π Call for Administrative Reform: PAP Restrictions Affecting Manipur
On 17 December 2024, the Government of India re-imposed the Protected Area Permit (PAP) requirement for foreign nationals visiting Manipur. While national security considerations are important, the current implementation has resulted in unintended hardships that extend beyond security concerns.
The global Manipuri diasporaβtogether with supporting partners at homeβis launching a community petition calling for practical, people-centered reforms to PAP.
Why this matters: Families, students, workers, and small businesses are facing enormous hardship with profound impact on continuing familial ties, livelihood and economic stability. We sincerely believe that with a few well-structured reforms, PAP can safeguard communities leading to improved mobility, and shared prosperity.
