What actually went on someone's mind to damage the litter bins in Shiredale Estate, provided by SHOUT TMO, like this?

Please let's have a community discussion. What do you think are the reasons behind this? Who could be doing this? Would that be related to bad parenting? Criminal Mindset by GENE, or maybe a lack of basic education? Or even a problem with education in schools, where children should learn how to preserve community assets?

THIS IS A CLEAR ASB (Anti-Social Behaviour), and it is a criminal offence, punishable with hefty fines, imprisonment, and mandatory community services.

At SHOUT TMO, we will deploy additional resources to address the ASB, apprehend the individuals involved, and share information with law enforcement agencies.
