It’s a good opportunity to have an informal discussion about the reasons for a plan and the objectives.

Update – May 2026
This is the latest updates about the progress of the Clavering Neighbourhood Plan (CNP) since the last one in March.

The 9 volunteers of the Neighbourhood Plan Steering Group (NPSG) have been focused on:
• Generation of Draft Policies
•Engaging Consultancy Support
•Creating Draft Green Audit
•Community Engagement
As a result of recent successful planning applications, the total number of houses still required to meet the housing target, as laid out in the newly adopted Local Plan from Uttlesford District Council, is now 116. The Steering Group continues to monitor the progress of all planning proposals.
Significant work has gone into generating draft policies based on the approved objectives. In addition, background documents have been created to support the rationale and evidence base.
A specialist neighbourhood Plan consultant Ann Skippers was selected and approved by the Parish Council to support the group in development of the Neighbourhood Plan and ensure it complies with both local policies as well as national guidelines. Key documents including the draft policies have been sent to her for review.
The Green Audit document provides a baseline of evidence to support green policies and identifies those green spaces and wildlife corridors which are known to be so important to the residents of Clavering and to ensure they are protected despite the addition of the new housing. The draft document has been sent to UDC Officer Charles Welham for review and feedback.
A survey was sent to the business community to establish if they had any specific requirements. There were none within the NP remit identified in the responses. Parishioners had an opportunity to meet with the Steering Group at the Village Showcase on 12th April at the Village Hall.
What happens next?
• Meeting with UDC officer to discuss issues related to policies
•Refining draft policies
•Feedback on Draft Green Audit
•Initial meeting with consultant Ann Skippers and feedback from on documents sent for review
•Plan for next community engagement at fete on June 13th

Annual Meeting of the Electorate: Monday 18th May 2026 7.30pm at Clavering Village Hall

This is the meeting where Clavering parishioners can hear what the Council has been doing these past 12 months and what its plans are for the coming year.

The Neighbourhood Plan Steering Group will give over their latest updates and other Village Organisations are invited to speak on their news and achievements.

Parishioners are also given the opportunity to ask questions of the Council.

ENORMOUS THANKS to those who took part today in the Clavering Spring Clean.

Fifteen bags of rubbish were collected by Sophie, Marc, Jumbo, Jules, Sandra, Mike, youngsters Thea and Arthur and their Mother.

Special mention to Alison, Jenny and Becca who carry out litter picking throughout the whole year around the village. It made today's task somewhat easier!

Also, Clavering PC was advised that a 'person in a blue car' was spotted cleaning the village's roadsigns recently. Thank you for your tremendous Community Spirit!!

Clavering Neighbourhood Plan
Update – March 2026

This is the first of a regular series of updates about the progress of the Clavering Neighbourhood Plan (CNP). Activity is moving into a critical new phase with the development of the policies that will drive site selection and the design of the associated developments.

The 10 volunteers of the Neighbourhood Plan Steering Group (NPSG) have been focused on:
•Clarifying the support from UDC and initiating invitations to quote from independent consultants for any gaps.
•Evaluating the responses from the village on the proposed NP Objectives.
•Providing an update to the village in the January 14th meeting.
•Identifying the policy topics that are an integral part of our plan and preparatory work for draft policies.
•Site selection & Design Code activity.

The Sites Team continues with their preparatory work towards the criteria for how sites will be selected and seeking clarification from UDC planning. Confirmation that candidate sites will be developed, and the numbers of houses is being sought with landowners.

An audit of the existing areas of green space in the village has been gathered and preparatory work started for policies around green buffers.

The Chair has written a 1st draft of the NP document focussed on the introduction and background content required.

The Design Team has been considering what key aspects of design need to be included in the Clavering Design Code and how to assess if the UDC Design Code supports the needs of Clavering.

What happens next?
•Review quotations from independent consultants and select the most appropriate.
•Confirm the policy topics and create draft policies.
•Confirm the key aspects of design to include in the Clavering Design Code and evaluate against UDC Design Code.
•Follow up clarifications from responses on site development and collate planning history for candidate sites to ensure relevant decision are known and understood.
•Develop a site assessment model.

Annual Clavering Village Spring Clean
Saturday 28th March
All welcome

Please gather at the Village Hall at 10am for a short Health & Safety briefing (for PC insurance purposes!) and to be allocated an area to litter-pick. Grabbers & Bags & Hi–Viz Jackets are provided. Please bring suitable gloves and wear sturdy footwear.
Looking forward to seeing you there!

NB Children under 16 must be accompanied by an adult and please note we do not allocate areas alongside roads/watercourses to children.

Heating Oil - Support for Vulnerable Households

You may have seen the government announcement of £53m of support for vulnerable households who rely on heating oil.

The support will be targeted to help low-income households in rural communities affected by the recent surge in costs.

The additional funding will be distributed by local authorities via the Crisis and Resilience Fund, which comes into effect on 1 April and replaces the temporary Household Support Fund.

Locally, the fund will be administered by Essex County Council.

If help is needed before the Crisis and Resilience Fund starts in April, people can apply to local councils (Essex County Council) for support, but any cash would need to be from existing pots of money.

The Cost of Living Support section on the UDC website (www.uttlesford.gov.uk) has been updated to make it clear who enquiries should be made to if residents need help with their heating costs.
