Honourable Home Secretary,

We, the 1.6 million lawful migrants living and working across the United Kingdom, respectfully seek clarity and reassurance regarding the promises made to us—promises that formed the very foundation of our decision to come to this country.

We did not arrive by irregular means. We followed every legal requirement set by UK immigration authorities. We complied with visa conditions, paid the required fees, and entered the United Kingdom through the proper and lawful route.

During our stay here, we have contributed to the country in every possible way:

• We pay income tax every month.
• We pay National Insurance.
• We pay the Immigration Health Surcharge—often amounting to thousands of pounds each year.
• We contribute to pensions.
• We pay rent, council tax, gas, electricity, and every other living expense.

We rely on no public funds, nor do we seek to. We work hard, earn our living, and fulfil all our responsibilities.

However, a clear commitment was made to us: that after five years of lawful residence and contribution, we would be eligible to apply for Indefinite Leave to Remain (ILR). If this commitment is now altered or withdrawn, it would represent not only a policy change but a profound breach of trust.

Migrant workers—particularly care workers—spend day and night ensuring that elderly and vulnerable citizens receive timely meals, medication, and essential support.
Migrant nurses care for hospital patients with compassion, often when families cannot be present.
Migrant chefs prepare meals that British families enjoy during festivals and special occasions.
Migrant construction workers spend long hours on physically demanding sites to help build the country’s infrastructure.

We work for this nation. We help strengthen its economy. We raise our children here with respect for British values—especially its commitment to fairness and multiculturalism.

Most of us are now over 30 years of age. Extending the ILR pathway to 10 or 15 years means that many of us would spend the majority of our productive lives under significantly restricted conditions. Receiving ILR at the age of 45 or 50 offers little meaningful benefit and undermines the purpose of our migration.

Honourable Home Secretary, legal migrants already face numerous limitations because of their immigration status. To extend these limitations for over a decade would, for many, feel like a form of modern-day servitude.

We therefore humbly request that you consider our situation not through a political lens, but through the principles of fairness, humanity, and the values for which the United Kingdom is respected across the world.

We ask only that the government honour the commitments made to us.

ജനുവരി 8, 2026 മുതൽ പ്രാബല്യത്തിൽ വരുന്ന പുതിയ നിയമപ്രകാരം, ചില ബിരുദധാരികളും 'സ്കിൽഡ് വർക്കർ' (Skilled Worker), 'സ്കെയിൽ-അപ്പ്' (Scale-up) വിസകൾക്ക് അപേക്ഷിക്കുന്നവരുമാണ് ഈ കർശന നിയമത്തിന് വിധേയരാകേണ്ടി വരിക.

"ഈ രാജ്യത്തേക്ക് വന്ന് സംഭാവന നൽകുന്നവരെ ഞങ്ങൾ എപ്പോഴും സ്വാഗതം ചെയ്തിട്ടുണ്ട്. എന്നാൽ നമ്മുടെ ഭാഷ പഠിക്കാതെ, രാജ്യത്തിൻ്റെ ദേശീയ ജീവിതത്തിൽ പങ്കുചേരാൻ കഴിയാത്ത രീതിയിൽ ഇവിടെ താമസിക്കുന്നത് അംഗീകരിക്കാനാവില്ല. നിങ്ങൾ ഈ രാജ്യത്തേക്ക് വരുന്നുണ്ടെങ്കിൽ, നമ്മുടെ ഭാഷ പഠിക്കുകയും നിങ്ങളുടെ പങ്ക് വഹിക്കുകയും വേണം," ഹോം സെക്രട്ടറി ഷബാന മഹ്മൂദ് പറഞ്ഞു.

പ്രധാന മാറ്റങ്ങൾ ഇവയാണ്:

കുടിയേറ്റ നയങ്ങളിൽ സർക്കാർ കൊണ്ടുവരുന്ന പ്രധാന പരിഷ്കാരങ്ങൾ താഴെ പറയുന്നവയാണ്. ഇവ തൊഴിലാളിവർഗ്ഗത്തിൻ്റെ മുൻഗണനകൾ നിറവേറ്റുന്നതിനൊപ്പം, മികച്ച ആഗോള പ്രതിഭകളെ ആകർഷിക്കാനും ലക്ഷ്യമിടുന്നു:

1. ഇമിഗ്രേഷൻ സ്കിൽസ് ചാർജ് വർദ്ധിപ്പിച്ചു:
വിദേശ തൊഴിലാളികളെ സ്പോൺസർ ചെയ്യുന്ന തൊഴിലുടമകൾ നൽകേണ്ട 'ഇമിഗ്രേഷൻ സ്കിൽസ് ചാർജ്' (ISC) 32% വർദ്ധിപ്പിച്ചു. 2017-ന് ശേഷം ഇതാദ്യമായാണ് ISC വർദ്ധിപ്പിക്കുന്നത്. ഈ തുക ബ്രിട്ടീഷ് തൊഴിലാളികൾക്കുള്ള പരിശീലനത്തിൽ നിക്ഷേപിക്കുകയും വിദേശ നിയമനങ്ങളിലുള്ള ആശ്രിതത്വം കുറയ്ക്കുകയും ചെയ്യും. വിദേശ തൊഴിലാളികളെ സ്പോൺസർ ചെയ്യുന്നതിന് തൊഴിലുടമകൾ നൽകേണ്ട ഈ ഫീസ് ചെറുകിട സ്ഥാപനങ്ങൾക്ക് £480 (പഴയത് £364), ഇടത്തരം/വലിയ സ്ഥാപനങ്ങൾക്ക് £1,320 (പഴയത് £1,000) എന്നിങ്ങനെ വർദ്ധിപ്പിച്ചു.

2. വിദ്യാഭ്യാസാനന്തര താമസം 18 മാസമായി കുറച്ചു:
വിദേശ വിദ്യാർത്ഥികൾക്ക് പഠനം പൂർത്തിയാക്കിയ ശേഷം ബിരുദതലത്തിലുള്ള ജോലി കണ്ടെത്താനുള്ള പരമാവധി സമയം നിലവിലെ രണ്ട് വർഷത്തിൽ നിന്ന് 18 മാസമായി കുറയ്ക്കും. 2027 ജനുവരി 1 മുതൽ ഇത് പ്രാബല്യത്തിൽ വരും. പല വിസ ഉടമകളും ഉദ്ദേശിച്ച രീതിയിൽ ബിരുദതല ജോലികളിലേക്ക് മാറുന്നില്ല എന്ന ഡാറ്റയുടെ അടിസ്ഥാനത്തിലാണ് ഈ തീരുമാനം.

3. വിദ്യാർത്ഥി വിസയുടെ സാമ്പത്തിക യോഗ്യത:
2025-2026 അധ്യയന വർഷത്തേക്ക് വിദ്യാർത്ഥി വിസയ്ക്കുള്ള സാമ്പത്തിക ആവശ്യകതകൾ വർദ്ധിപ്പിക്കും. അതായത്, വിദേശ വിദ്യാർത്ഥികൾക്ക് സ്വന്തം ചെലവുകൾ വഹിക്കാൻ മതിയായ പണമുണ്ടെന്ന് തെളിയിക്കേണ്ടിവരും.വിദ്യാർത്ഥികൾക്ക് സ്വയം പിന്തുണയ്ക്കാൻ ആവശ്യമായ ഫണ്ടുകളുടെ അളവ് വർദ്ധിപ്പിച്ചു. ലണ്ടന് പുറത്ത് പ്രതിമാസം £1,136-ൽ നിന്ന് £1,171 ആയും, ഒമ്പത് മാസത്തേക്ക് ഇത് ബാധകമാവുകയും ചെയ്യും.

ആഗോള പ്രതിഭകളെ ആകർഷിക്കാനുള്ള പദ്ധതി:
ബ്രിട്ടൻ്റെ വ്യാവസായിക തന്ത്രവുമായി യോജിക്കുന്നതും ഉയർന്ന വൈദഗ്ധ്യമുള്ള പ്രതിഭകളെ ആകർഷിക്കുന്നതുമായ നിരവധി മാറ്റങ്ങളും പ്രഖ്യാപിച്ചിട്ടുണ്ട്:
• ഹൈ പൊട്ടൻഷ്യൽ ഇൻഡിവിജ്വൽ (HPI) വിസയുടെ വിപുലീകരണം: ലോകത്തിലെ മികച്ച 100 അന്താരാഷ്ട്ര സർവ്വകലാശാലകളിൽ നിന്നുള്ള ബിരുദധാരികൾക്കായി HPI റൂട്ട് വിപുലീകരിച്ചു. ഈ വിസയിലെത്തുന്നവരുടെ എണ്ണം 2,000-ത്തിൽ നിന്ന് 4,000 ആയി ഇരട്ടിയാക്കാൻ സാധ്യതയുണ്ടെങ്കിലും, പ്രതിവർഷം 8,000 അപേക്ഷകൾക്ക് പരിധിയുണ്ടാകും.

• സംരംഭകർക്ക് എളുപ്പമാകും: യുകെയിൽ പഠനം നടത്തുന്ന ലോകത്തിലെ ഏറ്റവും കഴിവുള്ള സംരംഭകർക്ക്, സ്റ്റുഡൻ്റ് വിസയിൽ നിന്ന് 'ഇന്നൊവേറ്റർ ഫൗണ്ടർ' (Innovator Founder) റൂട്ടിലേക്ക് തടസ്സമില്ലാതെ മാറാൻ സാധിക്കും.

• ഗ്ലോബൽ ടാലൻ്റ് റൂട്ടിൻ്റെ മെച്ചപ്പെടുത്തലുകൾ: മികച്ച സമ്മാനങ്ങളുടെ പട്ടിക വിപുലീകരിക്കുകയും ആർക്കിടെക്റ്റുകൾക്കുള്ള നേട്ടങ്ങളുടെയും സംഭാവനകളുടെയും തെളിവുകൾ സംബന്ധിച്ച ആവശ്യകതകളിൽ മാറ്റങ്ങൾ വരുത്തുകയും ചെയ്തു.
മികച്ച ഗവേഷകർ, ഡിസൈനർമാർ, സിനിമാ-ടിവി മേഖലകളിലെ സർഗ്ഗാത്മക പ്രതിഭകൾ എന്നിവരെയെല്ലാം ആകർഷിച്ച് വളരുന്ന മേഖലകളിലെ മത്സരക്ഷമത ഉറപ്പാക്കാൻ, ഉയർന്ന വൈദഗ്ധ്യമുള്ള റൂട്ടുകളിലൂടെ യുകെയിലേക്ക് വരുന്നവരുടെ എണ്ണം ഇരട്ടിയാക്കാൻ സർക്കാർ ലക്ഷ്യമിടുന്നു.

ബോട്സ്വാന പൗരന്മാർക്ക് വിസ നിർബന്ധം:
ഇന്ന് ഉച്ചകഴിഞ്ഞ് 3 മണി മുതൽ പ്രാബല്യത്തിൽ വരുന്ന മറ്റൊരു മാറ്റത്തിൽ, ബോട്സ്വാന പൗരന്മാർക്ക് ഹ്രസ്വ സന്ദർശനങ്ങൾക്ക് ഉൾപ്പെടെ ഇനി യുകെയിലേക്ക് വരാൻ വിസ നിർബന്ധമാക്കി. 2022 മുതൽ സന്ദർശകരായി എത്തിയ നിരവധി ബോട്സ്വാന പൗരന്മാർ പിന്നീട് അഭയം തേടുന്നത് വർദ്ധിച്ചതിനെ തുടർന്നാണ് ഈ നടപടി. ഇത് യുകെയുടെ കുടിയേറ്റ സംവിധാനത്തിൻ്റെ ദുരുപയോഗമായി കണക്കാക്കിയാണ് പുതിയ തീരുമാനം.
കുടിയേറ്റ സംവിധാനത്തിൽ പരിഷ്കാരങ്ങൾ വരുത്തുന്നതിനുള്ള 'പ്ലാൻ ഫോർ ചേഞ്ചി'ൻ്റെ ഭാഗമാണ് ഈ നിയമനിർമ്മാണങ്ങൾ. അഭയം, അതിർത്തി സുരക്ഷ എന്നിവ സംബന്ധിച്ച കൂടുതൽ നടപടികൾ ഈ വർഷം അവസാനത്തോടെ പ്രഖ്യാപിക്കുമെന്നും അറിയിച്ചിട്ടുണ്ട്.

സർക്കാർ നടപ്പാക്കുന്ന നടപടികൾ വഴി പ്രതിവർഷം 100,000 പേർ വരെ യുകെയിൽ എത്തുന്നത് കുറയ്ക്കാൻ കഴിയുമെന്നാണ് ഹോം ഓഫീസിൻ്റെ കണക്കുകൂട്ടൽ.
• 2024-ൽ യുകെയിലേക്കുള്ള മൊത്തം കുടിയേറ്റം (Net Migration) 431,000 ആയി കുറഞ്ഞു.
• 2023-ൽ ഇത് റെക്കോർഡ് ഉയരമായ 906,000 ആയിരുന്നു. അതായത്, ഒരു വർഷത്തിനുള്ളിൽ ഏകദേശം 50% കുറവ്.

യുകെയുടെ കുടിയേറ്റ രംഗത്ത് വലിയ മാറ്റങ്ങൾ അടുത്തുതന്നെ സംഭവിക്കുമെന്ന സൂചന വ്യക്തമാക്കുന്നതാണ് പുതിയ പല സംഭവവികാസങ്ങളും. പുതിയ ഡിജിറ്റൽ ഐഡി യുകെയിൽ ജോലി ചെയ്യുന്നവർക്കെല്ലാം നിർബന്ധമാക്കുമെന്ന് ഇന്നലെ പ്രധാനമന്ത്രി പ്രഖ്യാപിച്ചു.

ഇത് നിലവിൽ യുകെയിലുള്ള അനവധി മലയാളികളെ ദോഷകരമായി ബാധിക്കുന്ന കാര്യമാണ്. സ്റ്റുഡൻറ് വിസയിലും വർക്കർ വിസയിലും ഒക്കെ എത്തി കാലാവധി കഴിഞ്ഞും യുകെയിൽ തങ്ങി ജോലിചെയ്യുന്നവർക്ക്, പല രീതിയിലും ഇത് തിരിച്ചടിയാകും.

അതുപോലെ ഇൻഡഫിനിറ്റ് ലീവ് റെസിഡൻസിക്കായി കാത്തിരിക്കുന്നവരെ ബാധിക്കുന്ന വലിയൊരു മാറ്റവും ലേബർ സർക്കാർ ഉടൻ നടപ്പിലാക്കും. ഇതിനെല്ലാം പുറമേയാണ്, റിഫോംa യുകെ പാർട്ടിയുടെ, അംഗീകൃത കുടിയേറ്റക്കാരെ പോലും പ്രതിസന്ധിയിൽ ആക്കുന്ന വെല്ലുവിളി.

നിയമവിരുദ്ധ കുടിയേറ്റം തടയുന്നതിനുള്ള പദ്ധതികളുടെ ഭാഗമായി, യുകെയിൽ ജോലി ചെയ്യുന്നതിന് ഡിജിറ്റൽ ഐഡി നിർബന്ധമാക്കുമെന്നാണ് മുൻകൂട്ടി അറിയിച്ചിരുന്നതുപോലെ പ്രധാനമന്ത്രി സ്റ്റാർമർ ഇന്നലെ പ്രഖ്യാപിച്ചത്.

Reform UK leader Nigel Farage's press conference announcing the heartbreaking decisions for Indians working in the UK.

Farage vows to end the indefinite leave to remain (ILR) scheme and make the path to citizenship "more difficult".

Nigel Farage begins his speech by saying that "there has been very little discussion about legal immigration" and the impact of "the increase in the number of people coming to this country".

The Reform UK leader claims that "many who have come are not working, have never worked and never will be working" and that many are not skilled workers.

He has pledged to make "massive cuts to welfare spending" or the bill will "bankrupt us".

"Under a reform government, benefits will only be for UK citizens," he says, adding that otherwise it will make the UK "like most normal countries in the world".
