Protecting the Mind in the Age of Brain-Computer Interfaces

Abstract: Rapid progress in brain-computer interface (BCI) technologies has opened new possibilities for direct communication between the human brain and digital systems. While these innovations promise transformative benefits across fields such as medicine, communication, and human enhancement, they also raise significant legal and constitutional concerns regarding mental privacy, cognitive autonomy, and the protection of human thought.

This study assesses whether constitutional rights especially those ensuring privacy, dignity, and liberty adequately protect the mind from intrusion via BCI technologies. Drawing on theories of neuro-rights and cognitive liberty, the paper examines whether existing legal frameworks and new approaches can address the risks posed by neurotechnology.

The research argues that although existing constitutional protections may offer partial safeguards, they remain insufficient to fully address the unique challenges introduced by neurotechnological innovations. Consequently, the study emphasises the need for explicit legal recognition of neuro-rights to ensure adequate protection of mental autonomy in the age of advanced neurotechnology.

QDMTT and Fiscal Sovereignty: A Constitutional Perspective

Abstract: The global tax reform initiative commonly referred to as Pillar Two establishes a coordinated international framework that introduces a minimum corporate tax rate for multinational enterprises. The reform is primarily designed to address profit shifting and harmful tax competition by creating a global minimum effective tax rate of 15 per cent.

It also allows jurisdictions to introduce a Qualified Domestic Minimum Top-Up Tax (QDMTT), enabling them to collect additional tax on multinational profits when they are taxed below the prescribed threshold. Although the reform seeks to promote fairness and stability in the international taxation system, it also raises significant constitutional concerns for developing economies.

This study examines whether implementing QDMTT within the Pillar Two framework may undermine fiscal sovereignty and constitutionally protected taxation powers. The research explores the link between international tax coordination and domestic constitutional frameworks. It focuses on legislative competence, parliamentary authority over taxation, and the principle of state sovereignty.

The study argues that while Pillar Two could improve tax equity, implementation in developing countries must ensure consistency with constitutional principles and protect fiscal autonomy.

This paper investigates why such narratives persist and gain influence even within high-information societies where individuals have extensive access to data, evidence, and diverse viewpoints. Integrating psychological theories of cognition and belief formation with philosophical perspectives on rationality, this study argues that radicalisation frequently arises from adaptive cognitive mechanisms, identity-driven reasoning, and epistemic vulnerabilities rather than simple irrationality.

The paper analyses the mechanisms that enable these narratives to spread, examines their ethical implications, and considers potential policy interventions to reduce their appeal and influence.

In recent years, however, multiple crises, organized disinformation campaigns, and the increasing politicization of scientific knowledge have significantly weakened trust in expert authority.

This study examines the legitimacy challenges confronting technocratic governance in an era characterized by declining confidence in scientific institutions. Drawing on insights from political theory, epistemology, and public policy scholarship, the paper explores the foundations of technocratic authority, the psychological and social determinants of public trust, and the conditions under which expert-led governance can remain both effective and democratically legitimate.

Media Freedom and the Protection of Journalists

Abstract: Media freedom is widely recognised as one of the most essential foundations of democratic societies. It plays a critical role in promoting transparency, strengthening accountability, and enabling citizens to participate meaningfully in governance and public decision-making. Through independent reporting and investigative journalism, the media functions as a bridge between the state and the public, ensuring that information about political, social, and economic issues remains accessible. Despite its importance, journalists around the world increasingly face numerous challenges that threaten their ability to work freely and safely. These challenges include censorship, political interference, physical violence, digital surveillance, online harassment, and legal intimidation.

This research examines the structural and institutional factors that weaken press freedom. It focuses on three interrelated concerns: state censorship, political capture of media institutions, and threats against journalists. The study uses comparative case analysis and qualitative policy review. It explores how governments, corporations, and non-state actors shape media environments and influence journalistic practice.

The findings suggest that fragile legal protections and financial dependence on political or corporate actors contribute to erosion of media independence. Rapid expansion of digital surveillance technologies also plays a role. In response to these challenges, the paper proposes a comprehensive framework for strengthening journalist protection.

This framework emphasises the importance of legal reforms, the creation of independent regulatory institutions, stronger international accountability mechanisms, and the development of technological safeguards that protect journalists from digital threats. Ultimately, safeguarding media freedom is not only a professional issue concerning journalists but also a fundamental democratic necessity that protects citizens' right to access reliable and independent information.
