Intergenerational Foundation

Intergenerational Foundation We're a research charity fighting for a fairer deal for younger and future generations across all areas of policy.

We produce rigorous research that challenges the status quo, shapes public debate, and drives meaningful policy change. Policy should be fair to all - the old, the young and those to come. The Intergenerational Foundation (IF) researches fairness between generations and calls for a better deal for younger and future generations in policy-making both in the UK and beyond. From housing, health and e

ducation to employment, pension, savings, the environment and taxation, IF stands up for younger and future generations. We are non-party-political and funded by no-strings donations from trusts, foundations and individuals. Go to http://www.if.org.uk for more information.

The rise to graduates tax burden will be equivalent to a 10% rise in the Basic Rate of Income tax. But as this was delivered by stealth through frozen thresholds, the change has gone almost unnoticed.

We believe it unfair that such a high burden is placed on younger generations with no democratic consent.

New research from the suggests many young people in the UK increasingly feel the odds are stacked against them.

The UK Youth Poll 2026 found that financial worries were the top personal concern for young people, cited by 45% of respondents, up from 37% last year.

Job insecurity or unemployment came next at 33%, followed by housing instability at 25%.

The poll also revealed a sharp fall in young people’s confidence that they will be better off than their parents. Last year, 63% thought they would be better off. This year, just 36% did.

These findings should worry policymakers.

High housing costs, weak wage growth, insecure work, and larger student debts mean many young people feel they are working harder for less security than the generation before them.

The government should listen. There is no single fix for these problems, but it can stop making it harder to employ young people, reduce pressures from the student finance system, and do more to make housing affordable.

If politicians keep prioritising older voters while overlooking younger adults, they should not be surprised if young people start looking elsewhere.

The triple lock ensures that the weekly rate of the State Pension increases each year by the highest of average earnings growth, inflation, or 2.5 per cent.

Is it necessary to protect pensioners' incomes and living standards? Or does it just deliver large, untargeted gains to all pensioners, including those who are already well-off?

Last week, we debated these questions on with former Pensions Minister Sir Steve Webb. Our view is that the triple lock is fiscally unsustainable, unpredictable, and intergenerationally unfair.

We think that there are far better ways to increase the State Pension each year that could ultimately benefit poorer pensioners, taxpayers, and younger generations.

Is the housing crisis getting better or worse?

Recent figures suggest that property prices and rents are moderating across the UK. Annual house price and rent inflation have both fallen from their recent peaks.

At first glance, this may sound like good news for those hoping to buy their first home.

But it is important to be clear about what these figures actually show, and what they do not.

Our latest blog article unpacks the data and considers whether these trends represent good news for younger generations.

Is it time to reform the triple lock? This policy guarantees that State Pension increases each year by the highest of inflation, earnings, or 2.5%. But with the State Pension already costing nearly £150 billion a year, and with pensioners doing relatively well by historical standards, the triple lock no longer seems affordable or fair.

Should pensioners travel for free?

A potential review of London’s Freedom Pass has reopened a bigger question about how concessionary travel is allocated, and who it is really for.

The Freedom Pass provides a valuable benefit for many older Londoners. But as the population ages and public finances come under pressure, it is reasonable to ask whether universal, age-based concessions remain affordable or fair.

Today, many pensioners are doing relatively well, while younger people face rising rents, weak wage growth, and higher transport costs. That raises difficult intergenerational questions about who should be subsidised, and on what basis.

“There is a powerful argument for intergenerational fairness in a society where inheritance, especially of property, dictates life chances, dividing ever younger cohorts into landowner and tenant classes.”

Come on , you know make complete sense so your outrage is frankly outrageous:

1. Your eye tests are FREE because you receive "universal benefits" over SPA
2. Your "civil liberties" don't trump the safety of you, your passengers and other road users and pedestrians.
3. "Young people crash more" - yes, because they are new drivers which you yourselves were once!
4. Here's the irony. Young people are driving less because they are locked out:
🚗 They cannot afford to drive
🚗 Tests can take up to 22 weeks to book
🚗 Car prices are out of reach
🚗 Sky-high car insurance costs for 18-25 year-olds now surpassing £2,500/yr in some areas
5. The generational entitlement across from largely older white men being challenged to take other people's safety seriously are frankly irresponsible and selfish...
