CALL - Culture Action Llandudno CALL is developing cultural events and experiences In Llandudno.This is supported through Arts Council Wales Ideas:People: Places grant funding.

Created by landowners Mostyn Estates in partnership with arts organisation Helf Gelfa Cyfyngedig, Culture Action Llandudno (CALL) is a Community Interest Company created to drive the culture and experience-led regeneration of Llandudno. CALL runs a three year regeneration programme, Manau Coll | Lost Spaces. The programme aims to embed art and culture in the evolution of the town. We believe that

the improvement of social and cultural experiences within Llandudno will be pivotal in shaping perceptions of the place, as well as impacting on the town's long-term economic and civic prosperity. Ultimately we want to develop the cultural identity of the town, leading to the long-term sustainability of Llandudno as a place to live, a place to work, a place to visit and a place which advocates cultural evolution.

CALL is incredibly proud of our project Tre Cwm Celf which is now called The Wall Is _____,: a collaboration between the residents of Tre Cwm housing estate and artist-in-residence Kristin Luke. They are developing an artwork for the main boundary wall of the estate, with a focus on the process and experiences which accumulate around the project as it unfolds, and how these affect the overall wellbeing of the community. Open Call for Artists in Residence - TRE CWM CELF
Residency project

Who are we?
CALL is a social enterprise set up to look at how the arts, culture and heritage can be an intrinsic part of a town’s regeneration and future.
Cross sector and partnership working are very much part of our ethos. Our social enterprise was set up to deliver one of the seven Ideas: People: Places projects supported by Arts Council Wales.
We are looking to continue this work now with a two year residency project supported by the Paul Hamlyn Foundation, in partnership with Cartrefi Conwy (https://cartreficonwy.org) North Wales Housing (https://www.nwha.org.uk/), Ty Llywelyn Community Centre, and MOSTYN gallery (www.mostyn.org).

The Project
The Tre Cwm Housing Estate in Llandudno is encompassed by a wall (140m long by 2m high tbc) clearly segregating the community living there from the surrounding town. We propose to develop artworks with the community which transform this boundary, addressing issues of exclusion, division and social isolation that it perpetuates. We want to commission an Artist supported by a Creative Producer to work with the community at Tre Cwm to co-author this artwork in a way that empowers them.
Working with key arts and housing sector partners, our project will test ideas around artist-led regeneration and community-led place planning, promoting active citizenship and social pride and increasing participation in the arts.

The commissioned Artist and Creative Producer will work with the residents, who will be involved with the research and development of the project, the design and the creation of the outcome, as well as its installation and evaluation.
The project activities, workshops, events and interventions instigated by the commissioned artist(s), supported by the creative producer will foster a safe, exciting and stimulating environment for residents of the Estate to interact with each other. They will provide the means to build relationships between residents, the commissioned artist/producer and our cross-sector Arts and Housing partners. We want to engage the broadest possible remit of the community including young disadvantaged people, individuals with learning and physical disabilities and older residents.

With this project we want to test the following questions:

· Will having a proposed artistic legacy at the start, influence the engagement process, “who” as well as “how” we engage?

· Will developing a community-specific engagement process as well as a large-scale long-term artistic installation change the short, medium and long-term impact of the project?

· Will this co-authored artistic metamorphosis of the boundary wall, confound preconceived ideas and the negative perceptions the wider community has about the Estate’s residents?

· How will the project increase access, skills, confidence, self-belief and motivation of participants?

· Will the resulting artwork generate local pride and encourage positive behaviours and lead to further participation?

The answers to these questions will give us insights into whether and how a community, artists and landlords co-authoring a space is a feasible approach in North Wales with a view to advocating for their further development in this region.

We hope to find out how collaboratively working with artists will potentially:
❏ Give participants transferable skills useful for personal development, employability and social development and well-being
❏ Improve community cohesion through engagement and the collective development of a visible element of environment.
❏ Combat social isolation through participation in a variety of interactions/activities/debates
❏ Address issues of vandalism and lack of civic pride
❏ Improve residents’ relationships with each other and with our housing and arts sector partners
❏ Build evidence about what works, so that we can improve our practice and achieve greater impact with our work
❏ Uncover alternative models of engagement relevant to this community
❏ Enable us to share our findings with our arts and housing sector partners

Evaluation
It is crucial to us that we record our learning throughout this process. The evaluation and documentation process will therefore be a key factor in the project. It is on a par in terms of importance with project delivery. The commissioned artist will be very much involved in this process and there is the possibility of the artist also leading on this aspect of the project supported by the creative producer or vice versa. Throughout the duration of the project the information identified through our evaluation strategy will be assessed and collected. We will ensure that what is collected remains relevant by regularly reviewing our evaluation strategy and developing it if necessary. The information and documentation will be reviewed and placed online, creating a resource that can be built over the course of the project. This resource will include photographs, recorded conversations, films, maps, research and surveys, designs, artwork, thoughts and developments. This online resource will be public, so that the communities we are working with can see how the project is developing and how the physical and less tangible outcomes are being addressed. By the end of the project we should have a dynamic online resource, which makes our learning shareable with others and which will archive the development and the stages of the projects, its successes and its failures. We are very interested in artists who have previous experience in working in this way or feel that they could work this way with the support of their creative producer.

What we are offering
We are looking for an artist, who can commit time to this project over the course of 18 months.
You must be willing to spend a considerable amount of time in Llandudno and at the Estate.

• You will have free studio/workshop space for the duration of the residency.
• You will have the support of a Creative Producer to help you with engagement and project delivery. This might be someone who has produced your projects before and who you want to work with or someone local we appoint to support you. • You will receive a total fee of £17,000, which includes travel and accommodation for artists living outside North Wales. This equates to approximately 85 x day sessions over 18 months.
• You will have a materials budget of £5500
• There may be an additional fee if you are able to do your own documentation (filming /photography). This will be discussed at interview stage.
• There may be an additional fee for project evaluation. This will be discussed at interview stage.

The commissioned artwork:

• The end product needs to be for exterior use and highly durable
• The artwork needs to require minimal maintenance
• The end product needs to be resilient to vandalism
• The end product needs links to the community to create a sense of identity and place

Governance

The Artist will be commissioned by CALL and will be answerable to the project steering group, which will consist of members of all of the partner organisations. Practical support will be given through CALL and Cartrefi Conwy, however you will need to be capable of working independently and with minimal supervision.

What we are offering
We are looking for a Creative Producer, who can commit time to this project over the course of 21 months.

• You will have use of the CALL offices in Llandudno.
• You will support the artist with planning, engagement, evaluation and project delivery. If there is an artist, you work with regularly and you wish to both apply please see details about the artist role here www.cultureactionllandudno.co.uk
• You will receive a total fee of £16,000 over 21 months, which includes travel and accommodation for Creative Producers living outside North Wales.
• There is potentially an additional fee for evaluation. This will be discussed at Interview stage.
• There is potentially an additional fee if you are able to do the project documentation (filming and photography). This will be discussed at interview stage.

The commissioned artwork:
• The end product needs to be for exterior use and highly durable
• The artwork needs to require minimal maintenance
• The end product needs to be resilient to vandalism
• The end product needs link to the community to create a sense of identity and place

Governance

The Creative Producer will be commissioned by CALL and will be answerable to the project steering group, which will consist of members of all of the partner organisations. Practical support will be given through CALL and Cartrefi Conwy, however you will need to be capable of working independently and with minimal supervision.

How to apply

2. Ability to work with a budget and to deliver the project within this budget
3. Ability to deliver a project in a given time frame
4. Ability to work with our Finance administrator to enable invoicing and payments
5. Ability to work with a wide demographic of partners and community stakeholders
6. Ability to market the project where relevant to the community
7. Previous experience of evaluation and ideas around project evaluation for this project.

Pwy ydyn ni?
Menter gymdeithasol yw CALL a sefydlwyd i edrych ar sut y gall y celfyddydau, diwylliant a threftadaeth fod yn rhan annatod o adfywiad a dyfodol y dref.
Mae gwaith traws-sector a gweithio mewn partneriaeth yn rhan fawr o'n hethos. Sefydlwyd ein menter gymdeithasol i ddarparu un o'r saith Syniad: Prosiect Pobl: Lleoedd a gefnogir gan Gyngor Celfyddydau Cymru.
Rydym yn bwriadu parhau â'r gwaith hwn yn awr gyda phrosiect preswyl dwy flynedd a gefnogir gan Sefydliad Paul Hamlyn, mewn partneriaeth â Cartrefi Conwy (https://cartreficonwy.org) Tai Gogledd Cymru (https://www.nwha.org.uk /), Canolfan Gymunedol Tŷ Llywelyn, ac oriel MOSTYN (www.mostyn.org).

Y Prosiect
Mae Stad Dai Tre Cwm yn Llandudno wedi'i hamgylchynu gan wal (140m o hyd a 2m o uchder i'w gadarnhauTBC) sy'n gwahanu'r gymuned sy'n byw yno oddi wrth y dref gyfagos. Rydym yn bwriadu datblygu gwaith celf gyda'r gymuned sy'n trawsnewid y ffin hon, gan fynd i'r afael â'r materion y mae bodolaeth y wal yn ei ategu sef cau pobl allan ac i mewn, gwahardd, creu rhwyg ac ynysu cymdeithasol. Rydym am gomisiynu Artist sy'n cael ei gefnogi gan Gynhyrchydd Creadigol i weithio gyda'r gymuned yn Nhref Cwm i gyd-awdura'r gwaith celf hwn mewn modd sy'n galluogi'r gymuned honno.
Wrth weithio gyda phartneriaid allweddol yn y sectorau celfyddydau a thai, bydd ein prosiect yn arbrofi gyda syniadau ynghylch adfywio dan arweiniad artistiaid a chynllunio lleoedd dan arweiniad y gymuned, gan hyrwyddo dinasyddiaeth weithredol a balchder cymdeithasol yn ogystal â chynyddu cyfranogiad yn y celfyddydau.

Bydd yr Artist a'r Cynhyrchydd Creadigol a gomisiynir i ymgymryd â'r gwaith yn gweithio gyda'r trigolion a fydd yn cyfranogi gydag ymchwil a datblygiad y prosiect, byddant yn dylunio, cynllunio a chreu'r gwaith, yn ogystal â'i osod a'i werthuso.
Bydd holl weithgareddau, gweithdai, digwyddiadau ac ymyriadau'r prosiect a sbardunwyd gan yr artist(iaid) a gomisiynir a gyda chefnogaeth y cynhyrchydd creadigol, yn meithrin amgylchedd ddiogel, cyffrous ac ysgogol i breswylwyr y Stad Dai ryngweithio â'i gilydd. Byddant yn darparu'r modd i feithrin perthynas rhwng trigolion, yr artist / cynhyrchydd a'n partneriaid traws-sector yn y Celfyddydau a'r maes Tai. Rydym am ymgysylltu â chylch gorchwyl ehangaf y gymuned gan gynnwys pobl ifanc dan anfantais, unigolion ag anableddau dysgu a chorfforol a thrigolion hŷn.
Gyda'r prosiect hwn, rydym am holi'r cwestiynau canlynol:

· A fydd meddu ar etifeddiaeth artistig arfaethedig o'r cychwyn yn dylanwadu ar y broses o ymgysylltu, a'r cwestiwn o gyda "phwy" yn ogystal â "sut" rydym yn ymgysylltu?

· A fydd datblygu proses ymgysylltu cymunedol-benodol yn ogystal â chreu gosodiad artistig hirdymor ar raddfa fawr yn newid effaith byr dymor, tymor canolig a thymor hir y prosiect?

· A fydd y metamorffosis artistig hwn o'r wal ffiniol yn meddalu'r syniadau rhagdybiedig a'r argraffiadau negyddol sydd gan y gymuned ehangach am drigolion y Stad?

· Sut fydd y prosiect yn cynyddu mynediad, sgiliau, hyder, hunan-gred a chymhelliant y cyfranogwyr?

· A fydd y gwaith celf gorffenedig yn creu balchder lleol ac yn annog ymddygiad gadarnhaol ac yn arwain at gyfranogiad pellach?

Bydd yr atebion i'r cwestiynau hyn yn cynyddu ein dealltwriaeth am sut ac os yw cydweithio rhwng cymunedau, artistiaid a landlordiaid i gyd-awdura a chreu gofod yn ddull ymarferol o weithio yng Ngogledd Cymru gyda'r bwriad o eirioli am eu datblygiad pellach yn y rhanbarth hwn.

Rydym yn gobeithio darganfod sut y bydd gweithio ar y cyd gydag artistiaid yn gallu:
❏ Rhoi sgiliau trosglwyddadwy i gyfranogwyr a fydd yn ddefnyddiol ar gyfer datblygiad personol, cyflogadwyedd a datblygiad cymdeithasol a lles
❏ Gwella cydlyniant cymunedol trwy ymgysylltu a datblygu ar y cyd elfen weladwy o'r amgylchedd.
❏ Ymladd ynysu cymdeithasol trwy gymryd rhan mewn amrywiaeth o ryngweithiadau / gweithgareddau / dadleuon
❏ Mynd i'r afael â materion o fandaliaeth a diffyg balchder dinesig
❏ Gwella perthynas trigolion â'i gilydd a gyda'n partneriaid yn y sector tai a chelfyddydau
❏ Adeiladu tystiolaeth am yr hyn sy'n gweithio, fel y gallwn wella ein harfer a chael mwy o effaith gyda'n gwaith
❏ Darganfod modelau ymgysylltu amgen sy'n berthnasol i'r gymuned hon
❏ Ein galluogi ni i rannu ein canfyddiadau gyda'n partneriaid yn y sector celfyddydau a thai

Gwerthusiad

Mae'n hanfodol i ni ein bod yn cofnodi ein dysgu trwy gydol y broses hon. Felly, bydd y broses werthuso a pharatoi dogfennaeth yn ffactor allweddol yn y prosiect. Mae'n gyfartal o ran pwysigrwydd wrth gyflwyno'r prosiect. Bydd yr artist a gomisiynir yn cymryd rhan fawr yn y broses hon ac mae posibilrwydd y bydd yr artist hefyd yn arwain ar yr agwedd hon o'r prosiect gyda chefnogaeth gan y cynhyrchydd creadigol neu i'r gwrthwyneb. Drwy gydol y prosiect, bydd yr wybodaeth a nodwyd trwy ein strategaeth werthuso yn cael ei asesu a'i gasglu. Byddwn yn sicrhau bod yr hyn sy'n cael ei gasglu yn parhau i fod yn berthnasol trwy adolygu ein strategaeth werthuso yn rheolaidd a'i ddatblygu os oes angen. Bydd y wybodaeth a'r ddogfennaeth yn cael ei hadolygu a'i rhoi ar-lein, gan greu adnodd y gellir ei adeiladu dros gyfnod y prosiect. Bydd yr adnodd hwn yn cynnwys ffotograffau, sgyrsiau a recordiwyd, ffilmiau, mapiau, ymchwil ac arolygon, dyluniadau, gwaith celf, meddyliau a datblygiadau. Bydd yr adnodd ar-lein hwn yn gyhoeddus, fel y gall y cymunedau yr ydym yn gweithio gyda nhw weld sut mae'r prosiect yn datblygu a sut mae'r canlyniadau ymarferol a mwy haniaethol yn cael sylw. Erbyn diwedd y prosiect, dylem fod ag adnodd ar-lein deinamig, fydd yn golygu bod yr hyn a ddysgwyd yn cael ei rannu ag eraill yn ogystal â chofnodi camau datblygu'r prosiect, ei lwyddiannau a'i fethiannau. Mae gennym ddiddordeb mawr mewn artistiaid sydd â phrofiad blaenorol o weithio fel hyn neu sy'n teimlo y gallent weithio yn y modd hwn gyda chefnogaeth eu cynhyrchydd creadigol.

Yr hyn yr ydym yn ei gynnig

Rydym yn chwilio am Gynhyrchydd Creadigol a all ymrwymo amser i'r prosiect hwn dros gyfnod o 21 mis.

• Bydd gennych ddefnydd o swyddfeydd CALL yn Llandudno.

• Byddwch yn derbyn ffi gyfanswm o £16,000 dros 21 mis, sy'n cynnwys teithio a llety ar gyfer Cynhyrchwyr Creadigol sy'n byw y tu allan i Ogledd Cymru.
• Mae potensial o dderbyn ffi ychwanegol ar gyfer gwerthuso. Bydd hyn yn cael ei drafod yn y cyfweliad.
• Mae potensial o dderbyn ffi ychwanegol os ydych chi'n gallu darparu dogfennaeth y prosiect eich hun (ffilmio a ffotograffiaeth). Bydd hyn yn cael ei drafod yn ystod y cyfweliad
Y gwaith celf a gomisiynir:

• Mae angen i'r gwaith gorffenedig fod ar gyfer defnydd allanol ac yn wydn iawn
• Mae angen i'r gwaith celf fynnu ychydig iawn o waith cynnal a chadw
• Mae angen i'r gwaith gorffenedig fod yn wydn i fandaliaeth
• Mae'r angen i'r gwaith gorffenedig gysylltu â'r gymuned i greu ymdeimlad o hunaniaeth a lle

Llywodraethu

Bydd y Cynhyrchydd Creadigol yn cael ei gomisiynu gan CALL a bydd yn atebol i grŵp llywio'r prosiect, a fydd yn cynnwys aelodau'r holl sefydliadau partner. Rhoddir cymorth ymarferol trwy CALL a Cartrefi Conwy, fodd bynnag bydd angen i chi allu gweithio'n annibynnol a gydag ychydig iawn o oruchwyliaeth.
