Northamptonshire Rights & Equality Council We aim for a socially cohesive society in which diversity and human rights are recognised, celebrated and valued.

Northamptonshire Rights and Equality Council is a non-profit organization which is dedicated to helping those who have been victims of discrimination in the Northamptonshire area. Northamptonshire REC’s vision is to challenge and eradicate discrimination (both personal and institutional) and prejudice or hostility in all its forms; so that all Northamptonshire’s diverse communities and citizens ca

n enjoy peace, achieve their full potential and live free from injustice. In brief, we campaign for social justice in Northamptonshire in the context of the wider agenda for equalities and human rights. We will undertake this work regardless of race, colour, religion, disability, age, sexuality, transgender status or gender. To do this we:

– support and represent individual victims of discrimination

– support victims of hate incidents and monitor hate incidents

– raise awareness of the rights of individuals not to experience discrimination and to have their human rights upheld.

SHE ASKED FOR AN UPDATE.

NORTHAMPTONSHIRE RIGHTS AND EQUALITY COUNCIL hashtag campaign continues with the documented chronology of Harsh*ta Brella’s contacts with Northamptonshire Police.

On 11 October 2024 at 4:14pm, Harsh*ta telephoned the FCR and asked for an update.

The chronology records that Harsh*ta said she had been promised an email previously but had received no response.

She was told that DC Kennedy was not on duty.

The FCR said they would email Kennedy’s manager and ask officers to contact her.

When this entry is considered alongside the chronology we have shared so far, an important point emerges: Harsh*ta continued to make contact with police.

Her journey had changed significantly since she first attended a police station on 29 August. She had subsequently expressed a wish to withdraw her complaint and later wanted contact with her husband.

But those moments should not be considered in isolation.

By 9 October, she was again trying to reach DC Kennedy. On 11 October, she was asking for an update and raising the fact that a promised communication had not arrived.

This is precisely why we are presenting the chronology one entry at a time while also encouraging people to consider the journey as a whole.

We will continue to distinguish between what is documented and what is not.

WALK WITH HARSH*TA: THE JOURNEY SO FAR

Since beginning hashtag , NORTHAMPTONSHIRE RIGHTS AND EQUALITY COUNCIL has been publishing the documented chronology of Harsh*ta Brella’s contacts with Northamptonshire Police one entry at a time.
Today, we want to look at those entries together.

The chronology begins on 29 August 2024, when Harsh*ta attended a police station and reported serious allegations of domestic abuse, including sexual assaults, strangulation, threats to kill and controlling behaviour.

She provided messages as evidence, indicated that she was willing to participate in a VRI and was assessed as HIGH RISK, with a DASH score of 15.

Over the following days, the chronology records further concerns: alleged financial abuse, Harsh*ta feeling unsafe, threats from her husband and pressure from her husband’s family in India.

On 3 September, following further disclosures, she was again assessed as HIGH RISK and described as “very vulnerable.”

The chronology then documents her continuing contacts with police, including attempts to reach DC Kennedy. It records 16 September as the first direct contact from DC Kennedy, 13 days after allocation as OIC.

Then Harsh*ta’s position began to change.

On 17 September, she said that she wanted to withdraw and return to her husband. The chronology records that DC Kennedy was concerned about pressure.

Police subsequently carried out welfare-related activity. Harsh*ta later left the refuge, and by 3 October she was asking whether she could speak to and see her husband.

On 9 October, however, she was still contacting the police. She told the FCR that she had left a voicemail the previous day without receiving a response.
Looking at the chronology as a whole is important.

The experience of domestic abuse is not necessarily linear. Seeking help, withdrawing a complaint, wanting contact with a partner and subsequently reaching out again can all form part of an extremely complex journey.

Our purpose is not to speculate about Harsh*ta’s motivations or retrospectively put words into her mouth.

It is to ensure that individual moments are not considered without the context of everything that came before and after them.

Behind every date, call and recorded action was Harsh*ta.

That is why we will continue to examine the documented chronology carefully and ask what it tells us about her journey and the response she received.

SHE WANTED TO SEE HIM.

NORTHAMPTONSHIRE RIGHTS AND EQUALITY COUNCIL hashtag campaign continues with the documented chronology of Harsh*ta Brella's contacts with Northamptonshire Police.

On 3 October 2024 at 11:57am, Harsh*ta telephoned the FCR.

She asked whether she could speak to her husband, saying that she had dropped the charges and wanted to see him.

At 1:54pm, DC Kennedy called her back.

The chronology records that DC Kennedy explained that the bail conditions remained, provided safety advice, and said she would be in touch.

This entry is important in understanding the wider journey.

Domestic abuse does not necessarily follow a simple or linear path. Someone can seek help and subsequently want contact with the person they have reported. Decisions and circumstances can change.

That complexity is one of the reasons we are publishing Harsh*ta's chronology one entry at a time.

We are not here to speculate about what Harsh*ta was thinking or feeling, nor to judge her decisions.

We are here to ask people to look at the whole journey — what was reported, what was known, what actions were taken and what happened next.

SHE LEFT THE REFUGE.

NREC's hashtag campaign continues with the documented chronology of Harsh*ta Brella's contacts with Northamptonshire Police.

On 20 September 2024, the chronology records indirect contact with police through the refuge.

Harsh*ta had left the refuge voluntarily and moved to a new address.
The refuge informed Northamptonshire Police, and her new address was recorded.

This entry follows the events of 19 September, when police had carried out a welfare check at the refuge and Harsh*ta had said that she wanted to withdraw her complaint.

Why does following these individual entries matter?

Because the experience of domestic abuse — and someone's journey through safeguarding and criminal justice systems — cannot always be understood from one incident or one decision.

By placing each documented contact alongside the next, we can begin to understand the wider chronology and the interactions between Harsh*ta and the agencies around her.

We will continue to distinguish between what the documented record tells us and what it does not.

SHE STILL WANTED TO WITHDRAW.

NORTHAMPTONSHIRE RIGHTS AND EQUALITY COUNCIL NREC’s hashtag campaign continues with the documented chronology of Harsh*ta Brella’s contacts with Northamptonshire Police.

On 19 September 2024 at 8:01pm, police visited Harsh*ta at the refuge and carried out a welfare check.

The chronology records that Harsh*ta was advised not to have contact with her husband.

Harsh*ta said she had not seen him and wanted to withdraw the complaint.
This entry follows the events of 17 September, when the chronology also recorded Harsh*ta saying that she wanted to withdraw and return to her husband.

It is important that moments such as these are not viewed in isolation.

The journey through domestic abuse is not necessarily linear. A person can seek help and later reconsider decisions. Understanding that complexity is important when considering how victims and survivors engage with the systems around them.

Our purpose in publishing this chronology is not to speculate about what Harsh*ta was thinking or feeling. We will not put words into her mouth.

Anjona Roy’s training continues for Justice for Harsh*ta Brella.

While many of us have been relaxing or out and about over the long Bank Holiday weekend, Anjona, CEO of NORTHAMPTONSHIRE RIGHTS AND EQUALITY COUNCIL (NREC), has been continuing her training for The Amazing Northampton Run.

On 13 September, Anjona will take on the challenge in support of Justice for Harsh*ta Brella.

We are incredibly grateful to be able to share that we have now reached our fundraising target.

The impact of being heard and supported

Experiencing hate, harassment or discrimination can leave people feeling isolated, unsafe and unsure about where to turn. Having someone listen, take concerns seriously and provide practical support can make a significant difference.

At NORTHAMPTONSHIRE RIGHTS AND EQUALITY COUNCIL (NREC), we support people experiencing hate crimes and hate incidents to understand their options and navigate the reporting process.

One client told us:

“I don’t think I would have been heard if not for your intervention.”

Another, who had experienced abuse from a neighbour because of her faith, spoke about receiving advice to report each incident and being provided with an alarm that helped her feel safer.

After six years of racial abuse from a neighbour, another client told us:
“NREC supported me through every step… I got up this morning and it was like a breath of fresh air. He’s got no power over me anymore.”

These experiences demonstrate why accessible, compassionate and practical support matters.

POLICE TRIED TO CONTACT HER.

NREC’s hashtag campaign continues with the documented chronology of Harsh*ta Brella’s contacts with Northamptonshire Police.

On 18 September 2024, police initiated contact with Harsh*ta.

The chronology records that they tried to call her regarding her husband being seen near the refuge.

There was no answer, and a text was sent asking for her availability.

The police response records:
“Concern after evidence husband’s vehicle near refuge.”

This entry follows the events of 17 September, when Harsh*ta had said she wanted to withdraw and return to her husband.

Looking at these entries together is important. The journey through domestic abuse can involve changing decisions, uncertainty, attempts to leave or return, and continuing safeguarding concerns.

That is why we are sharing this chronology one entry at a time while also keeping sight of the wider journey.

Hate Crime & Incidents Support | NREC

Experiencing a hate crime or hate incident can be distressing, and taking the first step towards reporting what has happened is not always easy.

NORTHAMPTONSHIRE RIGHTS AND EQUALITY COUNCIL (NREC) has an established history of helping individuals and community organisations identify hate crimes and incidents and supporting them through the reporting process.

We recognise that people who have experienced discrimination because of who they are may lack confidence in reporting an incident. Our aim is to provide support before situations escalate, help people understand what to expect, and work alongside relevant agencies — including police, education, health and local authority services — to help resolve hate incidents.

Our support covers hate crime and incidents related to race, religion, disability, transgender identity, sexual orientation and misogyny.

We are committed to supporting victims and helping ensure hate is challenged and addressed.

We listen. We support. We take action.

Together, we can work towards safer, fairer and more respectful communities across Northamptonshire.

SHE CHANGED HER MIND.

Today, hashtag continues with the documented chronology of Harsh*ta Brella's contacts with Northamptonshire Police.

On 17 September 2024 at 11:53am, Harsh*ta telephoned the FCR and asked to speak to DC Kennedy. She said she had changed her mind and wanted to “take her case back.”

DC Kennedy returned the calls. The chronology records that Harsh*ta said she wanted to withdraw and return to her husband. Kennedy was concerned about pressure.

Police subsequently visited the refuge. DC Powell and PC Woodhouse attended with an interpreter to understand her decision.

Police explained that the DVPO remained in place and that an evidence-led investigation could continue.

This entry is important when considering the wider journey of someone experiencing domestic abuse.

Seeking help does not necessarily mean that every decision afterwards will follow a straight line. There can be uncertainty and changing decisions.

That is one reason why we believe the chronology needs to be viewed as a whole rather than as a collection of isolated contacts.
