Situation Report & Policy Proposal
Landslides, Flooding & Cyclone-Related Devastation in Sri Lanka
1. Introduction
Sri Lanka is experiencing severe landslides, earth slips, and flooding, causing a national emergency with
catastrophic humanitarian and environmental consequences.
2. Humanitarian Impact
Over 300 confirmed deaths, thousands displaced, and widespread need for food, shelter, healthcare, and
logistics.
3. Contributing Factors
Long-term deforestation, unsustainable agriculture, slope destabilization, and extensive destruction of wetlands.
4. Immediate Government Actions Needed
Mandatory relocation from high-risk zones, creation of safe settlements, emergency relief coordination, and
halting harmful development.
5. Wetland Restoration (Critical Priority)
Wetlands must be restored as natural flood buffers. Their destruction has magnified flooding severity. Restoration,
protection, and ecological zoning are essential.
6. Long-Term Mitigation Measures
Reforestation, nature-based solutions, watershed management, and rehabilitation of degraded landscapes.
7. International Collaboration
Sri Lanka must work with global experts, funding agencies, and diaspora groups to implement restoration
programs.
8. WFSLM Role
WFSLM will mobilize global Sri Lankan communities, facilitate partnerships, support restoration, and assist
implementation.
9. Conclusion
A national strategy combining scientific, ecological, and humanitarian action can rebuild resilience and protect
future generations.

Dear Tan

SUPPORT FOR SRI LANKA

I write with a plea. I respectfully request that you encourage the UK government to extend substantial and sustained financial Orr and political assistance to Sri Lanka, which is now facing a severe economic shock following the extensive flooding and landslides caused by Cyclone Ditwah - marked by widespread flooding, deadly landslides, displacement of more than 1.4 million people, and nearly 800 individuals either dead or missing. The cyclone has resulted in widespread destruction to infrastructure and livelihoods in several critical sectors of the economy, exacerbating the country’s already fragile fiscal and social conditions.

FINANCIAL ASSISTANCE

We are deeply grateful for the UK government’s announcement on the 3rd of December 2025 of £1 million in urgent humanitarian support for families affected by Cyclone Ditwah. This assistance - delivered through trusted humanitarian partners such as the Red Cross, UN agencies, and local civil society organisations - is both timely and invaluable.

However, Sri Lanka’s needs are far greater. Cyclone Ditwah devastation will cost Sri Lanka billions of dollars. With annual external debt servicing obligations amounting to over £1,000 million, the country urgently requires additional financial support and grants to rebuild essential infrastructure, restore livelihoods, reinforce social services, and strengthen its external reserves.

POLITICAL ASSISTANCE

Sri Lanka’s 17th IMF sovereign debt restructuring agreement provides limited debt service relief. It therefore failed to provide a sustainable solution to Sri Lanka’s debt crisis and left Sri Lanka extremely vulnerable to external shocks - particularly climate-induced disasters.

We respectfully call on the UK government to extend political support to Sri Lanka by:

> Prioritising human welfare, environmental protection, and long-term development: This includes allocating parliamentary time to debate and pass the Debt Relief (Developing Countries) Bill, enabling the UK to lead by example in advancing fair and humane debt practices.

> Supporting significant debt cancellation within the Paris Club and IMF: Debt relief should be provided without punitive conditions so that Sri Lanka can create the fiscal space necessary for disaster recovery, social protection, and development.

> Acknowledging climate-driven disasters as systemic shocks: Climate impacts are not isolated or exceptional events; they are structural challenges disproportionately affecting vulnerable nations. We therefore call for UK support for global initiatives on climate reparations and climate-justice-oriented financing mechanisms.

Only a fundamental rethinking of the international debt architecture - coupled with climate mitigation and adaptation frameworks grounded in justice and sustainability - can provide Sri Lanka (and other similarly placed countries) with a viable path to sustainable recovery.
