We make sure that industry knowledge gaps are addressed, and we work collaboratively with an evolving industry to

ensure that innovative and sustainable technology is operated safely, efficiently and cost-effectively. We codify and share best practice, both in Britain and abroad. We are proudly impartial, and home to some of rail’s leading experts on technical matters. Guided by facts and analysis, we help to bridge knowledge gaps, optimise use of the latest technology and disseminate and systemise industry best practice. Expertise
We guide and deliver safety, standards and research outputs on infrastructure, passenger and public safety, rolling stock, safety intelligence, sustainable development, taking safe decisions, workforce health and wellbeing and workforce safety. Services
Our services are wide-ranging and include things designed to improve industry performance, standards, risk analysis and safety reporting, research, development and innovation. Rail already delivers significant economic, environmental and social benefits but demonstrating and maximising that value requires a consistent, system level approach. Our Annual Business Plan sets out how we’re helping the industry move beyond individual projects to clearly measure the benefits to the rail industry.

Our Annual Business Plan for 2026–27 is now live.

Today is the launch of our Annual Business Plan for 2026–27 which sets out how we will continue to support Britain’s railways as it faces the biggest transformation in a generation.

We’ve been the connective tissue of the rail industry for 20 years, bringing together data, standards, research and independent whole system insight to help the network operate more safely, reliably and efficiently. And as Great British Railways (GBR) evolves, we are ready to deliver cost-effective change without compromising safety.

The plan includes practical commitments to help the industry:
• shift from retrospective analysis to predictive intelligence
• improve recovery and reliability during disruption
• unlock value while maintaining safety and reasonable practicability.

At a time of both reform and financial pressure, we set out how we’re uniquely positioned to support the industry as GBR takes shape and the sector moves into a new era.
