I have writen to the Welsh Health Minister today,because of the way that the Llais report was totally ignored, and the misinformation put before the health board about extensive consultation being carried out ,
The Consultation was about the redevelopment on Maestetg Community Hospital and not a new Health Centre which they want to consult us on now, after the Board had voted on that decision , I also made reference to fgures used in the meeting with no supporting evidence
I pointed out we totally distrust the health Board which needs to be brouight to account by Welsh Governent , and if not addressed there will be distrust in Welsh Government
The email address is on a previous post, so i am asking for the people of Maesteg and the llynfi Valley to write to your MSs and the Heath Minister so that our Voices can be heard, and the issues with this health board addressed

We gave the new Senedd time. Time to settle, to take stock, and to set out credible plans to address the persistent A&E pressures and corridor care crisis affecting North Wales—and now spreading into mid and south-west Wales.

But the crisis has not paused for politics.

This week, Flintshire became the third BCUHB county council—alongside Denbighshire and Conwy—and the fourth in Wales, with Powys, to declare a health emergency. Half of the six local authority areas within BCUHB have now formally sounded the alarm over unsafe and unsustainable conditions for patients and staff.

Yes, social care pressures are a major factor. But that is precisely why greater scrutiny is needed—not less—of what is happening inside Wales’ largest and worst-performing health board.

The new Health and Social Care Secretary, Mabon ap Gwynfor, has announced plans for 600 new GPs, expanded out-of-hours provision, and surgical hubs to tackle waiting lists. These are welcome steps. But they do not address the fundamental blockage in the system: patients who are medically fit to leave hospital but have nowhere safe to go.

Without robust step-down care and reablement services, people remain stuck in hospital beds they neither want nor need—while others wait dangerously in A&E corridors for care.

Across North Wales, communities are being asked to accept fewer local inpatient beds and more fragmented “community solutions” that simply do not match the level of need.

In Tywyn, BCUHB argues that reopening 16 modern inpatient beds would cost a minimal amount more than its current model—one that offers overstretched nurses around 20 minutes a day with vulnerable patients across a wide rural area. Yet nearly half that amount has already been spent on private consultancy, for a process that will not even reach formal consultation until the autumn—more than three years after the beds were “temporarily” closed.

In Penley, credible, workable alternatives put forward by the Rainbow Foundation—experts in reablement already operating on site—have been excluded from consultation. Not one of the board’s proposed options includes inpatient beds.

In Abergele, a ward is due to become available following the opening of the Llandudno surgical hub. Still, there is no confirmation it will be used to relieve the well-documented pressures at Glan Clwyd, just ten minutes away.

And this is not isolated. Hywel Dda and Cwm Taf Morgannwg are following the same path: closing and centralising community beds through drawn-out processes that feel less like genuine consultation and more like attrition.

The faces in government may have changed. The direction of travel has not.

Centralisation has been the dominant strategy for nearly three decades. It has not delivered a resilient system. There is no reason to believe it will start now.

It’s time to step back from the narrow focus on waiting list statistics and look at the whole system. Healthcare does not function in silos. It depends on balance.

Primary care to prevent and manage illness.
Acute care to treat it.
Step-down care to support recovery and independence.

Remove one layer, and the whole structure falters.

Right now, that is exactly what we are seeing: vulnerable patients stranded in hospital, and acutely unwell people unable to access timely care.

Until we rebuild that full pathway—including properly resourced local inpatient and reablement services—this crisis will not resolve. It will deepen.

We need to raise our voices and make sure step-down care is not forgotten.

Re: The future provision of health services in Maesteg

Dear Paul

I am writing to you regarding the future provision of health services in Maesteg, an issue that is of significant importance to our community. Over recent months tensions have risen and, in response to this, we have undertaken a programme of engagement with residents and local stakeholders to better understand their experiences, priorities and concerns.

The feedback gathered highlights both the strong value placed on accessible, high- quality local services and the need for a clear, sustainable vision for their delivery going forward. In this context, I would like to share key themes emerging from our engagement and outline a set of proposed next steps to support a collaborative and informed approach to shaping future provision in Maesteg.

Engagement Feedback

Across our engagement activities, there has been a strong, consistent and deeply held community concern regarding the proposed replacement of Maesteg Community Hospital with a new Health & Wellbeing Centre at Ewenny Road. The following are the key overarching findings, with further detail included in the appended report:

 Overwhelming opposition to the loss of Maesteg Hospital, particularly its inpatient and community bed capacity.
 High levels of distrust in the Health Board, driven by perceived lack of transparency, inconsistent messaging and insufficient engagement.
 Significant concern about accessibility, especially transport barriers, cost of travel, and the impact on elderly and vulnerable populations.
 Strong demand for localised care, including:

 Step-down and rehabilitation beds
 Minor injuries services
 Local outpatient clinics
 Integrated health and social care provision

 System-wide pressures evident, including:

 Difficulty accessing GP appointments
 Long waiting times
 Poor patient flow and delayed discharges

 Perception of inequality, with Maesteg viewed as underserved despite high health need and deprivation.

While a small number of respondents support a modern, purpose-built facility, this is conditional on:

 Retaining local access
 Addressing transport issues
 Delivering equivalent or enhanced services (especially beds)

It can be summarised that the proposal, as it stands, is seen not as an enhancement but as a net loss of provision, particularly due to the absence of inpatient capacity that it is felt was never appropriately consulted upon following the temporary changes made during the COVID pandemic.

Next Steps

As you know, Llais’ role is not to determine support for any proposal put forward by the Health Board or to recommend alternatives. What we would urge is that the Health Board seriously consider this matter, identify any viable way(s) forward and commit to an enhanced period of communication and engagement with the wider community of Maesteg, to foster greater trust and demonstrate your willingness to be open and transparent for what remains of this process.

To this end, I have included a proposed action plan in the appended report that expands upon the following:

1. Set the tone before actions or decisions are taken
2. Rebuild trust with the community of Maesteg
3. Set up a Community Reference Group
4. Address the core system issues

I look forward to hearing the Boards deliberations and decision on the way forward at the meeting.

What Was Covered
CTM UHB outlined the current position regarding the provision of health and wellbeing services in the Llynfi Valley, Maesteg Community Hospital and the development of a health and wellbeing centre.

CTM UHB noted that a briefing on community bed provision, care home provision and Hospital@Home services in Bridgend County is available for sharing, alongside this meeting readout.

Supply Chain Partners are currently undertaking non-site-specific design activities, including further developing the thinking around spaces provided for health and local authority services, as well as ongoing site survey activities at the alternative site at Ewenny Road, Maesteg. This ongoing activity does not pre-empt any decision on the location of a future health and wellbeing centre for the Llynfi Valley, but will provide further confidence about the information available upon which any decision is taken. No decision will be taken until after the Senedd election in May 2026.

CTM UHB will ensure the feasibility study information for the options under consideration, including Maesteg Hospital and the alternative Ewenny Road site, is publicly available before any decision is taken.

CTM UHB noted that Llais (an independent statutory body, set up by the Welsh Government to ensure that the views and experiences of individuals are considered in the delivery of health and wellbeing services) will be holding its own feedback event for local people at Maesteg Town Hall on 26 March 2026. The event will consider the future of health and wellbeing services in the Llynfi Valley.

Llais will provide feedback to CTM UHB, and this feedback will be the basis for further engagement with the community. The pre-election period will begin on 8 April 2026 and therefore no engagement will take place from then until after the Senedd election, which takes place on 7 May 2026.

Issues Raised by Local Representatives
Cllrs raised the wider CTM UHB service changes / delivery within the Bridgend County Borough and BCBC and CTM UHB reaffirmed their commitment to work together to deliver high-quality, accessible services for local people
Cllrs queried whether CTM UHB staff could attend the Llais event on 26 March 2026. CTM UHB confirmed staff are free to attend should they wish
Cllrs queried the Llais event format, and CTM UHB agreed to ask Llais to publicly clarify this
