Tpas welcomes the Regulator of Social Housingโ€™s More and Better Social Homes discussion paper and the opportunity to help shape the future of regulation.

Our response supports the ambition to increase social housing supply, alongside investment in existing homes, service quality and meaningful tenant influence.

Our key points are:
โ€ข Tenant insight should inform economic regulation. Residentsโ€™ experiences can strengthen decisions about investment, development, mergers and organisational change.

โ€ข New supply and existing homes should be considered together. Sustainable growth should support landlordsโ€™ ability to maintain safe, decent homes and deliver reliable services.

โ€ข Regulation should consider shared sector pressures. Bringing financial and consumer evidence together can help identify emerging risks and support earlier action.

โ€ข Value for money should reflect quality and outcomes. Cost, accessibility, fairness and tenant experience all contribute to understanding whether services offer good value.

โ€ข Local experiences matter. Looking beyond organisation-wide averages can help identify where particular communities or groups of tenants need additional attention.

โ€ข Improvement should be demonstrated in practice. Tenant feedback should help establish whether changes are delivering better homes and services.

โ€ข Recovery planning should provide clear protections for tenants. Continuity of essential services, timely communication and safeguarding social homes should remain central.

We look forward to contributing to a regulatory framework that supports responsible growth, strengthens accountability and gives current and future tenants meaningful influence over the decisions affecting their homes and communities.

Today is International Tenants' Day 2026.

Established in 1986 as a global day for tenants, this year's theme is 'Affordable, Stable and Secure Housing for Young People'.

International Union of Tenants (IUT)'s President, Marie Linder, said this; "Young people should not have to postpone their future because they cannot find an affordable home. Access to safe, stable and affordable housing is essential for education, work, family life and participation in society. On International Tenantsโ€™ Day, we call on governments to put housing justice at the centre of policy and ensure that every generation can enjoy the right to a secure home"
