Report for May from Cllr Brian Goodall.
Rosyth Community Council
June Meeting 02/06/26
Councillor’s Report - Brian Goodall
Covering from the 5th of May until the 1st of June 2026
The items in this report are in addition to my work undertaken on behalf of individual local residents. That casework is covered by data protection legislation and in most cases can’t be shared with others.
The Queensferry One Development
On the 5th of May I was invited to the Official Sod Cutting Ceremony, to mark the commencement of the Queensferry One development in Rosyth. This will be a new international industrial and logistics hub next to the Port of Rosyth and the Dockyard. The vision for Queensferry One is to create a thriving and dynamic hub for advanced manufacturing and renewable energy businesses, driving forward Scotland’s transition to net zero.
Four Years as a Rosyth Ward Councillor
The 5th of May was also my fourth anniversary as a Rosyth Ward Councillor and I marked the occasion with the following post on my page.
Four years ago today on the 5th of May 2022, the good people of Rosyth, Pattiesmuir, Limekilns, Charlestown, Pitliver, Waulkmill and Crombie voted for me to become one of their local representatives on Fife Council. It’s been a real privilege to represent my local area and my party, The SNP, over the last four years and once again I’m happy to commit myself to continuing to work full time on behalf of the communities within the Rosyth Ward.
Rosyth Community Council AGM
In the evening on the 5th of May I was privileged to chair the AGM of Rosyth Community Council before handing back to their newly reappointed chairperson for the normal monthly meeting for May.
I was able to present the meeting with my 17 page report on my activity as a Councillor over the previous month. I also answered questions from the Community Councillors.
The Community Council also ask me if I could explore the options for additional parking at the Parkgate Community Centre and improvements to the gardens at the front of the building.
Scottish Parliament Election Day
The 7th of May was election day and I spent most of the day knocking doors around Rosyth to remind people to get out and vote.
Double Yellow Lines - Limekilns Promenade
Also on the 7th of May I was really please with the quick response from the Council’s Transportation Service to my request for the new yellow lines on the prom in Limekilns to be cut back to the shorter area that had originally been called for. I put the following post on my page to give a bit of the history of the issue and explain what had happened.
“Over a year ago Charlestown, Limekilns & Pattiesmuir Community Council asked me if Fife Council would paint Double Yellow Lines to restrict parking on a small section of the west bound road on the Promenade in Limekilns. This was to make it safer for cars going westward around the bend just after the bus stop at the Pier Car Park. It was just to be a small section from the bus stop up to the bend in the road. I managed to get a report on the Road Traffic Order for this agreed at the South & West Fife Area Committee, but it took until last week for the lines to be painted.
Somehow wires had clearly been crossed and a much longer area of Double Yellow Lines was painted. I complained about this right away, as the last thing residents on the north side of this road need is more displaced parking from the southside of the Prom. I was pleased to see that today (7th May) the Council have acted to rectify this situation and the unrequested area of Double Yellow Lines has been burnt off.”
A985 Crash Barrier Campaign
Later on the 7th of May I received a letter from Fiona Hyslop, Scottish Government Cabinet Secretary for Transport, dated the 5th of May in regard to my campaign to have a crash barrier installed on the east bound stretch of Admiralty Road between Brankholm Brea and Hunters Road in Rosyth.
The Cabinet Secretary confirmed that as a result of my correspondence on this issue Transport Scotland has instructed its operating company, BEAR Scotland, to undertake a review of this location.
This review will consider the requirement for any vehicle restraint system (crash barrier) alongside potential alternative measures. The review will also consider factors including the prevailing speed environment, collision history and the nature and severity of the roadside hazard, in this case the embankment. Transport Scotland has requested that this assessment and any accompanying recommendations be completed by the end of August 2026.
As Fiona Hyslop is standing down from the Scottish Parliament, this could well have been one of her final acts as a Scottish Government Minister.
Election Results
On the 8th of May counting started at 9pm for both of the Scottish Parliament Constituencies that cover the Rosyth Fife Council Ward area. The SNP won both of these seats with Inverkeithing SNP Councillor, David Barratt, becoming the new MSP for the Cowdenbeath Constituency, which covers Rosyth itself, and Shirley-Anne Somerville, retained her seat in the Dunfermline Constituency which covers the rest of the Rosyth Ward, including Pattiesmuir, Limekilns, Charlestown, Waulkmill, Pitliver and Crombie.
Coul Den Nature Reserve Visit
On Saturday the 9th of May I took a bit of time off from politics to join a Fife Coast & Countryside Trust Guided Wildlife Walk at Coul Den Nature Reserve in Glenrothes. As I’m never really off duty I did pay particular attention to some of the work done on the Back Burn there as part of their river restoration project, with a eye to just what improvements could also be delivered as part of the Rosyth River Restoration Project.
Meeting with Roads & Transportation Service
In the morning on the 11th of May I had an online meeting with the new main technical officer for road safety who’s now covering this area from the Council’s Roads & Transportation Service.
Speeding in Rosyth
I raised issues of concern with him relating to speeding on Hilton Road and Ferry Toll Road as well as other roads in Rosyth.
Main Street, Limekilns
I also requested a review of the layout and signage on Main Street in Limekilns and he also agreed to request that the current road markings there be repainted.
Pavement Parking Ban
He confirmed that work is ongoing on the first phase of Pavement Parking Ban exemptions and agreed to see if Dick Place, Burney Place and Hamilton Place in Rosyth could also be considered for exemption along with the other 26 roads in the Rosyth Ward area where exemption designs are already being looked at.
Blood Donations in West Fife
On the 11th of May I went to give blood at the Parkgate Community Centre in Rosyth. They’re aways looking for new and returning blood donors and there are regular sessions held in West Fife. You can find out more at
www.scotblood.co.uk/giving-blood/can-i-give-blood
Area Roads Programme
On the 13th of May I was pleased to be able to support the addition of a section of Kings Road in Rosyth to the carriageway resurfacing scheme as part of the South & West Fife Area Roads Programme for 2026/27.
This will see the road from the Primrose Roundabout south to the Camdean Roundabout planed and replaced.
This is in addition to the programme for the year that already includes the resurfacing of the full length of Park Road West in Rosyth.
Parkgate Community Centre Car Park
Since the overspill car park at the Parkgate Community Centre was resurface there’s been a regular problem with some visitors parking in a way that blocks off access to and from the new section of the car park.
Rosyth Community Council asked me if I could see if anything could be done about this. I contacted the Halls & Centres manager for our area and he has explored the possible options for a solution that could be delivered by his team.
Unfortunately these options where unlikely to have solved the problem so on the 13th of May I was able to confirm that a works request had been raised with the Council centrally to install appropriate line markings to restrict parking around the access and egress point of the overflow car park.
Rosyth Gala Committee
In the evening on the 13th of May I attended the penultimate meeting of the Rosyth Gala Committee for 2026 at the EATS Rosyth Community Hub, and all was looking good for another fantastic Gala Day on Saturday the 30th of May in Rosyth Public Park.
Around 900 free activity wristband have been ordered for children from Rosyth and if you missed the deadline for a free one or if you live outwith Rosyth you can buy an activity wristband for just £10 for the day.
For more details you can check out the Rosyth Gala page at

Full Fife Council Meeting
On Thursday the 14th of May I attended a meeting of the full Fife Council at Fife House Glenrothes, where I’d submitted two questions about how much income is generated by Common Good assets within west Fife and how much grant funding had been distributed by the West Fife Common Good Committee.
I specifically asked that these figures be provided by Fife Council Ward, as I’m concerned that Rosyth has not been getting a fair share of funding, relative to the income generated by its Common Good assets, namely Rosyth Public Park and the Parkgate Community Centre.
Unbelievably, Ward by Ward figures were provided for every Fife Council Ward in west Fife except for Rosyth.
You couldn’t make it up!
My suspicion's about Rosyth losing out have now greatly increased and I’ll continue to fight for full disclosure of these figures and for west Fife’s Communities, with Common Good assets, to be treated in the same way as communities in the rest of Fife, with a far greater role for Community Councils in relation to Common Good matters.
Parkgate Community Centre 100 years old this year
On the 15th of May I shared on my page a fantastic post from Martin Rodgers about the history of the Rosyth Institute, now known as the Parkgate Community Centre. I couldn’t believe more wasn’t done to mark the centre’s 100th Anniversary in January this year.
I’m gonna see what could still be done to mark this significant milestone before the year is up.
Halls & Centres Working Group
In the morning on the 18th of May I attended an online meeting of the Short Life Working Group that’s looking at Fife Council Administration’s proposals to make a saving on the budget for Fife’s Council run Halls & Centres. A new set of proposals is being developed and I’m hopeful that some more workable options will soon be put forward.
CLP Nature Action! Trustee’s Meeting
In the evening on the 18th of May I attended a meeting with my fellow Trustees of the local charity. CLP Nature Action!. We reviewed our strategy document and agree to put together a schedule of Trustee and Public meetings going forward.
Orzel Submarine Talk in Rosyth
In the evening on Tuesday the 19th of May I attended Rodger Pickering’s talk on the Orzel Submarine at Rosyth Library. The event was a sell out and it went really well.
Rodger has also launched a Crowdfunder to raise funds to keep spreading the story of the Orzel in the run up to the opening of the new Orzel Memorial Garden in Rosyth.
Here’s a link to that fundraising appeal.

New Defibrillator and Training Event
You may have spotted that a new community access defibrillator has now been installed at the Rosyth Fish Bar, Heath Road, Rosyth.
This has been kindly supplied by Fred Olsen Cruise Lines, and Peter Wilson who volunteers with the Forth Bridges’ Tourist Group has helped organise this.
He’s also organised a CPR and Defibrillator Training session to be delivered by ACORN AID and on the 20th of May I was able to share the details about this via my page.
It will be held on Thursday 28th May at 6.30pm for 1 hour in the Hillpark Hotel (Gladyer Inn). Places are limited, so if you are interested in attending please register via an email to [email protected]
Councillor’s Surgery
Also on the 20th of May I held a Surgery at the Gellet Hall in Limekilns. My next Surgery will be at the EATS Rosyth Community Hub on the 19th of August.
Graffiti at Rosyth Skate Park
On Thursday the 21st of May I was contacted about a load of offensive graffiti that had been painted onto the skate park in Rosyth Public Park. Given the key role the skate park plays in Future Youths events on Gala Day there was a lot of concern about how this graffiti would impact things on the day.
I contacted the Council’s Area Grounds Maintenance Manager and within a few hours we had agreed with the Team Manager at Facilities Management the need to remove the offensive graffiti urgently and that a team would be sent out to do this and that the Grounds Maintenance service would pay for this work. The work was undertaken the next day.
Former Wemyss Estate Homes
Also on the 21st of May in my role as Fife Council SNP Group’s Housing Spokesperson I attended a meeting on the work being done by FIfe Council and the Scottish Government to address the situation with the former Wemyss Estate homes that had been sold to Torah Capital. A possible option on a way forward on this will be presented to the Council’s Cabinet Committee on the 28th of May.
Charlestown Green Update
Following correspondence I received from the Broomhall Estate concerning the proposed repair works to the road and edging around Charlestown Green I was able to arrange for a response to be sent to the Estate from the Council’s Roads & Transportation Service.
The Estates had raised concern about the historic drainage underneath the Green and the Council’s response covered this as follows.
“The proposal is to install a kerb line around the perimeter of the Green with a 100mm upstand, along with localised patching to tie into the existing carriageway, maintaining a minimum 3.5m running width from parked vehicles.
In relation to existing drainage infrastructure, prior to works commencing all underground apparatus will be identified through appropriate surveys and incorporated into the design in accordance with CDM Regulations. This will ensure that any known systems are protected during construction.
Following the recent retirement of SWF’s Community Manager, the Service is currently progressing the appointment of a contractor. Ahead of any works starting, residents and relevant stakeholders will be notified.”
On the 25th of May I contacted the lead officer for the project at the Council with the following message.
“As I expressed at the Area Committee meeting, anything that can be done to expedite these works would be greatly appreciated.
The Charlestown, Limekilns & Pattiesmuir Gala Day will be held on Charlestown Green on Saturday the 15th of August this year, so if there was anyway the works could be completed by then, that would be ideal.”
Fife Sport & Leisure Trust Board People Committee Meeting
In the afternoon on the 26th of May I took part in a meeting of Fife Sport & Leisure Trust Board’s People Committee. We looked a the ongoing work to provide improved opportunities for staff development within the Trust and the continuing improvements in the volunteering opportunities available with us within our centres.
Charlestown, Limekilns & Pattiesmuir Community Council
Later in the evening on the 26th of May I attended a meeting of Charlestown, Limekilns & Pattiesmuir Community Council in the Queens Hall in Charlestown. I presented the meeting with a 15 page report on my activities as a Fife Councillor over the previous month and I also tabled a short report on the processes and costs for the Council’s project to reinstate the Charlestown & Limekilns War Memorial. I then answered questions from the Community Councillors and members of the public.
Fife Housing Partnership
In the morning and early afternoon on the 27th of May I took part in a meeting of the Fife Housing Partnership. We heard reports on the Fife Affordable Housing Programme and the Strategic Housing Investment Plan for Fife as well as an update on the work of Fife’s Empty Homes Officers.
The Partnership also had a presentation of the first phase of the Fife Council House Carpet Project, which has been able to provide and fit high quality floor covering to a number of tenants across Fife based on their circumstances, but limited by the projects relatively small budget.
Sherbrooke Road Estate Walkabout
For the rest of the afternoon on the 27th I took part in an Estate Walkabout at Sherbrooke Road with reps from the local Landlord, Home Group, and their grounds maintenance contractor, as well as a number of local residents.
It was good to see that few of the issues identified in the last walkabout had been addressed but there were more that had still not been sorted. I took away three issues to raised with Fife Council and the Home Group officers took away a longer list of problems to be addressed by them and their contractors.
Online meeting with SEPA
In the early evening I represented CLP Nature Action and the Coastal Communities Network at a meeting with the Scottish Environment Protection Agency. We had a discussion around bathing water designations, water quality monitoring and the options to improve it on the Lynn Burn.
I also raised with SEPA the issue of the impact of dredging of the coast off Limekilns and Charlestown, particularly in relation to the Seagrass bed off Limekilns and the Harbour in Charlestown.
Rosyth Gala Committee
I couldn’t make it to the final meeting of Rosyth Gala Committee on the 27th of May prior to this year’s event, but I sent the committee a message confirming that I’d be happy to litter pick all day during the gala on the Saturday, unless there’s another task they’d rather I did. I also asked them to confirm the times for setting up on Friday too so I could go and help then too.
Fife Council Cabinet Committee
In the morning and early afternoon on the 28th of May I took part in a meeting of Fife Council’s Cabinet Committee at Fife House in Glenrothes. The Committee received reports on a large number of issues including the Council’s Capital Strategy, the approach to Treasury Management 2026-29, support for Pittenweem Arts Festival, Subsidised Leases, Community Access Prices & Concessions, the National Infrastructure Strategy 2027-37, Fife Local Biodiversity Action Plan, Prevention of Homelessness, and the purchase of new build properties to become new Council Houses in Coaltown of Wemyss.
Orzel Memorial Garden Update
First thing in the morning on the 29th of May I was able to share the following update via my page.
Work on the Orzel memorial garden, on the corner of Castle Road and Ferry Toll Road in Rosyth has been on hold for the last few weeks while there was a redesign of the on-site drainage set up, following initial feedback from Scottish Water.
This redesign is now complete and has been re-submitted to Scottish Water for their approval. The associated package of technical documents emanating from the all this is also now complete and is with a qualified engineer for sign-off.
This is known as the SER process. SER (Structural Engineers Registration) approval is a Scottish Government-approved scheme that ensures building structures meet safety regulations. The qualified engineer reviews the structural plans and issues a SER certificate.
Once that’s is in place the documents will be submitted to the Fife Council Planning case officer for approval and this will purify the condition in the full Planning consent tied to drainage.
The issues with surface water drainage infrastructure on-site could not have been foreseen until the intrusive groundworks commenced on-site, and there has been no way to legally circumvent this process.
Whilst we are waiting on the approvals mentioned above, BAM Construction will be carrying out top soiling works to the mound element on the site and the offsite work on the memorial sculptures has continued.
It is still the case that the works on the ground are due to be completed by mid to late summer this year.
Meeting with FCCT Chairperson
The next thing I did in the morning on the 29th of May was to have an online catchup with Jill Miller, the Chairperson of Fife Coast & Countryside Trust’s Board. We discussed progressing a number of projects like the Rosyth River Restoration Project and my desire to find a way to reinstate the Countryside Ranger designation for the relevant staff members at the Trust.
Gala Day Set Up
I spent the rest of the morning on the 29th of May helping set up for Rosyth Gala Day in Rosyth Public Park. We had good numbers of volunteers out in the morning.
I then also posted a request on my page for more volunteers to help the next morning before the start of the Gala, and early evening, after the Gala, to help clear up and pack everything away.
Carnagie Dunfermline Trust Board Training Event
In the afternoon on the 29th of May I was in Andrew Carnegie House in Dunfermline with my fellow Carnegie Dunfermline Trust Directors for a training sessions, as we refreshed our understanding of our responsibilities as trustees of the charity.
Rosyth Gala Day
Saturday the 30th of May and the day of Fife Gala was finally here. Once again a fantastic group of volunteers turn out to help with all the on-the-day preparations and the festivities kicked off with the parade through the park just after 11.30am.
The day was mostly dry and the numbers attending looked to be as high as ever, despite a poorer weather forecast than the last few years. I spent most of the day litter picking, and it was great to meet loads of folk as I went all round the park.
The Gala Committee and all the other volunteers who made the day happen, did a fantastic job once again. Roll on Rosyth Gala 2027!
Old Street Name Sign Left Behind
Some time ago now I arranged for new street name signs to be fitted at Linton Place in Rosyth as the old ones had been damaged.
At a walkabout with residents and the local landlord last week we saw that one of the old street signs had been left behind and was now lying on the pavement in the car park behind Linton Place off of Sherbrooke Road.
On Monday the 1st of June I contacted the Council’s Roads & Transportation Service to ask them to arrange to have this uplifted.
Grounds Maintenance at Sherbrooke Road
Also on the 1st of June I contacted Fife Council’s local Grounds Maintenance team about a couple of issues at the Sherbrooke Road Estate in Rosyth.
Responsibility for grounds maintenance issues around the estate are splits between the Council and the area’s landlord,
Home Group, dependent on who owns which areas of land.
Two areas that the Council is responsible for, weeds by the kerbs on the road and overgrown bushes along one of the paths near the Morrisons, were both needing some work, so I’ve asked the local team if these jobs could now be done.
