Herne and Broomfield Neighbourhood Plan, Herne Windmill and Asset Questionnaire

Our online version of the questionnaire is now LIVE – the paper copies we hope to have out at the end of the week. It is chance to have your say of the future of the Parish – including Herne Mill.

South East Water - Emergency Road Closure - Mill View Road, Herne- 16th June 2026

It will be necessary to close Mill View Road, Herne Bay from 16th June 2026 for up to 14 days.

The road will be closed at 47 Mill View Road, Herne Bay.

The alternative route is via Mill Lane, School Lane, A291 Herne Street, Canterbury Road, Mill View Road and vice versa.

This is to enable water pipe repairs to be carried out by South East Water.

Plan Ahead: 22-day engineering works at Charing Cross this summer.

Charing Cross and Waterloo East closed 26 July - 16 August
A £20m programme of engineering works will be upgrading the infrastructure around Charing Cross and Waterloo East, to improve the reliability and safety of the network.

How this will affect services
London Charing Cross and Waterloo East will close from Sunday 26 July to Sunday 16 August 2026, with supporting weekend closures for preparation and follow-up work.

Southeastern services that normally run into Charing Cross will be diverted to:

London Victoria
London Cannon Street
London Blackfriars
Some services will terminate at London Bridge
You can use your ticket on London Underground and London Buses at no extra cost.

Those who are able are encouraged to cycle or walk to complete shorter journeys

Engineering work will replace track from the 1990s
1,800 metres new track and 16 sets of switches and crossings will be installed between London Charing Cross and Waterloo East, replacing the existing kit that's been in use for since 1990.

The country end of the platforms at Charing Cross station will be rebuilt with new foundations and surfaces to keep them safe and open for passengers to use.

Track drainage will be upgraded at Waterloo East station, helping to maintain track quality and a smooth ride at full line speed for passengers.

Structural repairs will be carried out on the 175-year-old Hungerford Bridge, which takes the railway over the Thames, and the pedestrian link bridge between Waterloo East and London Waterloo. The work will keep the structures safe and open for decades ahead.

Recent faults have caused over 21,000 minutes (350 hours) of delays to customers. Without intervention, faults and delays would continue to increase, causing more frustration for commuters.

Why are we doing this over the summer holidays?
A 22-day closure, plus some preparation and follow-up weekends either side, is the most efficient and least disruptive way to complete the work.

Engineers, planners and timetable specialists assessed a range of delivery options, including:

Weekend-only working: Would require around 60 weekend closures over 14 months, including bank holidays and would create prolonged and repeated disruption.
Four separate 9-day closures would need to be spread over 10–16 months, causing repeated impacts on commuters, schools and businesses and add significant cost and complexity.
The chosen option of 22-days avoids months of rolling disruption and takes advantage of the summer period, when passenger numbers are lower, making it the least disruptive approach overall.

Hello Neighbours,
Welcome to our second June newsletter.

First, I must apologise for accidentally labelling our last newsletter as an April edition. I’m so sorry for any confusion, it was human error. It is very embarrassing, and I’ll do my best to make sure it doesn’t happen again. I’d like to think the mistake serves as a reminder that this newsletter is written by a real (and slightly flawed) person, not an AI robot - but I suspect not!

We’re sharing a second newsletter this month because a whopping 75% of responders to our poll said they’d prefer a shorter, more frequent format. Please do let me know what you think.

Antisocial Behaviour (ASB) Awareness Week webinars

ASB Awareness Week 2026 takes place from Monday 29 June to Sunday 5 July across the UK. It highlights the impact of antisocial behaviour. We are hosting two webinars to provide some practical advice on what to do if you, or your neighbours, are having issues.

· ASB reviews with Mark Johnson
You may be aware of recent changes in the law relating to ASB and the process for requesting a review of your case. Mark Johnson from the charity ASB Help will host a session on best practice. Monday 29 June, 10–11am, Online. Register here.

· Reporting ASB is everyone’s business with John Hayward-Cripps
It can really help to know where and how to report ASB. Join our Chief Executive, John Hayward-Cripps to learn more about reporting ASB. Tuesday 30 June, 2–3pm, Online. Register here.

Report, reduce and prevent domestic abuse during the World Cup

Did you know that reports of domestic abuse increase by 38% when England lose a match? Even in the event of a win, there is still a 26% increase. Alcohol Concern Cymru has also pointed to evidence from police which shows a link between major sporting occasions, heavy drinking and a surge in reports of abuse.

Events like the World Cup should bring people together, but this data shows we need to look out for vulnerable families. Crimestoppers is encouraging everyone to call time on abuse, recognise the signs, and report anonymously.

PoliceAI launched

A new national centre, PoliceAI, has been launched to develop and scale artificial intelligence in policing. The centre will work across all forces to identify, test and scale AI tools. Trials have demonstrated its potential, for example, 800 hours of footage in a kidnapping case were reviewed in just 3 hours, helping to secure an early guilty plea. Thank you to everyone who made Neighbourhood Watch Week such a success.

From volunteer awards in Durham to new member recruitment in Milton Keynes, village green improvements in Pontypridd, and litter picks in Eaglesfield Park - it’s been an inspiring start to the Month of Community. It’s fantastic to see people coming together. Read our round up of the week here.

Further Joint Working – Parking issues in Herne

Dear Residents,

Following joint work on 11/06/2026, We has continued working with Canterbury City Council Enforcement Officers and the Parish Council in Streetfield, Herne and surrounding roads to address school traffic issues.

A number of penalty notices were issued for illegal parking by Canterbury City Council Enforcement, while we provided advice and education to drivers to promote safe and considerate parking.

Further joint activity will take place in the future to support road safety in the area in conjunction with the Canterbury City Council and the Parish Council.

Dear Kent Residents

A police scam has been targeting residents this week in Maidstone, Ramsgate, Tonbridge, Dartford, Ashford, Sittingbourne, Rochester, Gillingham, Tunbridge Wells, Gravesend, Hythe, Canterbury, Romney Marsh and Broadstairs.

Residents are receiving phone calls falsely claiming their bank account has been compromised, their card needs replacing, a family member has been arrested, they must buy gold or a courier will come to collect their card, cash or gold.

These are scams. The police will never ask for your financial details over the phone or send someone to collect your card, cash, or valuables.

If this happens to you, call your bank immediately using 159 or report to Kent Police.

⚠️ Criminals targeting people in Canterbury city centre with distraction theft scam.

Criminals begin by following people to their car after they withdraw money from the bank, then create a distraction so another criminal can open the opposite door and steal the money. They may also use similar distraction tactics while following someone on foot to take cash from them.

How to protect yourself:
🚨Stay aware of your surroundings during and after using a cash machine
⚠️Be cautious if approached by strangers, especially near your car
✅Keep money and valuables out of sight
✅Lock your car doors as soon as you get in
