Humber Learning Consortium Founded in 2002, Humber Learning Consortium (HLC) is a learning and skills partnership hub organisation.

Humber Learning Consortium is "passionate about learning" and how it can be used to develop and build the confidence of local communities in Yorkshire and Humber We provide a “single port of call” that enables funders to engage with small providers, especially – though not exclusively – voluntary organisations. Our partnership approach has made us one of Yorkshire & the Humber’s largest and most e

xperienced European Social Fund (ESF) and National Lottery Community Fund deliverers. We work with delivery partners to strengthen local learning and skills delivery capacity. By connecting, developing and supporting organisations, to access and deliver contracts that might ordinarily be out of their reach. We have an absolute commitment to disadvantaged learners and a strong focus on the development of our delivery partners.

Do you work in education, or with young people? If so, we would like to hear from you.

HLC have been commissioned by the Humber Violence Prevention Partnership to better understand Children who are Missing Education (CME), who are Electivity Home Educated (EHE) or are Not in Education, Employment or Training (NEET).

As part of this research, HLC have developed a questionnaire to better understand perceptions of:
• Disproportionalities in the system
• Barriers to entering/re-entering education
• Reasons for leaving in-person education
• Mapping the current provision across systems

In our latest newsletter we highlight our progress on NEET priorities across Hull & East Yorkshire and share a few of the journeys our partners are enabling—from first steps back into learning to sustained employment.

Since 2011, we have supported young people not in education, employment, or training (NEET), via community partners across European Social Fund (ESF), Springboard Youth Employment Initiative (YEI), Talent Match, Traineeships, This-Ability, 16–19 Study Programmes and Exploring Opportunities (UKSPF). In that time we have supported 9,500 young people, making us one of the region’s largest NEET providers🤩

Today, Exploring Opportunities in Hull is recruiting over 100 participants each month, 40% of whom are NEET—reflecting the national backdrop of rising NEET numbers.

Since April 2023, the HLC-led UKSPF Exploring Opportunities employment programme has supported 1,772 economically inactive or unemployed residents in Hull, with more than 500 people enrolling in the last five months alone.

The programme, which is delivered by 14 community-based partner organisations (CatZero Humber, City Health Care Partnership CIC (Hull), Citizens Advice, Enviromail, Giroscope Hull, Goodwin Development Trust, Hull FC Community Foundation, Hull KR Foundation, Education Development Trust, Probe Hull Page, The Warren Youth Project, Tigers Trust, Vulcan Centre, and Unity in Community HU6), is voluntary and offers individualised support via local organisations and key workers people know and trust.

James, who now works in waste management, is one of the many adults that has been supported back into employment following help from Enviromail. He was stuck in a cycle of no job, no experience. He was given structured tasks in a real work environment, learning the importance of teamwork, reliability, and resilience and encouraged to take the next step by completing a forklift licence course. This combination of hands-on experience and accredited training gave him the confidence to begin applying for jobs.

"Enviromail believed in me when I stopped believing in myself. They rebuilt my confidence and gave me the skills and support I needed to find employment. I feel really proud of what I’ve achieved, and I now have my sights on career in waste management.” Hull City Council
