4in10

4in10 4in10 is a campaigning network of 400 London organisations working to improve the lives of children living in poverty across the capital.

The UK is one of the richest countries in the world, yet there are four million children living in poverty, of which a staggering one million grow up in severe and persistent poverty. The situation is even worse in London, where 4 in 10 children live in poverty.

4in10 was created in response to this situation in London. 4in10 is:

• a network of voluntary and community organizations, Local Author

ities and others from across London who want to tackle child poverty
• a project to build the capacity of London organizations and individuals, to tackle child poverty in London
• a forum for London organizations and community members to share best practice, skills, knowledge and expertise on child poverty, and build community voice on issues in London

A moment to be proud of for 4in10! Yesterday we were invited as members of the End Child Poverty UK Coalition to attend an event in Downing Street, hosted by the Chancellor, to mark the lifting of the two-child limit.

Our director Katherine was delighted to be joined by Naomi Martin from Commonside Trust to represent our 450 organisation-strong Network at the event.

As the Chancellor made very clear when she spoke - this vitally important step that the Government has taken, only happened because of the tenacious campaigning of a broad alliance of parents, young people and organisations over many years - a powerful reminder of our collective strength when we consciously choose to unite together around a goal.

This is the essence of 4in10's philosophy and we will keep on bringing together voices in London to ensure that this is only the beginning of the change we so urgently need to see.

‘When you don’t have money, you’re constantly having to compromise on the things that you want to do, like going out with friends and your education.’ (young woman, aged 18)

Poverty can narrow what feels possible, making it harder for young people to access the opportunities and cultural capital that support aspirations.

In recent workshops on child poverty, young people spoke about constantly having to make compromises. They gave multiple examples of missing out on everyday experiences, such as meeting up with friends and going on school trips, as well as broader opportunities that can shape confidence, aspirations, and future pathways. Over time, they can chip away at confidence, belonging and ambition. Despite this, many young people demonstrated resilience, determination, and a strong sense of hope for their future.

🗣‘When you’ve been raised in poverty, you have fewer opportunities, so you’re not able to access the same opportunities as others.’

Poverty undermines children’s rights: their right to dignity, safety, health and an adequate standard of living.

As part of the series of workshops we held with young people taking part in XLP 's young leaders programme, facilitated by John Khan and Tom Goulden from Priority 1-54, it was important to inform young people about their rights under the UNCRC and explore how poverty can undermine those rights. Through this work, young people made clear that poverty is more than just about money; it is about whether their rights are being realised.

When children grow up in poverty, their rights to dignity, safety, health and an adequate standard of living are too often compromised. This is not inevitable. It reflects structural inequality and political choices that leave many children and young people with fewer opportunities than others from the outset.

🗣‘For me, it’s the shame of feeling poor 24/7.’ (young Londoner aged 17)

When poverty is wrapped in shame, it silences young people, stops them speaking out and holding adults accountable.

In the 'Potential not Poverty' report published last week young people spoke powerfully about the stigma associated with poverty and how it can make them feel judged, exposed, and alone. That shame is not accidental. It is rooted in wider inequalities and in a culture that too often blames individuals for poverty rather than confronting the structural systems that create it.

Building trust with young people is an important starting point, because shame can silence them, making it harder to ask for support, speak out on issues of child poverty and, more importantly, hold key decision-makers accountable.

New Government data released today shows that 38% of London's children live in poverty.

That figure represents hundreds of thousands of children growing up without the essentials every child has a right to, including a safe home, warm clothes, and enough nutritious food.

Child poverty is not inevitable. It is the result of choices and it can be reduced through different choices.

With the publication of the Government’s Child Poverty Strategy in December 2025, there is now a critical window to turn commitment into action and ensure that national, regional and local plans work together to deliver real change in children’s lives.

📣 TODAY we set out our shared action plan describing the steps needed at central, regional and local level to make real progress. There is no single solution: tackling child poverty requires sustained action across the short, medium, and long term.
