eyeWitness to Atrocities

eyeWitness to Atrocities eyeWitness to Atrocities helps documenters capture verifiable footage of atrocity crimes This means that many condemning images do not lead to justice.

Mobile phone footage of atrocities and human rights abuses is often inadmissible in trials and investigations because it is difficult to verify its origins and authenticity. eyeWitness to Atrocities (eyeWitness) was launched in 2015 as an initiative of the International Bar Association (IBA) to solve this problem. With the eyeWitness to Atrocities camera app (Android only), documenters can capture

verifiable footage of international atrocity crimes, including war crimes, crimes against humanity, genocide, and torture. Unlike footage captured with regular camera apps, eyeWitness footage is easily verifiable for courts of law and can be used as evidence for both accountability and advocacy. In consultation with app users, eyeWitness' expert legal team also helps to ensure that this footage is actively used for justice. For example, in 2018, eyeWitness photos and videos were used to help convict two warlords of crimes against humanity in Democratic Republic of the Congo. This was a historical moment as it was the first time a court of law had accepted mobile phone footage as evidence of core international crimes. Furthermore, whilst the app can be utilised independently, eyeWitness partners with many of the civil society groups, journalists, and civilians using the app to provide additional documentation training, legal expertise, and support. eyeWitness supports hundreds of human rights defenders in countries around the world, including Nigeria, The Gambia, Senegal, Palestine, Democratic Republic of the Congo, and Ukraine.

eyeWitness to Atrocities welcomes the formal communication issued by several United Nations Special Rapporteurs to the Government of Nigeria regarding allegations of serious human rights violations in the Middle Belt region. Following the 2025 Joint Urgent Appeal submitted by the International Committee On Nigeria (ICON) and eyeWitness, this development represents an important step toward increased international attention and accountability.

eyeWitness encourages the Nigerian Government to engage constructively with the concerns raised and take meaningful action to protect affected communities and address ongoing violations.

We are deeply disappointed by the cancellation of RightsCon this year, following the host governmental authorities' decision to postpone RightsCon 2026 on short notice. The conference provides a vital platform for human rights activists and organisations worldwide to connect, collaborate, and exchange critical insights.

As an organisation working at the intersection of human rights and technology, we recognise the value of spaces like RightsCon for human rights documenters, including those using the eyeWitness application. These forums provide essential safe spaces to discuss challenges, lessons learned and solutions, and should remain accessible to everyone.

We extend our sincere thanks to the RightsCon team for their continued dedication and the significant effort invested each year in convening this important global forum.

We recognise the impact of this decision following so much hard work and preparation, and eyeWitness looks forward to participating in future RightsCon events.

We are grateful to the immediate past International Bar Association President Jaime Carey for his strong recognition of eyeWitness to Atrocities during his opening address at the 2025 IBA Annual Conference in Canada.

In his remarks, Mr Carey highlighted the vital importance of safeguarding digital evidence in the pursuit of accountability and shared words of support for eyeWitness: “Beyond technological innovation, eyeWitness to Atrocities reflects the IBA’s deep commitment to advancing justice and the rule of law amid impunity. The project not only strengthens accountability mechanisms but also sends a powerful moral signal that the international legal community will not allow atrocities to disappear into silence or denial.”

Today marks four years since Russia’s full-scale invasion of Ukraine. In this time, Ukrainians have experienced widespread harm, including attacks on homes, critical infrastructure, and essential services. Despite this, Ukraine continues to show its unity, strength, and resilience in defending against Russia’s continued attacks.

We continue to support the courageous efforts of those fighting on the front lines and civilians across Ukraine as they try to continue their everyday lives amid strikes, blackouts, and limited heating and water.

These photos, captured with the eyeWitness app and included here with the consent of the documenter, capture scenes observed on the ground.

What began as a documentary became evidence in a genocide trial.

During Guatemala’s civil war, filmmakers documented atrocities against Indigenous communities in 'When the Mountains Tremble', preserving testimonies. Decades later, that same footage helped build a legal case that led to a historic trial where survivors had the chance to come forward and have their voices heard.

On the ground in Ukraine 📷

Civilians in are enduring freezing conditions made worse by recent attacks on energy infrastructure.

Recent reporting highlights how strikes on power plants and substations are leaving communities without electricity, heating and water. These systems keep homes warm, hospitals running and families safe during sub-zero temperatures.

These images, captured by a documenter using the eyeWitness app and shared with their consent, show the situation on the ground: snow covered streets, damaged infrastructure and vehicles, and neighbourhoods affected by ongoing strikes.

This is the reality for civilians living through winter under fire.
