UK surrogacy arrangements between existing friends are pretty common.

It’s not surprising that someone who knows about their friend’s difficult fertility journey or desire to be a parent as a gay or single man may offer to help them, either because they were thinking of acting as a surrogate anyway and would like to do it for someone they know, or because this is something they feel compelled to do uniquely for their friend.
