CoST is a country centred multi-stakeholder initiative designed to promote transparency and accountability in public infrastructure investment. At CoST’s core is the belief that the processes involved in the construction of public infrastructure must be made more transparent. The public must be armed with the information they need to hold decision makers to account and to ensure better value for m

oney in the construction sector. CoST is making this ideal a reality. It works with government agencies to gather, verify and disclose information into the public realm. Creating a more transparent sector ultimately leads to better public infrastructure, offering potentially huge human benefits, for individuals and communities across the world. It also reduces waste in public budgets, enables fairer competition in the private sector and increased opportunities for investors.

📢Uganda has taken another step towards stronger infrastructure transparency with the relaunch of the upgraded Data Publication Portal on the Government Procurement Portal.

Speaking at the relaunch, Hon. Fred Byamukama, Minister of Works and Transport, highlighted the importance of open, accessible and standardised infrastructure data in improving accountability, strengthening public oversight, and delivering better value for money.

The upgraded portal will support Procuring and Disposing Entities to publish infrastructure information aligned with international open contracting and CoST standards, helping citizens, oversight bodies and the private sector better understand and monitor public investments.

This milestone marks an important step towards more transparent, accountable and citizen-focused infrastructure delivery in Uganda.

Globally, trillions are invested in infrastructure every year — but without transparency, risks and inefficiencies can go unnoticed.

In West Lombok, Indonesia, the Infrastructure Transparency Index (ITI) identified gaps in infrastructure data availability and management.

Following the assessment, around 2,000 pieces of project information were consolidated into the INTRAS platform, while government officials received training on data standards and publication.

The result? Better access to infrastructure information, stronger institutional ownership, and improved oversight for both governments and communities.

Measuring transparency is the first step toward improving it.

In Costa Rica, the Infrastructure Transparency Index (ITI) highlighted gaps in infrastructure data publication and citizen participation.

Since then, a national infrastructure data platform has been launched, institutions trained on open data standards, and transparency reforms incorporated into national legislation.

Over four years, Costa Rica increased its ITI score by 41% — showing how transparency reforms can drive long-term institutional change.

Globally, up to 30% of public infrastructure investment is lost to corruption and mismanagement. That’s why measuring transparency matters.

In Ecuador, the Infrastructure Transparency Index (ITI) helped identify gaps in infrastructure data publication and coordination between institutions.

In response, Ecuador launched a public infrastructure data platform aligned with international open data standards — now publishing information on more than 32,000 projects representing USD $9.3 billion in investment.

By making infrastructure data more accessible and easier to understand, the ITI is helping strengthen oversight, improve transparency, and support better decision-making.
