Just going to clarify where things stand this winter.

- there is no national commitment from the government to bring everyone in. Like the scheme that ran in March.
- most winter night shelters will be closed due to covid. To try and prevent its spread.
- only some councils are openly stating they will accommodate everyone.

When it drops below freezing... there will be massive parts of the country... where people will still be forced to sleep outside.
