... and that they have not just been included in the Wiltshire Council's latest "Local" Plan for lazy expedience, or worse, for political bargaining. At a time of environmental catastrophe, global food insecurity, economic crisis, and intense pressure on our infrastructure and services, we call on everyone to not simply stand by whilst Wiltshire County Council allows the Earl of Pembroke, his Wilton Estate trading company, and their developer Wyatt Homes to profit by buying and selling Salisbury's greenbelt for development at the expense of the communities and the wildlife that call Harnham, the wider city, and the villages of South Salisbury home. The housing needs of Salisbury's residents can and must be met more creatively, more quickly, more sensitively, and more appropriately than this - but first, we must Halt Harnham Housebuilding!

Hi everyone,

A reminder that the Wyatt Homes drop-in community event takes place today. This is your chance to view the proposals, question the project team and ask the bigger questions about traffic, better brownfield options and overdevelopment in Salisbury.

📍 Harnham Social Club, Parsonage Green, Salisbury, SP2 8LA
🕒 Today, 3.00pm – 7.30pm

Firstly, a huge thank you to the 28 volunteers who helped deliver over 3,200 leaflets across Harnham. We had more volunteers than we needed, reflecting the strength of local feeling about these proposals.

We've attached a copy of our leaflet for anyone who didn't receive one. Please share it with family and friends and encourage them to take part in today's event or submit feedback online.

If you can attend today, please make your views known, particularly on:

• 🏡 The wider principle of development – including traffic, infrastructure, overdevelopment in Salisbury and better brownfield sites.

• 🌳 Protecting the valued community pathway.

Parking at the venue is expected to be limited, so please walk if you can.

The information wasn't live at the time of writing, but we'll share the link once available. Please make your views known, in person or online – it's your best chance to influence the proposals and help mitigate their impact if the development goes ahead.

A planning application is expected later this summer. We'll provide further guidance nearer the time on how residents can make their voices heard.

Important news for Harnham and Sites 8 & 9

Planning Inspectors have confirmed that Wiltshire Council’s Local Plan cannot currently be adopted. They found serious problems with housing need, site selection, sustainability and legal compliance.
They have also required the removal of the Salisbury Area New Community, a key part of the Council’s housing strategy

👉 What this means for Harnham:
• There is no settled strategic justification for Sites 8 & 9
• Housing locations are being reconsidered
• Alternatives must now be reassessed

📢 HHSG Update: What Happened at the Local Plan Hearings?

Last week, members of the Harnham Housing Steering Group attended the Local Plan Examination hearings in Trowbridge. Here’s what you need to know about what happened — and what it might mean for Sites 8 & 9 in Harnham. 👇

🏛️ What Happened?
The Inspectors examined the first three Matters:
⚖️ Matter 1: Legal & procedural compliance
🏠 Matter 2: Housing need
💼 Matter 3: Employment & economic land

We raised residents’ concerns about:
❗ Lack of meaningful engagement with the community
❗ No consultation on Sites 8 & 9 at Regulation 18
❗ No assessed brownfield alternatives for Salisbury before choosing greenfield land in Harnham

The Council struggled to answer these points.

👀 What We Observed

Over Days 2 & 3, several major issues emerged, including the Council’s inability to explain:
🗓️ Why the Plan runs only to 2038 (not the required 15 years)
🏙️ Why the new 2,000-home community north of Salisbury is so underdeveloped
🏚️ Why 65% of housing is pushed into the last six years of the plan
🚗 Why the M4 corridor wasn’t properly assessed as a key employment area
⚠️ Inspectors Pause the Examination

The Inspectors have now issued an Initial Post-Hearings Letter, raising serious concerns about:
• Sustainability Appraisal
• Habitats Regulations Assessment
• The housing requirement
• The length of the plan period

They have paused all remaining hearings and told the Council to do substantial further work before the examination can continue.

This could have major implications for Salisbury and for Sites 8 & 9. We are now waiting for the Inspectors’ next letter.

🌿 Environmental Impact Assessment (EIA) Required for Sites 8 & 9
The Council has confirmed that Wyatt Homes must carry out a full Environmental Impact Assessment for any future planning application for Sites 8 & 9 — recognising the potential for significant environmental effects.

The EIA must assess:
🌄 Landscape & visual impact
🚦 Transport & traffic
🐦 Biodiversity
🌧️ Flooding & drainage
🏛️ Heritage

This process will take many months, and any future findings from the Inspectors will inevitably shape any application.
