European Network on Statelessness The European Network on Statelessness is an open and growing network of organisations working to end statelessness in Europe.

ENS was established in 2012 as a coordinating body and expert resource for organisations and individuals working to promote the right to a nationality in Europe. Since then we have grown into a dynamic organisation with a dedicated staff team of eight and a committed membership spanning 41 European countries. We strive to be an effective catalyst for change, mobilising key actors and galvanising c

ivil society action on an issue that was previously hidden and ignored. At the heart of our strategy is an understanding of the need to raise awareness about statelessness, support legal and policy development and build civil society’s capacity to act. We are dedicated to working alongside stateless people and their communities to strengthen their voices and together advocate for full respect of their human rights. Our London-based Secretariat coordinates the activities of our growing and diverse membership across Europe ranging from large international NGOs to grassroots and community organisations, legal advice agencies, thinktanks, stateless activists, and prominent international law experts. Stateless people face the risk of rights violations every day because most European States lack a proper process to determine statelessness and provide a route out of limbo.

In Germany, the determination of statelessness has so far not been formally standardised at the national (federal) level. As a result, identification and recognition are inconsistent across different regions and lead to legal uncertainty.

Due to a lack of visibility as well as legal gaps and the absence of relevant regulations, guidance, or information for authorities, tens of thousands of people live in Germany without a recognised nationality, including many who may be stateless or at risk of statelessness.

📢 Key outcomes from our joint conference in Berlin - and what's next?

In November 2025, ENS and Statefree came together in Berlin to host a conference on Statelessness & Innovation: Building Power Through Collective Action.

Over three days, more than 100 participants shared knowledge, built connections and explored how to drive change forward.

What stood out most was how exchange translated into action. Connections became collaborations, discussions shaped recommendations, and shared experiences informed next steps.

We are now sharing our Conference Outcomes Report with key learnings and concrete actions which we will be taking into our work moving forward.

Today, on , we stand in solidarity with Roma communities and the Roma rights movement and call for an end to antigypsyism in all its forms.

Ending statelessness is core to Roma rights. Equal access to legal identity and citizenship is not optional, it is fundamental to equality, dignity, and nondiscrimination.

Through our project, we have collaborated with members and partners across the Western Balkans to set out what must change to ensure equal access to birth registration and citizenship.

Last year, we published a series of reports highlighting what needs to change in:

🔹 Montenegro
🔸 North Macedonia
