In early June, the Kremlin rejected Ukrainian President Volodymyr Zelensky’s call to hold new peace talks, ending mounting speculation that negotiations may resume. Earlier public statements by Russia’s President Vladimir Putin and the Kremlin’s spokesperson, Dmitry Peskov, had hinted that Moscow was ready to talk.

Those statements were followed by an open letter from Zelensky to Putin, in which he called for a ceasefire and a face-to-face meeting. However, Putin ultimately dismissed the request and said there was no ‘point’ in meeting until Kyiv withdrew from Russia-occupied territories in Ukraine and abandoned its bid to join NATO.

The 16th of June 2026 marked the 15th anniversary of the United Nations Guiding Principles on Business and Human Rights ( ), unanimously endorsed by the United Nations Human Rights Council.

Over the past 15 years, the UNGPs have become the global authoritative framework for preventing and addressing business-related human rights impacts, shaping legislation, corporate practice and human rights due diligence worldwide.

The International Bar Association ( ) has played a significant role in advancing the business and human rights agenda, including through its contribution to the development and implementation of the UNGPs and its continued efforts to promote accountability, access to remedy and respect for human rights.

As the challenges facing businesses, governments and communities continue to evolve, the principles underpinning the UNGPs remain as relevant as ever.

In May, the streets of Havana were filled with protesters after Cuba’s government confirmed the country’s diesel and fuel oil reserves had run out following a four-month US blockade. The US government initially halted the flow of Venezuelan oil shipments to Cuba after it carried out air strikes on Caracas and seized Venezuela’s President Nicolás Maduro in January. On 29 January, President Trump issued an executive order that threatened to impose tariffs on any country that tried to export fuel to Cuba.

As the energy crisis deepens, rolling power blackouts and fuel shortages have pushed the island’s economy and health system to breaking point as people scramble to access power, clean water, food and other essential supplies. More than 40 per cent of Cubans are now thought to be living in poverty. On 15 May, the country’s energy minister, Vicente de la O Levy, described Cuba’s energy system as being in a ‘critical’ condition in an interview with state-owned media.

The International Bar Association ( ), the global voice of the profession, condemns ’s intensified attacks against , including the deliberate and repeated targeting of civilians and civilian objects. Last night’s strike on the Pechersk Lavra – a symbol of Ukrainian history and world heritage site dating back to the 11th century – constitutes an attack on the cultural and spiritual heritage of Ukraine. The deliberate targeting carried out without regard to its protected status amounts to a violation of international humanitarian , which affords special protection to cultural and religious sites during armed conflict.

Claudio Visco, IBA President, commented: ‘The IBA urges the Russian Federation to immediately cease all unlawful attacks and comply fully with its obligations under the Geneva Conventions and other applicable international treaties. Attacks directed against hospitals, schools, residential areas, historical sites and critical infrastructure, not only inflict devastating human suffering but also undermine global peace and security. The IBA unequivocally denounces the intensified Russian attacks on civilians.’

Dr Mark Ellis, IBA Executive Director, said: ‘The recent attacks constitute egregious violations of international humanitarian law and demonstrate a blatant disregard for fundamental legal principles designed to protect human life, dignity and cultural identity and legacy during armed conflict. The international community must reaffirm its commitment to accountability by ensuring that those responsible for violations of international humanitarian law are prosecuted through appropriate legal mechanisms. States should also support the Special Tribunal for the Crime of Aggression against Ukraine recognising that the initial crime of aggression is a catalyst to all subsequent crimes.’
