RJ4All has published a new Policy Brief: HMPPS Restorative Practice Policy Framework and RE:HUB Developments.
The briefing outlines emerging developments from the current review of the HMPPS Restorative Practice Hub(re:hub), and explores what these changes could mean for Restorative Justice across prison and probation services.
RJ4All welcomes efforts to improve timeliness, transparency and consistency. However, we remain clear that access to Restorative Justice should be based on individual assessment, informed consent and safeguarding, not blanket exclusions based solely on offence type.
Our key recommendations include:
▪️Restorative Justice should remain accessible where participation is voluntary, informed and assessed as safe and appropriate
▪️Complex cases should trigger enhanced safeguards and specialist oversight, not automatic exclusion
▪️Equity and inclusion must remain central, especially in cases involving gender-based violence, racialised harm and hate crime
▪️Practitioners should be provided with sufficient training, supervision and resources to support complex cases safely and effectively
