Keep Horley Green In 2015 Reigate and Banstead Borough Council formed a questionable joint venture with a property developer. It has many state of the art, yet vacant units.

Together they plan to build a 76 acre office and industrial park on Horley's rural green open space - We say NO! The Keep Horley Green campaign was created in 2015 in response to Reigate and Banstead Borough Council's proposal to develop a giant 72 acre business and industrial park in what was Horley's protected Public open space and rural surrounds. In 2015 The Council formed a highly questionabl

e business partnership with Millhill Properties Horley Ltd and Berwickhill Properties. Together they ruthlessly changed the local plan (DMP) and changed their own planning policy to enable the building of the business park. The land in question was protected by numerous planning polices including being the designated 'Rural Surrounds of Horley', designated Public Open Space, Protected Gatwick Open Setting and floodplain. In 2019 the council managed to remove most of these constraints and designate the land as 'Employment Space'

The proposed site and it’s surrounding areas regularly flood. There is a very well-documented history of flooding in this part of Horley. Many people suffered with devastating flooding to their homes in 2014. This area is also recognised as such on the Environment Agency’s flood map. The Manor Royal business and industrial estate is just 5 minutes away (just 3 miles). Some units are even offering heavily discounted rates to try to attract businesses to the area, others are converting to residential. Horley has less than a 1% unemployment rate. So the Council's promise of tens of thousands of new jobs is not of great benefit to the majority of Horley residents. GREEDY BACKYARD DEVELOPMENTS IN GREEN SPACES

We urgently need your help!

We usually focus our posts on matters surrounding the Horley Business Park, however a planning application that could have a lasting impact on Horley has been brought to our attention.
Planning Reference: 26/00502/F 39 Albert Road Horley.

An application has been made for J Russell & Co metalworks at 39 Albert Road, Horley for an intensive development of four flats (initially five flats December 2025) in a small residential back garden area. The applicant is a developer, who is not local to our area. It would seem that their primary motivation is to make as much money as possible out of the land as possible, with little regard for Horley residents.
This proposed development of 4 flats, nestled amongst residential gardens poses a huge threat to the green garden spaces of all Horley residents. We are hugely concerned that if this application were to get permission, it would set a dangerous president for permission of other future intensive developments of green garden spaces.
We know how much Horley residents value their green spaces, no matter how big or small. People need the wildlife and biodiversity that these green areas bring.

We would urge you to OBJECT to this application ASAP, by the 17th of May.

The proposed development has many other issues including; overcrowding, being an overbearing inappropriate development, the development being out of keeping with the neighbouring properties, inadequate parking, loss of local amenity, environmental and wildlife harm.

It should also be noted that the developer has lied and presented false information and made up measurements as evidence to show the development would meet various light rules, including the 45-degree light rule.

Whilst a development of this nature they not seem a huge threat to our town, the increasing intensification of building on all of our green spaces is a massive threat to the quality of environment that we all live in.
We understand that housing is needed, but it must be done responsibly and appropriately, not borne out of greed and profit making.

Please take two minutes out of your day to object to this application now.

Following on from my previous freedom of information request:

Which was not possible to disclose due "The Horley Business Park LLC has not yet been dissolved and final costs are therefore not available."

The Horley Business Park LLP has been dissolved. Please would you be able to tell me the total final cost of the Horley Business park project to Reigate and Banstead Borough Council?

In the past I have been refused information on the grounds of commercial sensitivity which no longer applies, as this is no longer going concern. The Horley business park LLP has been dissolved so the council will now hold this information. 🙂
