There’s been a lot of discussion about progress at Ravenscraig recently and we were invited to a meeting with Ravenscraig LTD for an update

🔹 Apatura – Data Centre & AI Growth Zone

Energy infrastructure developer Apatura is continuing to progress plans for a major data centre at Ravenscraig.
They are still seeking recognition for the site as an AI Growth Zone, though a formal planning application is expected to be submitted in the coming weeks.

🔹 Community Hub – Under Consideration

North Lanarkshire Council is continuing to explore options for a potential joint campus primary school/community hub within Ravenscraig. Discussions are ongoing as they assess what model and location would best serve local residents.

🔹 Ravenscraig Enterprise Park – Work Beginning

Fusion Assets is also beginning work on the Ravenscraig Enterprise Park. This will deliver new industrial units aimed at attracting businesses, supporting local employment, and strengthening the area’s economic base.

🔹 Planning Applications – Ravenscraig Ltd

Ravenscraig Ltd continues to bring forward planning activity across the site as part of the long-term regeneration strategy. This includes applications linked to infrastructure, commercial/retail development, and residential phases as the wider masterplan progresses.

👨🏻‍💻 Data Centres : Following pre-application consultation, and with a planning application imminent by developer Apatura for significantly sized data centres, battery storage site etc at multiple locations across the Ravenscraig site (inc land currently zoned for housing), we’ve taken a neutral position - sharing as much information as possible and encouraging you to find out more and have your say.

📰 This morning’s Sunday National carries a major feature on the rapid expansion of data centre proposals in Scotland, including ten Scottish applications by Apatura (the developer leading the Ravenscraig proposals).

🗣️ The developer argues the proposals are in step with, and unlock, the transformation and delivery of the wider Ravenscraig masterplan - and the Ravenscraig Promise. They argue that the proposals balance utilising employment land (as outlined in the Ravenscraig masterplan) - including a link to AI courses at New College Lanarkshire - and support the development of new housing, district heating and community facilities.

⛔️ Others are concerned that the proposals are contrary to the Ravenscraig masterplan, build on woodland and land zoned for housing, would negatively scar the Ravenscraig landscape, and would utilise significant energy and other resources which might ‘crowd out’ the ability for wider development.

Scottish Government warned over AI data centre 'bubble' amid planning boom

THE rush to build artificial intelligence data centres is a “bubble”, the Scottish Government has been warned amid calls for tighter regulations on the projects.

The bull market that has ballooned around AI data centres – the supercomputer hubs needed to power large language models such as ChatGPT – is at risk of collapse, according to a stark report from the Centre for Public Enterprise, a progressive US think tank.

Holyrood must heed the warning, campaigners told the Sunday National, because Scotland is seen as one of the UK’s prime spots for building energy and water-hungry AI data centres.

The report sets out how companies are at risk of pouring money into infrastructure which may become “stranded” if market conditions turn sour.
It said: “The tech sector’s ballooning growth belies its fragility; a downward correction within the next few years is plausible.”

Growth in AI over the past few years has been immense and the sector has accounted for virtually all US economic growth in the first half of 2025, according to Harvard economist Jason Furman.

Plans for AI data centres are contentious because while they use huge amounts of electricity and water, councils do not require developers to produce environmental impact assessments.

Apatura, which has proposals for 10 AI data centres in Scotland, though none of which have formally been submitted for planning permission, has previously told The National that concerns about both energy and water use are overblown.

However, the Centre for Public Enterprise report “Bubble or Nothing” has reignited the debate, with campaigners saying it makes the case that the powers that be should take a more sceptical view of the promised economic benefits of the sector.

Kat Jones, director of the Action to Protect Rural Scotland pressure group, told the Sunday National: “Scotland is accelerating headlong into becoming collateral damage in this AI bubble as we see data centres queuing up to come to Scotland.

“If we allow this to happen, it will be at the expense of the cost of living, as data centres create negligible permanent jobs and use mind-boggling amounts of energy, driving up electricity prices. For example, there is a moratorium on new housing developments in several London boroughs where data centres are using so much energy.”

More than 20 data centres operate in the Isle of Dogs in east London, where the local council has warned that there was “severe” risk that housebuilding could not proceed for “potentially 10 plus years due to lack of available electricity supply”, London Spy reported in June.

Jones added: “We can only hope that this bubble collapses before the data centres that are planned in Scotland get built.

“It is hard to understand why the Scottish Government is so keen to welcome data centres into Scotland when they use inconceivably large amounts of energy, and water, are extremely noisy, drive up energy prices, and operate on a skeleton staff when in operation.”

Scottish Greens MSP Ariane Burgess added that the growth of the digital economy – which has recently made AI computer chip manufacturer Nvidia the most valuable company in history – was piling pressure on the environment.

She added: “I am concerned that the lack of planning guidance and less than robust environmental assessments for these data centres are committing to developments that totally undermine Scotland’s climate targets while benefitting big, multi-national businesses.
“Like any business, there must be long-term sustainability, and it is worrying that these costly centres will be built without calculated planning and possibly abandoned just as quickly when the boom is over.

“There must be a national strategy that ensures these facilities are located and designed in ways that align with our net-zero ambitions, instead of rash decision-making during planning applications in over-stretched local planning departments.

“We’ve already seen in other areas how communities have been left to endure the noise, pollution, and visual blight of massive industrial buildings with little say in the process. That must not happen here.”

Scottish Greens MSP Ariane Burgess
Burgess (above) said that for AI data centres to be considered “truly green”, they must demonstrate “energy efficiency and a commitment to renewable power, heat recovery, and reducing impact on local ecosystems”.

A Scottish Government spokesperson said: “Planning authorities have a responsibility to consider the environmental implications of all developments which require planning permission.

“In cases where a proposal is likely to have a significant environmental effect, these powers are further supplemented by the procedures set out in the Environmental Impact Assessment Regulations.

“All proposed developments need to be considered on their own merits, in order to gauge whether the likely effects on the environment could be considered significant and whether an environmental impact assessment would be required.”

A UK Government spokesperson added: “Data centres are a vital part of our economy and our everyday lives – helping us interact with the services we need, access information at the touch of a button, and driving growth and renewal for communities. The AI Growth Zone announced for north Wales earlier this week will create more than 3400 jobs – highlighting their potential to help transform lives and spark new growth.

“We are, of course, though aware of the energy and water demands of data centres, which is why our AI Energy Council is helping to ensure we are powering our AI future responsibly, never compromising on our clean energy superpower ambitions.”

IMPORTANT >> RAVENSCRAIG : DEVELOPMENT UPDATE

We recently shared an update on plans by digital infrastructure specialists, Apatura, for an ‘AI Energy Campus’ (artificial intelligence data centres with associated renewable energy battery storage hub) on two parcels of land at either end of Ravenscraig. One on the current site zoned for employment land (diagonally across from the sports centre) and the other on disused land behind the railway line at the very rear of the site. Like the previous application, the latter is on land currently zoned for new housing.

We met this week with both Apatura and Ravenscraig Ltd (the consortium who are developing the full Ravenscraig masterplan and site).

WHAT’S THE LATEST NEWS?

Ravenscraig Ltd advise us that :

🏫 Local schools : Primary school education is on the way through North Lanarkshire Council’s Community Hub proposals. North Lanarkshire Council confirmed its investment commitment for the Community Hub within Plots TC4-TC6 (immediately south of The Craig park) during the full council budget on 20th February 2025. The Community Hub comprises a joint school campus, 100+ affordable homes and a potential ‘cultural offering’. The Council approved funding for the proposed Community Hub at the Strategic Capital Investment Programme 2024/25 to 2028/29 meeting on 13th March 2025. The investment plan includes £347m for new Town and Community Hubs towards Abronhill, Glenboig and Ravenscraig.

🏘️ Local homes : More new sustainable family and affordable homes are on the way. They advise the proposed remediation works to 200 acres of land will be the catalyst to create 2,500 more homes. The major planning application for the extraction and remediation works is currently being reviewed by North Lanarkshire Council and they anticipate the application being granted in October/November 2025 with a view to commencing on site in January 2026.

🛒 Local shops - the planning application to create a neighbourhood retail hub at Prospecthill Road (shops and a drive through food unit) is currently being reviewed by North Lanarkshire Council and they hope the application will be determined in September 2025. Further larger retail proposals are also being considered to the south of the development.

🎾 Local sporting facilities - such as Padel Tennis courts are currently being considered which will potentially be situated to the east of the Regional Sports Facility car park.

🧰 Local jobs – Fusion Assets and Motus (UK) Limited are currently on site constructing industrial buildings which will provide employment opportunities. Fusion Assets has commenced the construction of the 62,000 sqft mixed industrial scheme and Motus has commenced the construction of its purpose built 38,000 sqft DAF commercial vehicle repair centre, workshop, parts and office.

🛣️ Local roads : Roads and pathways - North Lanarkshire Council remains committed to delivering the £77 million Ravenscraig Access Infrastructure South project. The second phase (1st phase – West coast Mainline underbridge was completed in 2023), which will see the road constructed from the roundabout at the Regional Sports Facility to Airbles Road, is due to start in 2026 and complete in 2027. A further Active Travel Link connecting the employment land to Coursington Road to the west, is also being considered.

🌳Local Biodiversity – Ravenscraig Limited has committed to maintaining the biodiversity area within the Ancient Woodland which includes newt ponds, butterfly mounds and plover fields for nesting birds. A new 13 acre woodland, immediately south of the BOC Plant, will also be planted this coming winter which will provide added biodiversity to the site.

THE AI ENERGY CAMPUS

Apatura advises they’re ready to kick off their consultation on the proposals.

The company advise that ‘Apatura is bringing forward early proposals for a new AI Energy Campus, located within the Ravenscraig masterplan area. While independently developed, the project is shaped by the vision of Ravenscraig Ltd and the Ravenscraig Promise, a commitment to creating a cleaner, better future for the community. Our aim is to honour that promise by delivering clean energy, digital infrastructure, and long-term local benefit.’

Their first public consultation event will take place on Monday 1st September at the Wellbeing Academy, New College Lanarkshire (1 Enterprise Way, Wishaw, Motherwell ML1 2TX), from 3–8pm. A second event will follow on Monday 6th October, also at the Wellbeing Academy from 3–8pm.
