Dovilė Šakalienė is a Member of the Seimas, the Parliament of Lithuania, representing the Lithuanian Social Democratic Party. She also serves as Vice Chair of the Parliamentary Group for Relations with the Republic of China (Taiwan). From 2024 to 2025, she served as Lithuania’s Minister of National Defence, bringing extensive policy and practical experience in national security, geopolitics, and the security challenges facing NATO’s Eastern Flank.
Before entering public office, Šakalienė served as Executive Director of the Human Rights Monitoring Institute and as Managing Director of NGO Programme Lithuania, dedicating many years to human rights, civil society, and democratic governance.

🎤 Keynote Speech
Resilience Under Pressure: Lessons from Lithuania and NATO’s Eastern Flank
Facing a persistent security threat from Russia, how has Lithuania strengthened its national defence, reinforced societal resilience, and worked alongside NATO allies to build a stronger collective defence?
And as Lithuania and Taiwan both stand on the front lines of democracy, what can they learn from each other — and how can they deepen their cooperation?
We look forward to welcoming Dovilė Šakalienė to Helsinki and hearing her insights and first-hand policy experience from NATO’s Eastern Flank.
