📌 News on Electricity Costs 📌

Following the announcement in July that there will be a change to the VAT on Domestic Electricity for 6 months from October 1st 2026, many have sought clarification on the position of Park Home Owners who purchase their electric direct from the Park Owner.

We can now advise that the Statutory Instrument to achieve the change from 5% to 0% has now cleared Parliament and gives clear information on the position of Park Homes.

The legislation clearly states that Caravans (the government's term for Park Homes) are included. The change to the VAT rate also includes any standing charge.

It is understood that there are Parks where the Electricity costs are included in the pitch fee. In this case the VAT rules follow the Pitch Fee rules. If the Pitch Fee is zero rated there is no change as the electricity costs have never been subject to VAT.

So if you are currently paying 5% on your metered supply there should not be any VAT charged from bills dated on or after October 1st until bills dated after March 31st 2027.

PARK HOME RESIDENTS NEED TO VOTE NOW on this because you could be hit with a double commission charge if the new ESTATE LEVY is introduced by Government.

This means that if the 10% commission is not abolished AND the new 10% Estate Levy is brought in, you will lose 20% of the equity in your home.

THIS LOSS DOES NOT APPLY TO ANY OTHER FORM OF HOUSING, and you have less than 2 weeks before the first phase of the consultation closes.

A scenario that could happen:
If the sole occupier is a park home owner who passes away, and the Will leaves the home to the children. Children decide to sell the parent's home but have to forgo a commission (currently 10%) to the site owner. Government imposes an Estate Levy at Probate which includes the value of the park home and collects another 10% - meaning 20% has been taken from the value of the Park Home.

We need as many residents as possible to vote 👍on this proposal:
“We should allow Park Home Owners to keep 100% of the sale price of their homes to help them pay for any move to a Care Home.”

A big thank you to all the constituents who took part in today’s discussion on park home ownership.

It was an engaging and wide-ranging conversation, and I’m very grateful to everyone who shared their experiences and highlighted the unique challenges faced by park home residents.

There was clear agreement that the 10% site commission fee should be abolished and I will now be writing to the Ministry of Housing, Communities & Local Government to convey the strength of feeling on this issue.

I will also be urging Ministers to ensure that the views of park home residents in Doncaster North are fully reflected in the Government’s consultation on reform of the park home sector.
